Attn: Mr. Richard Polanco

Re: Limited Lead Testing WT Job No. 2587JE175 Water Storage Tank Big Lake, Arizona

Western Technologies, Inc. (WT) has completed the sampling and testing of the paint on the Water Storage Tank located in Big Lake, Arizona. The sampling was conducted by Mr. Brian Ashton, an EPA Lead-Based Paint Risk Assessor on July 7, 2017. These services were implemented according to WT Proposal number 2587PE205.

The sampling, which included four sample points, was conducted on representative painted surfaces on the interior of the top access lid (one sample) and the exterior of the tank (three samples). The interior silver paint was reported with 540 parts per million (ppm) of lead. The exterior green and orange paint was reported with 490,000, 390,000 and 280,000 ppm of lead.

The four samples were analyzed by Scientific Analytical Institute in accordance with method SW846 3050B/6010C/7000B for total lead. The analytical report is attached to this report.

According to the U.S. Consumer Product Safety Commission (CSPC) new paint lead standard, the maximum allowable lead content for new paint is 90 parts per million (ppm). Lead-based paint is defined by the U.S. Department of Housing and Urban Development (HUD) Guidelines as paint containing 1.0 mg/cm2, 0.5% by weight or 5,000 ppm (equivalent of 5,000 mg/kg) or more of lead. The Occupational Safety and Health Administration (OSHA) recognizes paint with any amount of lead to be lead containing.

Prior to demolition or renovation that may disturb the potential lead components, the contractor should be educated on the potential hazard to exposure to lead dust and follow the proper OSHA Lead in Construction Standards, 29 CFR 1926.62. WT suggests that the Client conducts soil sampling for lead from the perimeter of the tank prior to the lead removal to document the existing lead in soil levels and following the removal to verify that the removal activities have not impacted the soils surrounding the base of the tank.

Following the sand blasting, if performed, the sand blast media should be tested for toxicity characteristic leaching procedure (TCLP) waste stream analysis prior to disposal.
