will be acceptable to the NRCS.

A2. Per Special Provision #5, the contractor shall provide a "Work Installation Plan" to the

CO within 10 days after contract award which shall include "a detailed plan for the land based construction sites including the construction sequence and equipment to be used." It is up to the contractor to determine the means and methods to perform this work.

Q3. Can the contractor be allowed to work on

Sunday? As this is a remote site crews will not be able to travel home on a Sunday and will be idle in the area. Project overhead costs such as per diem and boats will be incurred 7 days a week.

A3. No, Per Section F, Page 5 of the solicitation, "Maximum Workweek - Construction

Schedule; The maximum workweek that will be approved is 12 hours per day, six days per week, Monday through Saturday for all portions of work, except the Excavation - Flotation Access

Dredging. The Excavation - Flotation Access

Dredging will be allowed to be performed 24 hours per day, 7 days per week."

Q4. Has the engineer investigated what is involved in converting marine construction equipment to bio-based fuels? There are no bio-based fuels for all the equipment involved in this project.

A4. Per Construction Specification 5 - Pollution

Control, Item #11 "The contractor shall make maximum use of biobased products that are United

States Department of Agriculture designated items. Information for this requirement and these products is available at http://www.biopreferred.gov." Further FAR

52.223-2 - Affirmative Procurement of Biobased

(iii) At a reasonable price."

Products that were designated were multi-purpose greases and hydraulic fluids.

Q5. Can the specifications be rewritten to eliminate one of the Notice to Proceeds? By definition, there should only be one NTP.

A5. No, this requirement will not be changed.

Q6. Builder's Risk Insurance is not attainable for this scope of work. The specifications need to be written such that Hurricane and Storm

Damage are not the contractor's fault. The NRCS in the only government agency that puts that sort of risk on the contractor.

A6. The specifications will not be changed in this regard.

Q7. Can the acceptance reaches be modified to every 2,500 lf of dike? This will allow the contractor to turn over significant completed portions of the project to the owner.

A7. Question previously answered as Question #2 under Amendment 1.

Q8. Can the land based dike construction be placed in one lift? This will reduce the impact of the land based equipment on the adjacent marsh.

A8. The contractors method shall be proposed in the Work Installation Plan as required in Special

Provision, Item #5.

Q9. Please provide measurement and payment specifications for the LWA bags.

A9. Per Construction Specification 95 -

Geotextile, Paragraph 7(b)(7); "No separate payment will be made for this item. Compensation for this item is to be included in Bid Item 5, Lightweight Aggregate, Encapsulated."

Q10. Questions are due by February 12. It was stated at the site visit that questions would be received thru February 19. Please clarify.

A10. Please see Amendment #2.

Q11. The specification calls for a woven but the

Permittivity (ASTM D4491), Elongation at Failure

(ASTM D4632) and AOS (ASTM 4751) minimums are numbers that cannot be met with a woven, those minimums are typical MARV requirements for a

Geoxtile has been amended to address permittivity and Apparent Opening Size (AOS). All other requirements will remain the same.

Q12. Can POA (USACE CWO-02215) be excluded from the requirement? Manufacturers do not have this test data for the type of woven made for this application?

A12. Construction Specification 95 - Geotextile, Paragraph 7(a)(2) this requirement does not apply.

Q13. Will the engineer clarify for bid purposes the fill efficiency/tolerance that is required for compliance? Due to the shape of the filled bags to get 100% fill efficiency will require bags to be installed outside the lines and grades. The lack of a fill efficiency/tolerance leaves one to believe it may be acceptable to under build.

A13. The Lightweight Aggregate bags shall be placed to the neat lines and grades shown on the plans to achieve the final section shown on

Drawing Sheet 23 for the Composite Rock

Dike/Revetment detail. The contractor shall submit a lightweight aggregate plan (LWP) as required by Construction Specification 25 -

Rockfill, to address how they plan to accomplish this work.

Q14. Does the engineer expect the contractor to move spoils by barge in areas that will not or cannot accept due to pipelines, etc?

A14. The contractor shall prepare a flotation access plan, in accordance with Construction

Specification 21 - Excavation, Item 10(a)(6) which details the extent (depth and width), proposed sequence and duration of excavation activities....." to address how they propose to achieve the flotation excavation. In no event will spoil material be placed on top of the pipelines.

Q15. On drawing 8 of 35 the location of the 3" pipeline if straight lined appears to cross the proposed access channel. If that is the case we are not to dredge within 25 feet either side.

Will this be considered a change order or the

A15. Upon completion of the pre-construction survey and magnetometer survey, the alignment of the perpendicular channel may have to be adjusted in this area. The contractor would address this in the magnetometer anomaly plan submitted and adjustments made prior to the second NTP.

Q16. Construction Specification 13 - Piling requires "all timber piles shall be treated in accordance with AWPA Standard U1, Commodity

Specification G, to the requirements of Dual

Treatment (Marine Piles) for maximum protection in Use Classification UC5C, Southern Waters." In trying to meet this specification we have determined through our vendors that this appears to be a 50' Class B dual treatment pile 1.0

CCA/20# Creosote. Is this the correct interpretation of the specification? Does the

NRCS want creosote for this application of marine use in southern waters?

A16. Yes, the parameters that you indicate will meet the requirements of the specifications.

Q17. Is it possible to quote a partial bid on this request, just the rock supply and delivery portion?

A17. No, bids should be for all stated CLINs.

Q18. Request for substitution of OysterBreak versus rock.

A18. The NRCS has reviewed the information provided; however, the use of the product will not be utilized for this project; however, the information will be kept on file for consideration on other projects to be developed.
