Work Description for Wyoming Maintenance

1. General Requirements

The contractor shall furnish all labor, equipment, materials, and incidentals necessary to maintain approximately 177± miles of selected native and aggregate surface roads on the Bearlodge Ranger District in the Black Hills of Wyoming and South Dakota. This contract will consist of one (1) base year of 2016 and two (2) option years of 2017 and 2018.

Maintenance includes: surface blading (blading will be to an appropriate depth to remove washboards), ditch and lead-off ditch cleaning, minor slide and slump repair, cattleguard cleaning (including grate removal and replacement to access and remove trapped sediment within the cattleguard), and providing signing during maintenance operations for public safety in compliance with the latest version of the Manual of Uniform Traffic Control Devices (MUTCD). There are no Government furnished supplies or materials.

2. Working Conditions

The blading of roads shall be done when optimum moisture is present for blading. When conditions are too dry, discontinue work and resume when adequate moisture is received.

3. Working Time Limits

Blading shall begin in the spring after the roads have thawed and dried to an appropriate moisture level. The Contracting Officer’s Representative (COR) shall notify the contractor when it is suitable to begin work. The contractor shall begin work within five

(5) business days after the COR has given notification unless conditions become unsuitable. All work will be performed in a timely manner when appropriate moisture is present for satisfactory performance. The contractor shall notify the COR if the contractor believes adequate moisture is not present.

4. Work Requirements

See End Product Description. Contractor shall maintain existing crown and superelevations. In all other areas, the contractor shall work towards building a crown during routine blading by pulling material from the shoulders towards the center of the road. Contractor shall maintain crown once it has been established.

a) Spring Blading

Spring blading shall be completed between April 15th and July 15th, when adequate moisture is present. The road shall be maintained to keep drainage functional and keep the road prism to an acceptable level to allow a prudent driver to safely negotiate the road in a passenger car. The roads requiring spring maintenance are shown on the project location maps and listed in the road list. Areas with noxious weeds present are designated on the project location maps and are signed in the field.

To avoid spreading weeds, no work shall be performed within signed locations.

b) Fall Blading

Fall blading shall be completed between September 15th and October 15th, when adequate moisture is present. The road shall be maintained to keep drainage functional and keep the road prism to an acceptable level to allow a prudent driver to safely negotiate the road in a passenger car. The roads requiring fall maintenance are shown on the project location maps and listed in the road list. Fall maintenance does not require ditch cleaning. Areas with noxious weeds present are designated on the project location maps and are signed in the field.

c) Cattleguard Cleaning

Four cattleguards will require cleaning, and will be designated by the COR prior to each contract year. Traffic delays while cleaning cattleguards shall not exceed twenty

(20) minutes. The contractor shall notify the Contracting Officer’s Representative (COR) two working days in advance of cattleguard cleaning.

Excavated material shall be removed and disposed of in the general vicinity of the cattleguard, at a location approved by the COR. Roadbed materials disturbed by the contractor’s operations shall be replaced, shaped, and compacted to conform to the adjacent roadbed.

5. Inspection

See Quality Assurance & Inspection Plan. Inspections will be done after the requested segment of work is completed. The contractor shall notify the COR when an inspection is needed. A request for inspection shall be at least one (1) working day prior to the requested inspection.

6. Contractor’s Work Schedule

The contractor shall notify the COR when he begins the requested work and present a plan of operations detailing the planned work schedule.

7. Quality Assurance Plan, Traffic Control Plan, and Maintenance Reports

The contractor shall provide a Quality Assurance Plan and a Traffic Control Plan prior to beginning work. In addition, the contractor shall keep a daily maintenance report that indicates the work completed each day, including the road number and miles maintained, and documentation of compliance with the equipment cleaning requirement. Upon a request for payment these reports shall be submitted and received by the Contracting Officer’s Representative (COR) and shall become the property of the government. No payments shall be made prior to receipt of these records.

8. Existing Facilities

All existing facilities, including but not limited to, signs, cattleguards, culverts, and drainage structures, damaged by the contractor shall be replaced or repaired by the contractor at no cost to the government. The contractor shall notify the COR of any damage, and the CO/COR will determine if the damage can be satisfactorily repaired or must be replaced.

9. Pollution and Erosion Control

The contractor’s operation shall be conducted so as to prevent siltation of streams, lakes and reservoirs. Pollutant such as fuel, lubricants, and any other harmful hazardous materials shall not be discharged onto National Forest Service lands. Any accidental spills/leaks shall be brought to the attention of the CO/COR immediately. Mechanized equipment shall not be operated in live streams without written approval by the Contracting Officer.

10. Washing Equipment

To help prevent the spread of weeds, the contractor is required to wash his equipment off forest, prior to bringing it onto the forest, and each time it is returned to the forest after being removed. The equipment shall be washed with a pressure washer that is capable of producing enough water force to thoroughly remove all organic and mineral debris, including excess grease, from the machine. The washing will be documented in the contractors’ daily maintenance report. It is not necessary to wash equipment again when passing through signed weed areas.

11. Signing and Public Safety

The contractor shall provide all necessary barricades and warning signs. The contractor shall operate all equipment with driving/operating lights and warning flashers or strobe lights on at all times to increase visibility. All necessary precautions shall be taken for the protection of the work and safety of the public. All signs and devices remain the property and responsibility of the contractor. All signs shall conform to the latest version of the Manual of Uniform Traffic Control Devices (MUTCD).

Warning signs shall be positioned such that they are readily visible and legible and define the work area to the traveling public. Signs shall be located no more than one mile in advance of any work segment. Signs shall be posted only when machinery is in operation.

12. Equipment Specifications

All equipment shall be in good working condition and suitable for the work required.

Operators shall be competent and have field experience in the work required. Equipment shall have safety signing and appurtenances required by OSHA, such as Rollover Protection (ROPS), fire suppression devices (including a shovel), lights, and slow moving vehicle signs. Equipment may be inspected by the Contracting Officers Representative at any time.

13. Fire Prevention and Control

a) Tools and Equipment

The Contractor shall furnish and maintain in a serviceable condition one shovel, size 0 or larger, for each employee working in the project area. The shovels may be stored in the employee’s private vehicle or on the contractor’s vehicles, but must be readily available to each employee while in the project area.

For each yarder, loader, grader, jammer, chipper, crawler tractor, skidder, hauling truck, portable welder, or comparable type equipment, the Contractor shall furnish one shovel, size 0 or larger, attached to each unit and one two and one-half pound or larger dry chemical or four pound or larger carbon dioxide type fire extinguisher attached to each unit.

For each power saw, soil auger, portable pump, or like powered equipment, the Contractor shall furnish one shovel, size 0 or larger, and one dry chemical fire extinguisher, 8 ounce or larger, immediately available to the operator of the equipment. The fire extinguisher shall be with the operator of the equipment; the shovel may be with the fuel can used to refuel the equipment.

Refueling of the equipment shall be done in an area cleared and void of flammable materials. Power saws shall be moved from the spot of refueling before starting.

14. Measurement and Payment

a) Measurement

Spring and Fall maintenance will be measured to the nearest one-tenth (0.1) mile of road bladed and accepted by the Contracting Officer (CO) per mileage schedule.

Cattleguards will be measured as an actual quantity completed and accepted by the Contracting Officer (CO).

b) Payment

The accepted quantities will be paid for at the contract unit price shown in the Schedule of Items.
