• Project is 100% set aside for Small Business. Price range: $25,000 - $150,000.

• Funding is currently only available for the base portion of the work. Additional funding may be received prior to award of contract to allow for one or more Add Items to be included in the award. If additional funds are obtained during construction, additional work will added by contract modification at the unit prices established.

Total award will not exceed $150,000. AGAR clause 452.236-70, Additive and Deductive Items, is added to Section M, Evaluation Factors for Award.

• This is a federal construction project. Construction Wage Rates apply (formerly Davis Bacon). You are required to make and keep payrolls, and submit certified payrolls weekly to COR. Retain records for 3 years, subject to DOL review. Note – minimum $10.15 wage.

• Registration in the System for Award Management is required for award. Go to https://www.sam.gov/ to register. Registration requires a DUNS number; go to http://www.dnb.com/ Registration is free for both Dun & Bradstreet and SAM.

• Bid bond is not required. Payment protection will be required if award exceeds $35,000 (note change from $30,000 shown in the solicitation, Section B. This may be made by using a payment bond, irrevocable letter of credit, or cashier’s check. A tripartite escrow agreement is not an acceptable form of payment protection for this solicitation.

• Award will be made on the basis of best value to the Government, using price, experience and past performance as evaluation factors. Price is somewhat more important than experience and past performance combined.

Award may be made to other than the lowest priced quotation.

• Successful contractor will have 10 days to furnish payment protection (if needed), in the amount of 100% of contract price. Quotes are due by 4:00 p.m. Tuesday, April 28, 2016. Quotes may be emailed or sent hard copy.

• Contract time: 20 days. Pre-work meeting will be held with the successful contractor. Work will start within 10 days of receiving the Notice to Proceed.

• Check FBO for amendments. Sign-in sheet and questions and answers from the meeting today will be posted.

• Gary Hubbard discussed contract specifications. There are four separate sections of road to be paved; a base section, MP 0.00 – 0.11, and three Add Items. Contractor will clean the existing asphalt surface, patch potholes, and pave with a 2” TDOT “C” mix. Road varies in width but averages 14’ wide.

https://www.sam.gov/ http://www.dnb.com/

• FP-03 specifications apply – in this case, Sections 404 and 412 are the most applicable

• Note: there is not a separate pay item for signing, but signing is required for the project.

• Asphalt plant must be less than 65 miles from project site.

• Mix temperature must be greater than 250 degrees before roller compaction.

• Asphalt testing is not required. If Forest Service has a concern about the mix at time of application, testing may be required. If mix conforms to specifications, Forest Service will pay for testing. If mix does not conform, Contractor pays.

• Note that quantities in the Schedule of Items are shown as “Approximate Quantities”. Payment will be made for quantities actually placed on the job as long materials meet specs.

• Contractor is required to comply with all contract specifications whether a Forest Service Inspector is on site or not.

• Contractor may delay traffic up to 45 minutes.

• Should be able to use the Young Br Horse Camp at the end of Section IV as a staging area except on the weekends.

• It’s preferable to either complete the work before Memorial Day or not start work until after Memorial Day.

Site visit followed. Meeting concluded at 1100.

AGAR 452.236-70, Additive or Deductive Items (FEB 1988) The low bidder for purposes of award shall be the conforming responsible bidder offering the low aggregate amount for the first or base bid item, plus or minus (in the order of priority listed in the schedule) those additive or deductive bid items providing the most features of the work within the funds determined by the government to be available before bids are opened. If addition of another bid item in the listed order of priority would make the award exceed such funds for all bidders, it shall be skipped and the next subsequent additive bid item in a lower amount shall be added if award therein can be made within such funds. For example, when the amount available is $100,000 and a bidder's base bid and four successive additives are $85,000, $10,000, $8,000, $6,000, and $4,000, the aggregate amount of the bid for purposes of award would be $99,000 for the base bid plus the first and fourth additives, the second and third additives being skipped because of each of them would cause the aggregate bid to exceed $100,000. In any case all bids shall be evaluated on the basis of the same additive or deductive bid items, determined as above provided. The listed order of priority need be followed only for determining the low bidder. After determination of the low bidder as stated, award in the best interests of the Government may be made on the selected first or base bid item and any combination of additive or deductive items for which funds are determined to be available at the time of the award, provided that award on such combination of bid items does not exceed the amount offered by any other conforming responsible bidder for the same combination of bid items.
