Question: Is there a limit to awards under each contract?
Answer: Each awarded contract is limited to a maximum of $500,000 over the base and four option years (see General Information, pg. 4 of 43).
Question: Do the Contractor Performance Survey Questionnaires have to be mailed in hardcopy by our references, or can they be faxed or emailed?
Answer: Your references should submit by hard copy mail or by email. Faxed submissions will not be permitted.
Questionnaires are due by the due date of the proposals (March 13, 4:00 p.m.).
Question: Are contractors responsible for permits (for example, HVAC and asbestos removal)?
Answer: Yes, contractor is required to obtain all permits to be in compliance with Federal, State or municipal laws, codes or regulations, or may choose to use a subcontractor with required permits (see FAR 52.236-7, Permits and Responsibilities,
pg. 25 of 43).
Question: How many contracts to you anticipate awarding?
Answer: There is not a pre-established number of awards.
Question: Once contracts are awarded, can we compete only South End or North End task orders?
Answer: Yes. You may indicate your willingness to compete Forest-wide, or only in specific geographic locations, on your proposal.
Question: Will you consider splitting the awards by zones? (North End and South End of the Forest)?
Answer: No.
Question: Would you split Task Orders by Zones?
Answer: We anticipate issuing task orders for specific projects in a specific location, but may choose to issue an order that would be performed Forest-wide. An example would be poured concrete sidewalks, Forest-wide.
Question: Are all the documents that have been discussed available on the Builders’ Exchange?
Answer: You can access the solicitation and all related documents online at the Federal Business Opportunities website, www.fbo.gov/. Search for solicitation number AG-4756-S-12-0006.
Jay Chapman reviewed Specifications and Drawings for the Ocoee Scenic Byway Signs task order. The following changes were noted:
http://www.fbo.gov/
Reference: Schedule of Items, Section B, page 3 of 43. The following changes should be made:
• Item 1B: delete 150 SF; insert 171 square feet (SF)
• Item 2B: delete 0.75 SF; insert 0.60 cubic yards (CY)
Reference: Drawings:
• Scale on O-MJ2 Detail D: delete ¼” = 1’; insert ½” = 1’
• Scale on O-MN1 Detail A: delete ¼” = 1’; insert ½” = 1’
Regarding printing the drawings: recommend that you download and save the drawings to your computer, and then print.
Also, select “none” for page scaling.
Jay noted FAR clause 52.236-13 Accident Prevention, and addressed the requirement for contractor to provide signs, barricades or other means to protect the public when working on construction projects.
The following questions were discussed in relation to the Ocoee Scenic Byway Signs Task Order specifications:
Question: Re: the task order. Signs are government-furnished. Are brackets government-furnished?
Answer: Contractor furnishes brackets.
Question: On page O-MJ2B there is a cavity in the drawing; will this be filled in? The anchors appear as if they go through this void and will need to be secured in some way.
Answer: Will not fill the void, the anchors will be grouted in the CMU.
Question: Can the caps over the top of the sign base be multiple pieces, or do they need to be one piece?
Answer: The cap stone can be more than one piece.
Question: Will there be any sites that require demolition?
Answer: Price the task order based on no demolition.
Question: Is there a pay item for sowing grass?
Answer: No, that would be an incidental expense and should be figured into your pricing.
Question: Do you specify concrete?
Answer: Yes, specification section 3300 addresses concrete.
Question: Are the locations exact?
Answer: No, sign locations are approximate. Construction drawings indicating exact location will not be provided in this task order.
Question: Do these signs replace existing signs?
Answer: Yes. Price this Task Order excluding demolition of existing signs.
Question: Are contractors required to pay Workmans’ Compensation Insurance and carry General Liability Insurance?
Answer: Yes. See see FAR 52.236-7, Permits and Responsibilities, pg. 25 of 43. Proof of Workman’s Comp and General Liability insurance may be requested as part of the Contracting Officer’s determination of responsibility prior to contract award, as well as prior to subsequent task order awards.
Question: Is a Tennessee State Contractor’s License required?
Answer: A state contractor’s license is not required for work on Federal Government property.
Question: The road is very narrow in places. Is that where the signs will be installed?
Answer: Price as though signs will be located outside TDOT right of way. No signs will be placed in the Ocoee River Gorge (narrowest part of road). Locations are approximate, not definite.
Question: Do you anticipate awarding this Task Order?
Answer: See Section G, page 12 of 43. This task order may or may not be awarded when the intial contracts are awarded.
A revised Task Order may be competed among awarded contractors. If funds are available, Forest Service does intend to award this work this fiscal year.
Question: Are secure sites available for materials storage?
Answer: There may be an opportunity to store materials at the Ocoee District Work Center located on Hwy 30. No secured storage site exists at the Ocoee Whitewater Center.
Notes, Pre-Proposal Meeting, Watauga Ranger District Office, Unicoi, TN 2/23/2012
Attendees: Forest Service Nina Barrow – Contracting Office Jay Chapman – Forest Facilities Engineer Lynn DiFiore – North Zone Engineer
Contractors:
Chuck Milam, Hoilman Construction Company Chris Holifield, Holified Construction Chris Blanton, DOT Construction, Inc.
Bob Stout, Bob Stout Construction Company, Inc.
Question: Awarded contracts will be for base and four option years. Will we be able to increase our prices?
Answer: Pricing submitted for this solicitation is for a specific Task Order. Future task orders will be competed among awarded contractors. There are no pre-priced units of work.
Question: I am located in the Johnson City, TN area. My pricing will be high in comparison to firms that are located in the geographic area of the Ocoee Scenic Byway Signs task order. I am concerned that my pricing will look high in comparison to theirs.
Answer: See Section M, page 43 of 43. Your pricing will be used to evaluate your understanding of the work as specified in the Task Order. Evaluation factors other than price, when combined, are somewhat more important than price in the award decision.
Question: Has the Forest Service anticipated that a high price will need to be paid for the concrete work due to the small quantities ordered?
Answer: Yes.
Question: Will we be asked to perform work on projects where there is no road access?
Answer: That would be possible, but is unlikely.
Question: If I don’t want to price task orders outside my geographic area. Will that count against me?
Answer: See Section G, Task Order Announcement, #4.
Question: Are there any bonding requirements for the solicitation or for the Ocoee Scenic Byway Sign Task Order?
Answer: This solicitation is issued as a Request for Proposal. A bid bond is not required.
Any Task Order valued between $30,000 and $150,000 will require alternative payment protection (see Section I, page 24 of 43, FAR 52.228-13) to be submitted following award of order.
Question: Is there an option for the Government to furnish the stone?
Answer: No.
Question: How should I figure my travel costs for the Ocoee Scenic Byway Signs task order?
Answer: All costs will need to be captured in the unit pricing for Items 1 and 2 on the Schedule of Items.
Question: Can utilities be marked along Highway 64 if the sign sites do not have a physical address?
Answer: Yes.
Question: Can concrete be mixed on site?
Answer: See Specification, Section 03300 Part 1.3 A.
