Pre-Bid Meeting Question & Answers

Statement of Work:

(Q) What will be the start date for the period of performance?

(A) The start date will be the Fall of 2017 with all in stream work starting April 15, 2018.

Bid Schedule:

(Q) Where will pay item 60305 be installed?

(A) Item deleted please see revised (7/31/2017) Bid Schedule

(Q) What size is the material that is ask for in pay items 64805A and 64805B?

(A) Please see revised specifications section 648 Drawings/Plans:

(Q) If bedrock is encountered will contractor have to dowel footing into bedrock?

(A) Yes, per drawings sheet 11/14.

(Q) Does encountering bedrock determine the footing depth to be 24” or 36” or does this determine whether the footing is to be either 24” or 36” below natural streambed?

(A) Both. Refer to revised drawings sheet 11/14.

Specifications:

Offerors were instructed that a final set of specs would be uploaded to Fed Biz Opps in the coming weeks to replace the draft specs.

General Questions:

(Q) If an offeror has “native” rock available to them that will meet contract requirements will it be acceptable to use this native rock?

(A) Rock similar to natural stream bed rock is required, see revised specifications.

(Q) Will unsuitable excavated be required to be hauled off site if encountered?

(A) Unsuitable material will be wasted on project site at the direction of and at the location determined by COR.

(Q) If fill material is needed at the project site will it be provided by USFS (borrow pit) or will the contractor need to import?

(A) If fill material generated from structural excavation if found to be unsuitable, imported NCDOT ABC will be used and paid for under Bid Item 30109.

(Q) Will there be anything going on or any time of year that the contractor would have to shut down operations?

(A) No, A timber sale will still be ongoing on NFSR 4651, but the road will be open.
