Wranglers Campground Waste Water Treatment Project

Project Number CIM-0860-65F

Vendor questions and Forest Service (FS) responses. Answers are provided in consultation with FS contract Engineers.

1 – What are the treated effluent requirements for discharge including BOD, TSS, TN or other?

FS response: Please refer to the scope of work (SOW) page 3.

2 – What is the point of compliance (sampling location) where the effluent requirements must be met? Example: monitoring well or end-of-pipe prior to discharge?

FS response: There is no state requirement for a dedicated sampling location as effluent samples can be taken from multiple points depending on the system installed. If a system other than proposed in the SOW, it would be incumbent upon the proposer to enumerate the location(s) where sampling could occur. In the case of the system proposed in the SOW, the sampling can occur at the dosing tanks or at the distribution boxes before the leach field.

3 – Will effluent sampling and reporting be required?

FS response: Contingent on the type and kind of system being proposed sampling and reporting could be required, all Kentucky (KY) State regulations shall be strictly adhered

to. The proposed system referenced in the SOW will not necessitate sampling and testing per KY code.

4 – Will a recirculating sand/gravel filter be considered?

5 – Will an Orenco treatment system be considered?

Alternative proposals will be considered contingent upon sufficient supporting design data to allow the Government to adequately evaluate the proposal.

6 – What are the average daily flows (actual and anticipated, not design flows) for the treatment system?

FS response: Precise wastewater flow rates are unknown; design flow rates are a calculation of the production of the groundwater well at peak and average flows, this is the most accurate data available.

7 – Is there any existing effluent sample data that can be used to determine influent characteristics including BOD, TSS, TN, etc?

FS response: No sampling data exists.
