EVALUATION FACTORS

Proposals will be evaluated based on the four factors described below. Each of these factors will be weighed equally with the overall goal of obtaining the best value to the government.

Factor 1--Technical Merits.

The evaluation is based on the bidder’s ability to procure, store, transport, and apply the necessary materials and provide the services required for the remediation of mine openings as stated in bid proposal.

Factor 2--Experience of Key Personnel.

The evaluation is based on the experience, skills, and abilities to perform the required work, including adequate experience with metal fabrication. Skill in welding is essential and bidder should include in his/her proposal evidence of the welding proficiency. Of particular importance are the qualifications of the Mine Safety Qualified Person and his/her ability to establish and maintain a safe work environment.

Factor 3--Past Performance.

The evaluation is based on the quality of past qualifying experience. Qualifying experience includes AML remediation and contracts, or similar work, with respect to timeliness, cost control, customer satisfaction, and successful project completion. A list of references who can confirm the quality of past experience would be very helpful in evaluating past performance.

The evaluation will consider how well the bidder has demonstrated the ability to effectively perform similar type of metal fabrication in a field setting. Experience fabricating and installing metal bat gates is desired but not required. Likewise, experience operating in remote locations is desirable but not required.

Factor 4--Cost Cost will be evaluated on the five base items, if only those base items are awarded. If optional items will be awarded, the evaluation will be on the aggregate bid amount.

Note: All bids should provide information on the following:

Quality of sketches and narratives provided of proposed closure methods.

· An access plan describing method used to transport material to each bid item.

· The tentative schedule for accomplishing work.

· The durability and permanency of the proposed closures.

· Health and Safety Plan.

· How well the proposal meets bat access needs.

· Quality control plan.
