Bid Bond? Purpose of the Bid Bond is to guarantee bid price for up to 60 days. After award, Bid Bond is replaced with a

Payment Bond.

Government Furnished Property = Culverts, materials for temporary erosion control, seed, mulch, and two storage containers

(1 for storage of Forest Service UTVs and one for storage of materials).

Any additional storage needed will be provided by Contractor.

Laborer hours for installation of government-furnished property are included in the Schedule of Items.

Bryan Bell continued the meeting, discussing the Specifications and Drawings.

New Trail Construction

Question: For timber sale area, how wide do we create road bed?

Answer: Timber marked at center line. Road bed is 10’ – 12’…closer to 12’ due to it being a jeep trail.

Each dip and section of trail can be different. Forest Service will work with Contractor on each specific location to define the type of dip to be installed.

Site Superintendent

A site superintendent for the contractor is required to be on site daily and be able to make decisions. Daily direction on the project and coordination of equipment needs will be discussed between the Forest Service designated Inspector and

Contracting Officer Representative and the Site Superintendent. Contractor should know ahead of time what resources/labor/equipment is needed and be able to plan upcoming work day accordingly.

Cost for Site Superintendent is an incidental cost. There is no separate pay item.

Equipment

Forest Service will not pay for regular maintenance work on equipment – for example, fueling and maintenance.

The cost for one (1) equipment operator is included in the equipment’s hourly rate.

Cost for equipment maintenance & refueling is not an additional cost covered under labor but included in the equipment’s hourly rate.

Cost for mobilization is included on the Schedule of Items.

If contractor furnishes equipment that does not work properly, the government reserves the right to have this equipment removed and replaced with working equipment.

The Schedule of Items lists the primary equipment needed for this job. Please provide equipment specified or show equal or other you feel could do the job. Space is provided for your proposal of optional equipment, or you may use an additional sheet of paper.

Straw Blower/ Mulcher equipment – It is the Government’s option to use either equipment or manual spread. Cost for use of equipment will include operator cost. Manual spread will be paid under labor hourly rate.

Maximum of 30 - 45 minutes to travel on trail to reach equipment for refueling.

Repair equipment within 48 hours.

Front-end loader will be used to carry materials.

Question: D5 – Does it require a winch?

Answer: No

Question: Can contractor blade and fix a portion of trail as needed for safe mobilization of equipment?

Answer: Yes

Timber Removal

Timber Cutting, Limbing, and Bucking are included in the sawyer cost at an hourly rate.

Timber Skidding, Landing & Hauling – Contractor cost. Forest Service will not pay to skid logs or haul timber off site.

Appraised price of the timber is much reduced due to long skid distances.

Question – Will Contractor have to remove the timber?

Answer – Yes. It cannot be left on the ground. Limbs and tops can be left and windrowed as directed by project COR or

Inspector.

Question – Are there any restrictions on skidding equipment?

Answer – No, as long as it is sized appropriately for road bed.

Aggregate

Aggregate is paid by the ton which includes delivery, stockpile or tailgate spread.

Stockpiled aggregate will be placed by use of equipment, and paid under equipment hourly rate.

Aggregate base will be placed on system roads that Contractor will use to access work sites and remove timber.

Question: Is Blairsville Quarry an acceptable site for purchase of aggregate?

Answer: If aggregate is stamped DOT approved, then it is acceptable.

Provide more information on size of stone required and what would be accepted. Example of question asked: If contract request aggregate size 4s and Blairsville only has 3s, will that be acceptable? What type rocks will Forest Service accept for surge stone requirements?

Answer: Class 1 Rip Rap as specified in contract or as close to equal as can be obtained. Requirements for Class 1 Rip Rap are found on page 617, table 705-1 of the FP-03. Government will accept stone meeting these specifications. If #3 stone is as close to the requirements as the local quarry can supply, then it will be acceptable.

New Gate

Cost for new gate is paid “each” which includes labor, materials, and install.

Gates are a new design, see plans for gates. Contact Bryan Bell with any questions or clarification.

Designed to lock open or closed.

Question: Can gates be installed at the end of job?

Answer: Yes, gates can be installed at any time.

Question: If gates are installed at start of project, will the government accept to remove liability for loss or damage from

Contractor.

Answer: Yes

Labor

Page 31, Specifications, provides more information on labor.

Laborers shall have standard hand tools and chain saw at job site.

This is a construction project and the Davis Bacon Wage rates apply. Payrolls will be submitted weekly to COR. Workers are paid straight time for the first 40 hours per week and time worked over 40 hours is paid at time and a half. Bid rate does not change, but paid as a flat rate as bid per line item. (FS will not pay time and a half to Contractor).

Question: Are contractors required to use only W-2 employees in performance of this work, or can they use 1099 employees?

Answer – 1099 employees are permitted.

A minimum of one laborer will be required on the job if any equipment is operating.

Question: When does Laborer’s time start? At parking lot or work site?

Answer: At the parking lot, where they begin performing contract duties as directed by the government, such as loading the transportation vehicle with erosion control materials, supplies etc. This does not include duties associated with the fueling/maintenance of equipment.

Some form of shift ticket will be used to document equipment and laborer hours daily.

Culverts

Culverts will be installed on jeep trail

Culverts are no more than 22’ long, and will be furnished in 2 sections. They will be no problem to transport.

Miscellaneous Questions/Information

There is no available access to trail system from private property.

The Beasley Knob Trail system will be closed to the public during construction.

All required permits have been taken care of by Government.

Any tree cutting that is required in areas of obliteration, leave down on slope.

Question: For large rocks in trail, are we going to drill?

Answer: No. Leave or work around…it is a jeep trail.

This project is intended to be a partnership between the Forest Service and Contractor.

Forest Service will assign priorities to this work. Intention is for construction/conversion/obliteration work to begin and be completed in one area before moving to another area. However, maintenance can be performed in another location concurrently with construction.
