AG-4283-S-12-0010

Q&A’s June 19, 2012

Q. Can you provide maps (or GIS data preferred) of the rough location of the FNST? Any details on sections to be assessed by year if available at this point? This will be very helpful as we put together cost estimates and schedules for a proposal.

A. You can learn more about the Florida National Scenic Trail at the Florida Trail Association website at www.floridatrail.org They have trail maps at www.floridatrail.org/options/GPS-Data/ and Google Earth. No details on sections to be assessed at this time.

Q. Can you provide details on the QAR Quality Assistance Review formal evaluation?

A. QAR – often referred to as a Quality Assurance Review, Quality Assistance Review, or Quality Appraisal Review. The end product is a comprehensive written report that includes a qualitative assessment of a recreation facility and/or trail and includes the assessment data as well as written commendations and recommendations that an agency can implement to enhance their services to the public.

Q. The scope of work is relatively clear at this point; however, can you describe the goals of the FS for the project? (Perhaps these will be more clear once QAR is described; but one is left wondering at this point what the end goals of the assessment are and how/why these 3 unique assessment/inventory methods were selected?)

A. GPS is ground truthing the existing trail. The UTAP will be used for accessible improvements and to provide information to the public. The QAR process will be used for more detailed recommendations for management to consider.

Q. >is there a specific accuracy required for the GPS units that will be used? (sub-meter, 1-3 meters, etc)

A. 1-3 meters is OK

Q. >can ATV's be used for the GPSing the trails?

A. No

Q. >are there specific hours/times when the field work cannot be performed?

A. Night time. Check with land managers during hunting season. Check with land managers for any closures (prescribed fire, timber operations, etc.)

Q. >are the trails in question maintained regularly? (mowed, or opened up or plowed etc.)

A. At least annually. Check with land manager.

Q. >What is the "Universal Trail Assessment Process"?

A. www.beneficialdesigns.com/trails/utap.html

Q. >Can info be provided that explains all that is involved in doing an Assessment of the FNST using the "Universal Trail Assessment Process"?

A. The Universal Trail Assessment Process (UTAP) objectively documents the actual conditions in outdoor, natural environments. The UTAP is a tool that land managers, agencies and individuals can utilize to learn about, monitor, improve and use any outdoor path of travel. To learn more see www.beneficialdesigns.com/trails/utap.html

Q. >How is "QAR (Quality assistance review)" performed and documented?

Can guidelines be provided that show all is involved in this process?
