6.01 TESTING AND INSPECTION
6.02 Furnish all test pumps, gauges, and equipment for the
testing of all portions of the water distribution system including all lines, fittings, valves, and hydrants.
6.03 Prior to disinfection and after thorough flushing of the portion to be tested, perform tests upon completion of pipe installation or any section thereof. Pipe joints shall be left exposed during this test for inspection by the Government.
6.04 Slowly fill each valved or plugged section of the pipe with water and apply the test pressure measured at the point of lowest elevation by means of a pump connected to the pipe. The test pressure at this point shall be the working pressure of the pipe, i.e., 200 psi class 200. The pump is to take suction from the small tank or other suitable means for measuring water pumped into the system.
6.05 Prior to beginning the test time measurement, operate all hydrants, taps, etc., to bleed entrapped air from the system.
Operate pump continuously during bleeding operations to maintain test pressure in the system. After eliminating air from the system, measure and record the water level in the tank. At the end of the test period, again measure the water level. The difference in the two measurements will be considered leakage.
6.06 Maximum permissible leakage shall be in accordance with the following formula:
L= (N x D x √P)/7400 where, L = allowable leakage in gallons per hour
N = number of joints in length of pipeline tested
D = nominal diameter of the pipe in inches
P = average test pressure during the test in pounds per square inch
6.07 Where leakage is in excess of maximum permissible, contractor shall repair the water line and reduce leakage to within the specified limit. If leakage is less than the specified amount, stop individual leaks observed before pipeline is accepted by the COR.
6.08 Maintain specified test pressure for a minimum of 2 hours after time measurement begins. No testing shall be carried out unless the COR is present during the testing period.
6.09 Replace defective pipe, fittings, valves, joints, and
hydrants discovered during the test and repeat the test after replacement until a satisfactory test is obtained.
6.10 No paints, asphalts, tars, enamels, or other types of pipe compounds shall be used to eliminate leaks.
6.11 Necessary apparatus required for testing, including pump, pipe connections, gauges, and meters, shall be furnished by the contractor, and all costs incidental to testing shall be borne by the contractor and included in his bid price for construction.
7.01 WATER SUPPLY PIPE AND FITTINGS
7.02 This work includes all pipe, connections, supports, and
related work necessary to provide a finished working system and complete installation of the water pipe. The piping system shall consist of laying the PVC lines as shown on the plans.
The contractor shall connect to the existing facilities and service lines where needed.
7.03 The pipe trench shall be undercut to the required depth.
The contractor shall be responsible for providing bedding and backfill for all lines lain in trenches.
7.04 Plastic water piping shall be PVC Class 200, SDR 21. Pipe shall be slip joint (1-1/2" and larger) with NSF certification stamped on each section. Fittings shall be Schedule 40 slip joint PVC. Joints 1-1/2" and larger shall be made with flexible sealing rings. Pipe less than 1-1/2" shall be solvent jointed.
Pipe and fittings shall be certified for potable water, Certain-
Teed, or approved equal, meeting ASTM 2241.
7.05 Before the pipe is laid in the trench, the earth forming the bed shall be carefully freed of stones, roots, and other deleterious material. The pipe shall then be evenly bedded in the earth with care taken to remove only enough of the earth to leave a uniform support for the entire length of the pipe to prevent sags except the couplings under which a recess shall be excavated to a sufficient depth to relieve it of any load. In case the bed trimmed on the bottom on the trench is too low, earth shall be placed in the bottom of the trench and thoroughly tamped, and a new bed trimmed for the pipe.
7.06 Pipe shall be laid with spigot ends pointing in the
direction of water flow.
7.07 Solvents and primers for PVC shall be in accordance with pipe manufacturer's recommendations. All surfaces of the pipe and jointing material to be joined shall be clean and dry.
Joints shall be made, fitted, and adjusted, and a water tight joint obtained.
7.08 Backfill shall not be placed over any pipe that is in a
heated condition. Before backfilling, the pipe temperature shall be brought to the approximate temperature of the ground either by running water through it or by backfilling in the early morning when the pipe and ground are at the same temperature.
7.09 Trenches shall be kept water-free and as dry as possible during bedding, laying, jointing, and backfilling.
7.10 Connections will be made to the existing and/or constructed facilities according to standard plumbing practices. Any connections made between metal and plastic pipe or connections between different materials including valves and fittings shall be made using connectors and adaptors designed specifically for that purpose.
7.11 When joining threaded fittings of adaptor with pipe, coat threaded ends of adaptor with a gasket cement recommended by the plastic pipe manufacturer. Do not use plumber's pipe dope on plastic to metal connections.
7.12 All piping shall be run straight unless otherwise shown.
All changes in direction shall be made with standard fittings as specified herein. Longitudinal curving angle of pipe shall not exceed manufacturer's recommendations.
7.13 Thrust blocks shall be provided at all locations shown on the plans. In addition thrust blocks shall be provided at all tees, wyes, and bends greater than 22-1/2 degrees in pipe equal to or greater than 2" in diameter. The thrust blocks will be sized and placed according to the pipe manufacturer's recommendation and shall contain a minimum 1 cubic foot of concrete.
7.14 Installation shall be in accordance with the
specifications, the drawings, and as directed by the COR in the field.
8.01 DISINFECTION OF THE WATER SYSTEM
8.02 This specification applies to the disinfection of all
portions of the water system.
8.03 Liquid chlorine shall be used as the disinfection medium.
8.04 Disinfecting material shall be placed in the system at the minimum rate of 0.83 pounds of chlorine to each 1,000 gallons of water in the pipeline. This will provide approximately 100 milligrams/liter of available chlorine in the water system.
8.05 The entire system shall be thoroughly flushed with water to remove sediment. Following flushing the system shall be filled with the disinfecting solution. All taps, hydrants, and other outlets shall be opened and left open until a strong odor of chlorine is noticeable in the water coming from each, after which the taps, hydrants, and other outlets shall be closed.
8.06 Chlorinated water shall remain in the system a minimum of
24 hours, after which the system shall be examined by the COR for residual chlorine and then drained out. At the end of the
24-hour period, the chlorine residual shall be a minimum of 25 parts per million. If no residual chlorine is found present, the process shall be repeated. During the retention period, all valves, stops, and other appurtenances shall be operated to assist this disinfection. When the disinfection is completed, the system shall be flushed with potable water such that the chlorine residual remaining is no higher than that generally prevailing in the system.
8.07 After the system has been thoroughly flushed, samples shall be taken from representative points in the system in sterile containers and submitted by the Government for bacteriological and physical property examination. Coliform organisms shall be absent. If the report of this examination is unsatis factory, the disinfection and flushing procedure shall be repeated until satisfactory results are obtained. No water from the system shall be used until the examination is satisfactory as determined by the COR.
