Stillwater - HERU

Mission

The mission of the Hydraulic Engineering Research Unit is to 1) develop criteria for design and analysis of safe, economical structures and channels for the conveyance, storage, disposal, and measurement of runoff water; 2) develop basic knowledge of the hydraulics of surface water flows for use in planning measures needed for environmentally appropriate control of runoff water and/or assessing the safety and efficiency of existing measures; and 3) determine the ability of vegetation, riprap, and/or various manufactured materials to protect hydraulic structures and channels from erosion.

The Hydraulic Engineering research Unit (HERU) has been in continuous operation since it was established in 1940. The lab, the only one of its kind in the U.S., is located, just downstream from the 3,000 acre Lake Carl Blackwell dam. An almost unlimited water supply is available from the lake through the use of siphons. Indoor and outdoor hydraulic models are used by engineers at the laboratory. The research is used by the

USDA Natural resources Conservation Service (NRCS) and others in the development of designs for a variety of erosion and flood control structures. Early lab research concentrated on hydraulics of grass-lined channels, including terrace outlet channels, farm reservoir spillways, diversions, and meadow strips. Research expanded to include components of flood control dams and today includes work on rehabilitation of ageing flood control dams.

The laboratory has had a major impact on soil and water conservation engineering and is recognized nationally and internationally as a significant contributor of sound design criteria for soil and water conservation structures and channels. Most notable is the pioneer work in the design concepts for vegetated waterways and research in support of the USDA Small Watershed Program. This research resulted in the laboratory being recognized with two "Historic Landmarks of Agricultural Engineering" by the American Society of Agricultural and Biological Engineers in 1990 and 2011.

4.0 PROJECT REQUIREMENTS:

The USDA-ARS Hydraulic Engineering Research Unit (HERU) is located at 9501 West Lakeview Road, Stillwater, Oklahoma 74075. This project includes replacing existing exterior metal wall and roof panels, including the building insulation system;

and replacing the interior perimeter wainscot with metal building liner panel wainscot. The building dimensions are 40’ x 80’ x 15’ high.

The Contractor shall be responsible for verifying site conditions, making quantity take offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.

The Contractor shall furnish a technical and cost proposal to provide services to Renovate the Hydraulic Building ARS - 6, and the contractor will provide a turn-key product to include, but not limited to, all materials as specified and the proper installation of all material. The project is located at the Hydraulic Engineering Research Unit (HERU), USDA-ARS, Stillwater, Oklahoma. In addition the Contractor shall:

a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (IE: EPA, ASTM, GSA, AASHTO,UBC, NFPA, UL, ANSI, ASHRAE, FCC, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.

c. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

d. Projects in excess of $150,000 will require a bid bond. Additional, Payment and Performance bonds will be required for projects exceeding $150,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

4.2 Description of Work:

4.2.1 Pre-Construction Phase Services

a. Pre-Construction Submittals

Prior to Construction NTP the following submittals must be submitted to the Contracting Officer (CO) for approval:

1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION SCHEDULE. The work hours will include the daily start and stopping time, and days of the week the Contractor proposes to carry out the work.

2. CPM Scheduling.

3. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values.

4. Submittal Register in accordance with Spec Section 01330.

5. Quality Control Plan.

6. Environmental Protection Plan.

7. Submit resumes for key personnel to the CO for approval: Project

Manager, Superintendent, Quality Control Manager, Scheduler, Renovate Hydraulic Building ARS – 6, Phases A & B HERU – Stillwater, Ok

Safety Officer, etc. (review the contract document for personnel requirements).

8. Waste Management Plan.

9. Accident Prevention Plan/Safety Plan.

10. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

4.2.2 Construction Phase Services

Construction Phase Services shall include, but not be limited to construction;

administration of the construction contract and all sub-contracts; coordination of regular construction meetings; CPM scheduling; maintaining construction records including daily logs and monthly reports; monitoring of construction costs;

administration of a Quality Control program and related inspection; close-out submittals, including record drawings and O&M at the completion of the project;

and other required services specified in the Construction Documents (this Statement of Work & Attachments). The Contractor is responsible for the construction of the facility(s), including timely delivery and project cost control.

Construction Phase Services beginning at the issuance of the NTP after the Contract is awarded through construction completion.

4.2.3 Base Item: Renovate Hydraulic Building ARS – 6, Phases A & B

The project consists of the following items:

1. Phase A : Replacement of the existing metal wall and roof panels, including the existing metal building insulation system, existing trim components, existing flashing components, and existing roof drainage components. Work in Phase A also includes the construction of a new concrete curb across the existing siphon intake vault to alleviate water infiltration in this area, replacement of the existing metal sill angle, and other work indicated on the Drawings (Attachment A).

2. Phase B: Replacement of the existing interior wainscot with metal building liner panel wainscot, including temporary support of numerous electrical and plumbing components during replacement of the wainscot, replacement of existing wainscot support members, and the addition of new support members for the new wainscot system. Remove and dispose of existing Air-conditioning units

Renovate Hydraulic Building ARS – 6, Phases A & B HERU – Stillwater, Ok including compressors, air handlers, and electrical disconnect boxes; and other work as indicated in the Drawings.

4.2.4 Add Alternate 1 (Replacement of Exterior Doors)

The Contractor will provide and install the following:

1. Remove existing 16’-0” x 10’-0” high Overhead Door, and rails & accessories; and replace with a New Metal Insulated Commercial Overhead Door with 4 eye level view ports. The existing opening device can be re-used.

2. Replace the two existing exterior 3’-0” x 7’-0” Walk-in Doors and Frames with New Metal Insulated with vision-lite (security glass) panels.

b. The Contractor is responsible for verifying exact requirements.

c. Equipment is to be installed as per manufacturer’s requirements.

d. The Contractor is responsible for providing any required alternations of mechanical, electrical, plumbing, pipe-fitting, etc to provide a turnkey installation.

e. Contractor is responsible for any damage to adjacent equipment that may become damaged during installation. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

f. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

4.3 Government Furnished Equipment\Services

a. The Government will be available to assist with the identification of possible other above ceiling utilities but does not guarantee location of all utilities.

b. The Government will furnish a reasonable amount of electricity and water.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The cost of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

5.3 Submittals: Manufacturer’s cut sheet for all materials shall be submitted to the

EPM for review. The descriptive literature shall be annotated/highlighted with sufficient clarity so as to identify the products proposed for this project and show its conformance with contract requirements. Submittals are required for all materials and will be stamped and/or signed by the general contractor prior to submission to the Government. Submittals shall include:

* Exterior metal wall and roof panels

* Metal building liner panel wainscot

* Building insulation system materials

*Overhead insulated sectional garage door w/ view ports

*Exterior aluminum walk-in door w/vision-lite panel

* Interior and Exterior Paint

Also submit:

(a) Contractor’s construction schedule

(b) List of subcontractors.

5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the

Contractor.

5.5 Protection of Work and Property/Safety Requirements:

(a) The Contractor shall protect the work, the site, and all nearby landscape within the limit of reconstruction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

(b) Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.

(c) Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

5.6 Temporary Facilities:

(a) Temporary utilities (water and electricity) may be furnished to the

Contractor by the Government, if available and, if requested.

Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through his own negligence.

(b) Should the Contractor require any power or utility shutdown during construction, he shall receive approval for such shutdown from the

COR three working days prior to this need.

5.7 Materials and Equipment:

(a) The material furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials.

(b) All materials shall be handled and stored by the Contractor before, during and after import in a manner to prevent any injury or theft of any kind whatsoever to the material. All materials furnished by Contractor shall be subject to the satisfaction of the COR.

5.8 Cleanup: The construction site shall be kept clean and free of debris at all times.

Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

5.9 PROGRESS AND COMPLETION PICTURES

Photographically document site conditions prior to start of construction operations.

Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 10digital photographs each week throughout the entire project. Submit with the monthly invoice one set of digital photographs cumulative of all photos to date. Photographs shall be provided for unrestricted use by the Government.

5.10 Warranty:

a. Submit data concerning the standard one year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

b. Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.

5.11 Final Payment/Contract Closeout: The following documents are REQUIRED

PRIOR TO FINAL PAYMENT (other documents may also be required):

a. General contractors one (1) year warranty on work.

b. All warranties from manufacturers covering equipment.

c. O&M manuals for all equipment.

d. As-built drawings (provide at least updated “red-line” drawings verifying all installations).

e. Release of liens.

f. Employee payroll\time sheets

g. Invoice

6.0 PROJECT SCHEDULE:

120 Calendar days from notice to proceed.
