Visit Project Site

This meeting is the pre-bid/site visit for Invitation for Bid (IFB) No. AG-32SD-S-15-0020 to Renovate Hydraulic Building ARS-6 at the USDA, ARS, PA, Hydraulic Engineering Research Unit (HERU) in Stillwater, OK. No oral remarks or explanations made here today will alter or otherwise qualify the written provisions of the solicitation as it now exists. The minutes will be issued as soon as possible, covering the elements known now and those which may be discovered today. Only a written amendment will officially change or clarify the written provisions of the solicitation package. It is not anticipated that an extension to the bid due date will be issued. There is currently one amendment to the solicitation and is available on the Federal Business Opportunities website at www.fbo.gov.

2. Bid Requirements:

Bidders are reminded of several important items in preparing bids.

1) You must sign the SF-1442 form and acknowledge all amendments to the solicitation. There is one amendment to date, and one is anticipated to include the notes of this meeting.

2) All blocks in Section B must be completed.

3) An offer guarantee (20% Bid Bond) is required.

4) Payment and Performance Bonds (in the amount of 100%) are required on this contract within ten

(10) after award. Forms are included in the solicitation as Attachment III.

5) The Davis-Bacon wage rates apply to the contract. They are included as Attachment II to the solicitation.

6) No exemption is granted for state or local taxes. You should include this expense as part of your bid price.

7) Your Bid is to be mailed to USDA, ARS, WBSC, Michael A. Douglas, Contracting Officer, 1001 Holleman Drive East, College Station, Texas 77840. All bids are due no later than 2:00 p.m.

Central Time, June 9, 2015.

8) Bids must be returned in a sealed envelope with the following information on the outside of the envelope: Solicitation Number, Bid Opening Date, and Bid Opening Time on the outside of sealed envelope.

9) There are no liquidated damages on this contract.

10) There will be no retainage withheld unless there has been no performance.

11) Telegraphic, facsimile or emailed bids WILL NOT be accepted.

12) There should be no other attachments to the bid. Certifications, and other qualifications will be determined after the apparent low bidder has been determined, and in the process of the responsibility check, prior to award of the contract.

13) Contractor MUST be registered in the System for Award Management (SAM) prior to the submission of proposal/bid. You can register online at www.sam.gov.

3. Utilities:

A reasonable amount of electricity, water, will be provided to the contractor by the Government at no cost. The contractor will be expected to maintain their own work site trailer and/or telephone. Use of restroom facilities by contractor's employees, parking areas, storage areas, etc. will need to be discussed today with representatives from the location.

4. Technical Overview of the Project:

The representatives from the location will provide an overview of the technical aspects of the project.

Mr. Kem Kadavy COR will now show all prospective bidders around the proposed job site and briefly explained the Government’s objective.

The meeting started at 10:30 am

Michael Douglas:

Reviewed contract requirements 1 amendment has been approved and posted All other amendments will be posted on website Bids due June 9, by 2 pm Bathroom facilities and parking

Five contractors were present for the meeting. The fifth contractor arrived late.

Questions were ask on the following subjects:

1. Interior metal liner panel specifications See Section 074213 beginning w/ Paragraph(s) 2.5.

2. Concrete curb details related to notch and seals See Detail 6 “Sill at Concrete Curb Dam” on

Sheet A1.4.

3. Are RFI’s available? Yes. They must be submitted as soon as an issue or a question arises.

4. Is there a drop dead date for RFI? 5/29/2015

5. Switches and outlet blocking needed? Yes and in contract

6. Is this in City limits? No, Contractors are responsible for verifying state and local codes and permits.

7. New oxide seal angle iron requirement for closure panel? See Section 054000 Paragraph 2.4.

8. Removal of A/C units and terminating power? Yes

9. What finish for metal panels (galvanized, paint color, etc.)? Galvanized Coated.

10. Capacity of bridge leading to construction site? Fully loaded concrete truck

11. Portable potty will be need at the site? Yes.

12. Can you please me if we are allowed to Modify our RFP via email or fax since we will have to Fedex or mail? USPS, FedEx and UPS are all acceptable as long as it is in a sealed envelope and marked appropriately.

13. Does the USDA want painted panels with a color selected from the manufacturer’s standard colors or galvanized coated panels? Galvanized Coated.

The contractors were informed to submit all questions in writing for official answers.

After Michael Douglas reviewed the contract documents the group visited the construction site and asked some of the question stated above.
