3.0 BACKGROUND:

Research Mission:

The mission of the Conservation and Production Research Laboratory is to provide technology for sustainable production systems in an unpredictable, harsh semi-arid climate that optimizes the use of water, soil and nutrient resources. The Soil and Water Management Research Unit conducts basic and fundamental research to improve crop productivity and water use efficiency in irrigated and dryland agricultural cropping systems through advanced irrigation technologies, improved irrigation management, and crop residue management through tillage and cultural agronomic practices that conserve soil and water, improve soil physical and quality conditions, sustain the soil resource, and enhance water quality. The Livestock Nutrient Management Research Unit evaluates and develops technologies for the utilization of animal manures through nutritional, microbial, and land application studies to decrease the potential environmental hazards of feed yard dust and feed yard runoff and to reduce food safety risks.

4.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a technical and cost proposal to complete the project as per project requirements. Because of site-specific conditions, the government recommends interested parties visit the site prior to submitting proposals. Interested parties may inspect the building with the facility maintenance supervisor.

[X] Provide and install all material to complete the project as per project requirements.

5.0 PROJECT REQUIREMENTS:

The Contractor shall furnish a technical and cost proposal to provide services to “Expand Shade Canopy Structure at Feed Lot Area” at the Bushland, TX site. The Contractor will provide a turn-key product to include, but not limited to, all materials as specified and the proper installation of all material. The project is located at the Conservation and Production Research Laboratory, Bushland, Texas.

a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (IE: EPA, ASTM, GSA, AASHTO,UBC, NFPA, UL, ANSI, ASHRAE, FCC, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.

c. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000.

Employee payroll logs for the project will be required to verify wage rates are being adhered to.

d. Projects in excess of $150,000 will require a bid bond. Additional, Payment and Performance bonds will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

5.2 Description of Work:

a. The Contractor will provide a turn-key project satisfying all Local, State, and Federal requirements.

b. The Contractor will provide and install new Canopy Structure.

c. The Contractor is responsible for verifying exact requirements.

d. Canopy Structure shall be installed as per regulation and code.

e. The Contractor is responsible for providing any required alternations of mechanical, electrical, plumbing, pipe-fitting, etc to provide a turnkey installation.

f. Contractor is responsible for any damages to adjacent equipment during installation.

The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

g. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

5.2.1 Pre-Construction Phase Services

a. Pre-Construction Submittals

Prior to Construction NTP the following submittals must be submitted to the Contracting Officer (CO) for approval:

1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK –

CONSTRUCTION SCHEDULE. The work hours will include the daily start and stopping time, and days of the week the Contractor proposes to carry out the work.

2. CPM Scheduling.

3. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values.

4. Submittal Register following 6.4 Submittals (below).

5. Quality Control Plan.

6. Environmental Protection Plan.

7. Submit resumes for key personnel to the CO for approval: Project Manager, Superintendent, Quality Control Manager, Scheduler, Safety Officer, etc. (review the contract document for personnel requirements).

8. Accident Prevention Plan/Safety Plan.

9. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

5.2.2 Construction Phase Services

Construction Phase Services shall include, but not be limited to construction; administration of the construction contract and all sub-contracts; coordination of regular construction meetings; CPM scheduling; maintaining construction records including daily logs and monthly reports; monitoring of construction costs; administration of a Quality Control program and related inspection; close-out submittals, including record drawings and O&M at the completion of the project; and other required services specified in the Construction Documents (this Statement of Work & Attachments). The Contractor is responsible for the construction of the facility(s), including timely delivery and project cost control. Construction Phase Services beginning at the issuance of the NTP after the Contract is awarded through construction completion.

5.2.3 Project Description: Base Bid

The project consists of expanding an existing Canopy Shade Structure at the Feed Lot Area. The Addition will measure 20’ x 150’. Construction will include a metal structure supported by reinforced concrete piers. All metal components including: columns, framing, and roofing & wall panels shall match those in the existing structure. The project also includes roof gutters & downspouts for both the existing and new addition structures.

5.2.4 Project Description: Bid Option

The project consists of installing Bird-proof Netting, and LED Fluorescent Lighting (a total of twelve 4’ (2 lamp) Light Fixtures, and wiring & conduit) in both the existing and new addition structures.

5.3 Government Furnished Equipment\Services

a. The Government will be available to assist with the identification of possible other above ceiling utilities but does not guarantee location of all utilities.

b. The Government will furnish a reasonable amount of electricity and water.

6.0 GENERAL REQUIREMENTS:

6.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

6.2 Existing Installations / Demolition:

Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate demolition / modification of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might jeopardize on-going research.

Owner reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Owner prior to starting demolition operations. Contractor shall legally dispose all equipment / materials removed that will not be retained.

Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The Contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical.

6.3 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

6.4 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the

COR for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Submittals are required for all building materials and equipment and will be stamped and/or signed by the general contractor prior to submission to the Government. Contractor is responsible for any costs incurred for equipment ordered without prior approval. Required submittals:

6.5 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

6.6 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the

Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

6.7 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.

6.8 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.

6.9 Cleanup: The construction site shall be kept clean and free of debris at all times. Disposal of the old electrical lighting equipment is required. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

6.10 Warranty:

a. Submit data concerning the standard one year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

b. Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.

6.11 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO

FINAL PAYMENT (other documents may also be required):

a. General contractors one (1) year warranty on work.

b. All warranties from manufacturers covering materials.

c. As-built drawings (provide at least updated drawing sketch information).

d. Release of liens.

e. Employee payroll\time sheets

f. Invoice

7.0 PROJECT SCHEDULE: The Contract time for this project is 120 calendar days.
