4 | P a g e in an impartial manner and will be evaluated on the basis established in the solicitation.
The process is purposefully streamlined, and USDA, Rural Development (RD) has broad discretion in the evaluation procedures, by considering positive attributes, negative attributes, and potential risk of the overall quotation.
Following an analysis and evaluation, award may be made to the Quoter(s) that is evaluated to be the best value and determined responsible. RD reserves the right to award to other than the lowest quoted price.
Technical (Volume I) is more important than price (Volume II); however, the degree of importance of price as a factor could become greater when competing quotations are evaluated as technically equal, when considering all of the quoters’ attributes.
