INTEGRATED PEST MANAGEMENT (IPM) PLAN

FOR THE

UNITED STATES DEPARTMENT OF AGRICUTLURE (USDA)

BASE OFFER

C.1 BACKGROUND

The Specification for an Integrated Pest Management (IPM) Plan to the USDA South and Jamie L.

Whitten Buildings shall be the result of a comprehensive IPM Plan of both facilities, to include interior, tunneled, and exterior of the facilities, as well as all out buildings and security “outpost areas.” It is the intent of this contract to provide the USDA with an IPM Plan to manage and to eliminate target insects, rodents, birds and arachnids and other miscellaneous pests invading USDA properties through the use of the specifications furnished herein, legal documentation which is incorporated on the label of any recommended pesticide (legally allowed pursuant to the U. The highest level of pest control achievable without sacrificing the safety of employees, visitors, contractors, etc., is expected.

For this Request for Proposal the definition of IPM Plan shall be a professionally managed pest control program with electronic formatted processes, in which management methods are combined into a comprehensive strategy of pest control whose major objective is to achieve desired levels of pest control in an environmentally responsible manner by combining multiple pest control tactics to reduce the need for reliance on chemical pesticides. This may include, but is not limited to, the use of continuous monitoring techniques to determine immediate and ongoing need for pest control, increased sanitation, exclusionary techniques, and structural deficiency repairs, occupants and employee education pest prevention program, to include electronically formatted bar coding of devices, record keeping, and communication to prevent and/or minimize damage to operations, people, property and the environment, by the most economical means through the judicious use of lowest pesticides, when necessary.

Treatments such as preventative sprays, bird spike installation and sanitation preparation, routine crack and crevice applications will be a minimal / at request part of this IPM Plan Rather, all treatments will be made following the identification of the problem through routine monitoring. Routine fogging will not be a regular or routine part of this program, however in some isolated areas such as certain sub-basements, and kitchen areas fogging may be authorized by the COR, and/or Office of Operations

Safety, on a periodic basis, as additional services.

Treatment tactics as, but not limited to, insect monitors, bait traps, insect growth regulations, Ketch-Alls, Tin-Cats and rodent “bait stations” (exterior only) will be used on a routine basis in problem areas identified through routine monitoring.

Provide 3 inspections per day in area’s Catch Masters rodent traps are used to remove deceased rodent.

As references the following book are highly recommended as guides to specific urban pest control strategies: Advances in Urban Pest Management (Bennett and Owens eds., 1986), Rodent Pests and

Their Control (Buckle and Smith eds., 1994). Approaches to Pest Management (Story, 1985), and Insect

Pests (Pinninger, 1990).

In addition the following references are suggested for general pest biology and identification: Truman’s

Scientific Guide to Pest Control Operations (Gary W. Bennett et al, 1997); Handbook of Pest Control:

IV. PEST MANAGEMENT PRACTICES

A) The contractor shall adhere to appropriate pest management practices that minimize pesticide application hazard on USDA properties. For example:

i. Use of either EPA Category III or IV pesticides where necessary to control pests. The use of

Category I or II pesticides shall only be considered in those circumstances where alternative pest control strategies have failed and only after approval by the USDA Safety, Sustainability and

Emergency Operations Division.

ii. Use alternative pest control methods and materials (exclusion, sanitation, and habitat modification, structural repairs, baits vacuum devices, trapping, etc.)

iii. Known or suspected harborage areas or points of pest ingress or egress within structures shall be closed or sealed. If repair is beyond the scope of the Contractor, then a request should be made in writing to the COR to initiate a USDA OO FACILITIES MAINTENANCE & OPERATIONS

BRANCH. OSCAR repair work order and reported in the next scheduled monthly IPM Report for that facility.

iv. Use the least toxic products or methods to eliminate or control pests.

v. Use crack and crevice application of pesticides when treating pest harborage areas. Crack and crevice is defined in this contract as application in which small quantities of the formulated pesticide are placed precisely into crack, crevices and other small openings so that the pesticide is not visible during or after the application process.

vi. The use of pesticide space sprays (i.e., fogs and ultra-low volume application) shall be limited to unique situations where no alternative measures exist or are impractical and only after pre-approval occurs by the COR.

vii. Pesticide application shall be made only to areas of known pest infestation or activity preventative treatments, broadcast applications, or baseboard sprays are generally prohibited. If pesticide application is needed, then the use of reduced-risk pesticides such as boric acid, silica gels, and diatomaceous earth should be considered whenever possible.

viii. Pesticide treatments upon request of USDA occupants and/or personnel for unknown or unverified pest problems are generally prohibited. When determined that pesticide application is needed, such treatment shall not occur until after the Contractor has conducted a thorough inspection and conclusively discussed with COR, with subsequent final approval.

B) Only Federally (U.S. EPA) registered pesticides, applied according to their registered use as indicated on the label and in accordance with applicable State and local pest control regulations shall be utilized. This must be pre-determined by Contractor and discussed with COR prior to initiating any work. When pesticide application is necessary, the lowest dosage and the least toxic chemical available providing effective pest control without harm to humans, food products, trash and recycling collection areas, and equipment, as well as plants within and exterior to the facilities or surrounding spaces within the building, are to be applied.

C) Pesticides are to be applied, when found to be necessary, through inspection and regular monitoring and as determined through approval of USDA Safety, Sustainability and Emergency Operations

Division. Application of pesticides shall not occur until a full inspection has been completed, and approval through COR occurs.

D. The following will be used as action thresholds for identifying needs requirements for regular prevention requirements for Pest control applications within USDA facilities:

• Cockroaches, food service area; two (2) cockroaches per area per monitoring period Finding of viable cockroach egg capsules or cockroach fecal matter will also constitute a pest infestation level requiring pest remediation actions.

• Cockroaches, other areas; 5-10 cockroaches per room or inspection area, Determine the cause of infestation, review sanitation practices, trash handling & trash removal schedule and apply appropriate baits as necessary.

• Rodents all facilities: Any rat sighting or evidence of rats (such as droppings, tracks, feeding, rub marks or burrows outdoors, etc.) shall trigger pest management action.

• Stinging insects, all facilities: Any stinging insect nest in the ground or within the reach of the

Contractor form the ground, from windows, or by using extension devices. (NOTE: The use of pesticide for stinging insect control at the Jamie L. Whitten Building must first be approved by the COR to prevent contamination of established honeybee colonies located on rooftop of Jamie

L. Whitten Building.

• Recycling and trash collection areas: Because of the sensitive nature trash and recycling collection areas, the action threshold for most pests shall be two insects per inspection area per monitoring period. This will include, but is not limited to insects of Anobiidae, Demestidae, Lyctidae, and Tineidae. The presence of live adults or larval indicates ongoing infestation, which should be investigated immediately and treated when necessary to control further infestation, but in regularly monitored collections, these should be regarded as an indication of an active infestation.

• Silverfish: libraries; paper and book storage areas. Two (2) insects per inspection area per monitoring period.

In areas where routine pesticide applications are deemed necessary due to continuing pest problems all such applications shall be applied as specified on the pesticide label and only with prior approval of USDA Safety, Sustainability and Emergency Operations Division.

• The Contractor shall, as part of routine pest management, remove kick plates, request for qualified persons to remove electrical panel covers, Spaces in order to get into areas where pests hide and breed, and to inspect these areas for pest activity and to treat such harborages, as well as to seal all open holes, cracks, and crevices less than ½ inch in width caulk or other exclusion materials, after complete and thorough discussion with COR. No sealant or caulking material is to be used within either facility without authorization of Facilities Management Division

Architect, based on historical perspectives of both facilities.

• Snap traps, trapping devices (Ketch-All, Tin-Cats etc.) and glue boards used for rodent management or monitoring activities must be intensively maintained inside occupied building.

• All trapping and monitoring devices (glue boards) must have an inspection label affixed to the device by the Contractor which shows the date inspected and initialed by the Contractor or the

Contractor’s pest management service specialist during each service visit, to include bar coding for electronic formatting requirements, with all trapping and monitoring devices plotted on a mapping format for ease of location and review by COR. The Contractor shall discard rodents killed or trapped within 24 hours.

• Traps, sanitation, and exclusion shall be considered the primary tactics for long-term rat abatement of USDA facilities. Indoors, rat management practices shall be accomplished with trapping devices only, which must include bar coding for electronic formatting requirements, and plotted on an electronic format of building prints. Rodenticide applications, where needed, shall utilize direct treatment of rat nesting sites and burrows and must be treated in area inaccessible to children and the general public In all other applications, baits formulations of rodenticides shall be placed in approval bait stations and clearly marked with the word “Poison” The frequency of bait station servicing shall depend upon the level of rodent infestation and on a scheduled approved by the COR, based primarily on electronic monitoring reports. It shall be the responsibility of the Contractor to furnish an adequate supply of tools (i.e. Allen wrenches, key to locks) necessary for USDA OO FACILITIES MAINTENANCE & OPERATIONS

BRANCH. COR to inspect the interior of all rodent bait stations, at will. The Contractor shall adhere to the following practices regarding rat management for USDA South and Jamie L.

Whitten Buildings and GWCC:

1. Rodenticide bait formulations shall be placed in EPA-approved tamper-resistant bait stations and clearly marked with the word “Poison.”

2. Bait stations shall be placed out of the general view and in protected areas so as not to be affected by routine USDA facility occupants, and/or contractors operations.

3. The lids of all bait stations shall be securely locked or fastened shut except while servicing by authorized personnel.

4. Bait stations must be securely attached or anchored to the floor, ground, wall or other immovable surface, so that the box station cannot be picked-up or moved. This process will be discussed and approved by COR prior to implementation, based primarily on historical facility nature.

5. Bait shall always be placed in the baffled-protected feeding chamber of the bait station and never in the runway of the bait station.

6. All bait boxes stations shall be labeled at the time of installation with the Contractor’s business name, phone number, date, and the name of the rodenticide, to include bar coding and electronic formatting for reporting purposes, with an electronic format of building plans to illustrate and identify locations for review by COR.

7. The date of most recent servicing shall be written onto an inspection label contained within the bait station, as well to include bar coding and electronic formatting for reporting purposes.

• All pest control traps, devices and other inspection or monitoring tools, including but not limited to, Ketch-all’s, Tin Cats, bait stations, glue boards, pheromone traps, insect light traps and insect monitors will be recorded in each facility logbook to indicate the number of each specific trap out of the total number of that type of trap . This will additionally be monitored and controlled via, bar coding and electronic formatting for reporting purposes, to include mapping locations.

• The safety of employees, visitors, and contractors at the USDA facilities supersedes the need to apply pesticide. The Contractor must exhibit a thorough understanding of the concept of the IPM method of pest control and demonstrate awareness to the fact that the USDA South and Jamie L.

Whitten Buildings and GWCC environment cannot be compromised through deliberate or inadvertent contamination, by/of pesticides. Pesticide application (with the exception of insect growth regulators (IGR’s) shall be according to need and not by schedule, and shall be used in accordance with the facility’s IPM Plan filed with COR and maintained on site. Application of pesticide shall not occur unless visual inspection or monitoring devices indicate the presence of pests, and then only in areas of known infestation, with full approval by COR.

V. RESTRICTIONS
