Jimmy Carter Plant Materials Center
Building Repairs
Statement of Work
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Jimmy Carter Plant Materials Center (JCPMC) in Americus Georgia has a known requirement for commercial services from a general contractor or equivalent to remove, replace and perform various requirements as expressed during the remainder of this document.
A site visit shall be scheduled and announced by the assigned contracting officer (CO) following procurement regulations of the federal government. Interested parties are highly encouraged to attend this event and no exceptions shall be granted or honored by the government to any persons or entities which request separate opportunity to view the project.
The location of the work is 295 Morris Drive Americus, Sumter County, Georgia 31719.
The point of contact at the JCPMC is Richard Barrett, phone 229-514-3237 with alternate being Nicholas McGhee, phone 229-514-3235.
The Contractor shall furnish all equipment, materials and goods to perform all services expressed in this SOW which includes removal of existing infrastructure, site preparation, installation of new replacement items and site cleanup.
Contractor shall be responsible for attaining all applicable permits and all work must be completed in accordance with all applicable building codes. All electrical work must be completed by a licensed electrician. All installation, wiring, and electrical connections shall comply with manufacturer’s recommendations, recognized industry standards, and local building codes. Areas surrounding work area for projects identified must be protected from damage. All scrap, waste, and debris resulting from completing work is to be properly disposed of at contractor’s expense.
No smoking is allowed in any government building.
Contractor will have use of government bathroom and hand washing within identified building.
Exact location will be identified during the site visit.
A listing of specific projects covered within this statement of work are as follows:
Contract Line Item Number (CLIN) 01, Structure Removal
The work consists of removal and disposal of items listed.
1. 185 linear feet of gutters and associated downspouts
2. 2 water heaters
3. 5 walk through steel doors includes frames and hardware
4. 9 outside flood lights
5. 1 aluminum awning
6. Locking hardware on 6 doors
7. Section of gypsum board ceiling
Contract Line Item Number (CLIN) 02, Mobilization and Demobilization
The work consists of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract. It does not include mobilization and demobilization for specific items of work for which payment is provided elsewhere in the contract. Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site.
Contract Line Item Number (CLIN) 03, Water Heater Installation
New water heater shall be provided and installed in main office building and herbarium. Exact location of each water heater to be replaced shall be identified during site visit.
Water heater in main office shall be replaced with an energy star rated heat pump type electrically powered water heater, provided by contractor, with storage tank size not less than 30 gallons and not greater than 50 gallons. Product shall have manufacturer’s warranty of 10 years.
Water heater in herbarium shall be electrically powered tank less type with rated heated water flow rate of not less than 1.5 gallons per minute. Water heater shall be provided by contractor along with any mounting hardware required.
Contractor shall remove existing water heaters, and associated plumbing and electrical connections and properly dispose these items.
Contract Line Item Number (CLIN) 04, Garage Door openers
Commercial duty motorized door openers shall be provided and installed on 3 bay doors located in seed house building and 1 door in machine storage building. Exact location of each existing door to add the opener to shall be identified during site visit. Opener shall operate on 110 volt electricity and have not less than 2 year manufacturer’s warranty. Installation shall include adding wiring from electrical source to supply each opener. Opener shall include operating switch located beside each door on building interior and safety devices to prevent injury such auto reverse. Opener motors shall be at least 3/4 horsepower commercial duty rated.
Contract Line Item Number (CLIN) 05, Roof runoff and Awning
Install new roof run-off gutters, downspouts, and associated hardware, provided by contractor, on main office building, lawnmower storage building, and herbarium. Exact locations of gutter removal and new gutter installation shall be identified during the site visit. Color of gutters and downspouts for each building shall be selected to match existing color on buildings.
Approximately 170 linear feet of new gutters shall be provided and installed.
Awning at rear doors of herbarium shall be replaced. Exact location of awning shall be shown during site visit. New awning, provided by contractor, shall be of aluminum construction and have 8 foot width and 42 inch projection away from wall. Awning shall be white in color with solid covering to shed rain water.
Contract Line Item Number (CLIN) 06, Doors and locking hardware
5 exterior steel doors shall be provided and installed, including jambs, frames, and attaching brackets and hardware. The contractor is responsible for taking measurements to ensure proper fit of new doors.
The seed house shall have 2 steel walk thru doors removed and replaced. Doors shall open out with hinges on same side as doors replaced. New lockset shall be provided and installed according to section covering locking hardware and door handles.
The shop and machine storage building shall each have 1 exterior walk thru door removed and replaced. Doors shall open in with hinges on same side as doors replaced. New lockset shall be provided and installed according to section covering locking hardware.
The drying building shall have 1 exterior walk thru door removed and replaced. Doors shall open in with hinges on same side as doors replaced. New lockset shall be provided and installed according to section covering locking hardware.
Locking hardware and door handles shall be provided and installed for 11 doors. Doors to have locking hardware and handles replaced shall be identified during the site visit. Handles and locking hardware must be medium commercial grade outdoor rated with corrosion resistant finish such as brushed nickel or chrome. Handles shall be ADA compliant lever type. Locking hardware for all doors must be keyed alike. 2 keys per lockset shall be provided.
Contract Line Item Number (CLIN) 07, Ceiling repair
Ceiling in women’s restroom in main office building is to have all water damaged area replaced.
Exact location of ceiling repair shall be shown during site visit. A 2 day notice shall be given to inspector for scheduling the out of service period for this restroom with government employees. The contractor will schedule to complete work in a manner to minimize the out of service period. An approximately 8 feet by 6 feet area of the ceiling shall be removed and replaced with gypsum board matching the remaining portion of the ceiling and finished and painted.
Contract Line Item Number (CLIN) 08, Exterior lighting
11 LED exterior lighting fixtures including LED bulbs shall be provided and installed on 4 buildings at the JCPMC headquarters. Old fixtures at identified locations shall be removed by the contractor and properly disposed. The buildings and locations to install each fixture will be identified during the site visit. The lighting fixtures must be rated for outdoor use, have 2 light heads that are adjustable, make at least 1200 lumens light. The fixtures shall have a photocell to activate the light during nighttime and turn off during daylight hours. Fixtures should have 5 year manufacturer’s warranty and be compatible with existing wiring infrastructure.
Contract Line Item Number (CLIN) 09, Parking lot maintenance
Asphalt parking areas East and North of main office shall have sealant and striping applied.
Parking areas and limits shall be identified during the site visit. Parking lot areas shall be cleaned according to recommendations of sealant manufacturer prior to applying sealant.
Cracks over ½ inch wide shall have crack sealant applied. A cold patching mix shall be applied to areas identified during the site visit. Entire area shall have sealant applied according to manufacturer’s recommendations.
After recommended sealant curing period, parking spaces shall be marked with white striping.
2 handicap spaces shall be marked with handicap logo in blue and blue lines on each side of space. 2 arrows shall be painted to indicate traffic flow direction in East parking lot. Pattern, size, and layout of spaces shall be identified during the site visit. Parking striping and marking shall be 4 inches wide and 2 coats thick. Marking of handicap spaces shall follow Americans with Disabilities Act (ADA) guidance.
