101.04 Definitions.

Delete the following definitions and substitute the following:

Bid Schedule--The Schedule of Items.

Bridge--No definition.

Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.

Culvert--No definition.

Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Add the following:

Contracting Officer’s Representative (COR)-- Authorized representative of the contracting officer acting within the limits of authority as delegated by the contracting officer.

Design Quantity--“Design quantity” is a Forest Service method of measurement from the FS-96 Forest Service Specifications for the Construction of Roads and Bridges. Under these FP specifications this term is replaced by the term “Contract Quantities”.

Forest Service--The United States of America, acting through the Forest Service, U.S.

Department of Agriculture.

Neat Line--A line defining the proposed or specified limits of an excavation or structure.

Pioneer Road--Temporary construction access built along the route of the project.

Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

(c) As-Built-Plans. Furnish one set of as built plans. The Government will provide one set of contract plans to be used exclusively for recording the as-built details of the project. Clearly mark changes, deletions, and addition’s using USDA Forest Service drafting standards to show actual construction conditions. Show additions in red, deletions in green, and special instruction in blue.

Note all additions or revisions to the location, character, and dimensions of the prescribed work shown on the contract plans. Line out all details shown that are not applicable to the completed work. Check off details shown that were incorporated into the completed work without change.

Retain the plans at the project site and, as work progresses, continually update them to reflect the as-built details. Upon request, make the plans available to the CO to review for compliance with these specifications.

Show the following types of changes on the as-built plans:

Furnish the as-built working plans to the CO before the final inspection. Correct all details found during the final inspection that are not shown on the as-built plans and return to the CO within 5 days.

104.06 Use of Roads by Contractor

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

105.02 Material Sources.

105.02(a) Government-provided sources.

Add the following:

Comply with the requirements of 30 CFR 56, subparts B and H. Use all suitable material for aggregate regardless of size unless otherwise designated. When required, re-establish vegetation in disturbed areas according to section 625.

105.05 Use of Material Found in the Work.

Delete 105.05 (a) and (b) and the last sentence of the second paragraph and substitute the following:

Materials produced or processed from Government lands in excess of the quantities required for performance of this contract are the property of the Government. The Government is not obligated to make reimbursement for the cost of producing these materials.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

• Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

• Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

• Exact time and location of spill including a description of the area involved.

• Containment procedures.

• Summary of any communications the Contractor had with news media, Federal, State and local regulatory agencies and officials, or Forest Service officials.

• Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

• When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

• The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, State, and local laws and regulations.

201.01 Description

When marked in advance, remove dead trees over 6 inches in diameter measured at 12 inches above the ground that lean toward the road and are tall enough to reach the roadbed.

(c) In areas outside the excavation, embankment, and slope rounding limits, cut stumps to within 12 inches or one-third of the stump diameter of the ground, whichever is higher, measured on the side adjacent to the highest ground.

(d) Do not cut vegetation less than 3 feet tall and less than 3 inches in diameter, that is within the clearing limits but beyond the roadway and not in a decking area, and that does not interfere with sight distance along the road.

(e) Trim branches of remaining trees or shrubs to give a clear height of 14 feet above the roadbed unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.

(f) Remove brush from log decks. Deck logs so that logs are piled parallel to one another; can be removed by standard log loading equipment; will not damage standing trees; will not interfere with drainage, and will not roll. Keep logs in log decks free of brush and soil.

204 - Excavation and Embankment

Replace Section 204 in its entirety with the following:

Description

204.01 This work consists of the following:

(a) Trench excavation material and labor.

(b) Temporary shoring.

(c) Protection of adjacent work.

(d) Backfilling with native or imported materials.

(e) Barricades and protection devices.

(f) Compaction.

(g) Disposal of unused materials.

(h) Excavation Dewatering.

(i) Rock excavation.

(j) Fine grading

204.02 Definitions.

(a) Excavation consists of removal of material encountered to subgrade elevations indicated and subsequent disposal of materials removed.

(b) Unauthorized excavation consists of removal of materials beyond indicated subgrade elevations or dimensions without specific direction of the Owner’s Designated Representative. Unauthorized excavation, as well as remedial work directed by the Owner’s Designated Representative, shall be at Contractor's expense.

(c) Backfill and compact unauthorized excavations as specified for authorized excavations of same classification, unless otherwise directed by the Owner’s Designated Representative.

(d) Additional Excavation: When excavation has reached required subgrade elevations, notify the Owner’s Designated Representative, who will make inspection of conditions.

If Owner’s Designated Representative determines that bearing materials at required subgrade elevations are unsuitable, continue excavation until suitable bearing materials are encountered and replace excavated material as directed by Owner’s Designated Representative.

Subgrade: Undisturbed/unexcavated earth or compacted soil layer immediately below subbase, drainage fill, or topsoil materials.

(e) Structure: Buildings, foundations, slabs, tanks, curbs or other manmade stationary features occurring above or below ground surface.

(f) Subbase: Compacted material of required type and thickness as detailed specifically for this project and located immediately above subgrade in roadways, sidewalks, etc.

(g) Rock: Material in beds, ledges, unstratified masses, conglomerate deposits, and boulders of rock material 3/4 cu. yd. or more in volume that exceeds a standard penetration resistance of 100 blows/2 inches when tested by an independent geotechnical testing agency, according to ASTM D 1586.

204.03 Quality Assurance.

(a) Codes and Standards: Perform excavation work in compliance with applicable requirements of authorities having jurisdiction.

(b) Contractor must follow excavation safety practices as mandated by 29 CFR Part 1926

(OSHA).

(c) Special Inspections: The Contractor shall retain the services of a qualified Special Inspector for this project. The Special Inspector will provide and/or coordinate inspection and testing requirements in accordance with the provisions of Chapter 17 of the International Building Code and the Statement of Special Inspections. The Contractor shall provide access as required for the special inspections to take place. The Contractor shall notify the Special Inspector of the construction schedule so that the inspections are completed in a timely manner. The Special Inspector or Contractor will retain an independent geotechnical testing agency to perform soil and material testing and inspection services during the earthwork operations. It shall be the Contractor’s responsibility to notify the testing agency when the work will be ready for testing. A minimum of 48 hours notice will be required.

204.04 Project Conditions.

(a) Existing Utilities. Locate existing underground utilities in areas of excavation work. If utilities are indicated to remain in place, provide adequate means of support and protection during earthwork operations.

a. Should uncharted, or incorrectly charted, piping or other utilities be encountered during excavation, consult Owner’s Designated Representative immediately for directions. Cooperate with Owner’s Designated Representative and utility

204-2 companies in keeping respective services and facilities in operation. Repair damaged utilities to satisfaction of Owner’s Designated Representative.

Contractor will be responsible for repair costs caused by construction activities.

b. Do not interrupt existing utilities serving facilities occupied by the Owner or others, during occupied hours, except when permitted in writing by Owner’s Designated Representative and then only after acceptable temporary utility services have been provided.

c. Provide minimum of 72-hour notice to the Owner’s Designated Representative and receive written notice to proceed before interrupting any utility.

(b) Use of Explosives. Use of explosives is NOT permitted.

(c) Protection of Persons and Property. Barricade open excavations occurring as part of this work and post with warning lights.

a. Operate warning lights as recommended by authorities having jurisdiction.

b. Protect structures, utilities, sidewalks, pavements and other facilities from damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations.

c. Perform excavation by hand within drip-line of large trees to remain. Protect root systems from damage or dry-out to greatest extent possible. Maintain moist condition for root system and wrap exposed roots with microrhizae fabric and cover with soil compost as soon as possible.

(d) Dewatering. Where water is encountered in excavations, notify the Owner’s Designated Representative and submit method for temporary water diversion. Remove water during installation operations and maintain excavation area water-free until installation operations are complete. If installing pipe, do not allow water or deleterious material to enter pipe at any time.

(e) Rock Excavation. Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered. Unclassified excavated materials may include rock, soil materials, and obstructions. No changes in the Contract Sum or the Contract Time will be authorized for rock excavation or removal of obstructions.

a. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory fill materials.

Construction Requirements

204.06 Preparation:

A. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earthwork operations.

B. Protect subgrades and foundation soils against freezing temperatures or frost.

Provide protective insulating materials as necessary.

C. Provide erosion control measures to prevent erosion or displacement of soils and discharge of soil-bearing water runoff or airborne dust to adjacent properties and walkways. All existing storm structures in the vicinity of the work are to receive inlet sediment protection until the ground surface is stabilized.

204.07 Stability of Excavations:

A. General: Comply with local codes, ordinances and requirements of agencies having jurisdiction.

B. Slope sides of excavations to comply with local codes, ordinances and requirements of agencies having jurisdiction. Shore and brace where sloping is not possible because of space restrictions or stability of material excavated.

Maintain sides and slopes of excavations in safe condition until completion of backfilling.

C. Shoring and Bracing: Provide materials for shoring and bracing, such as sheet piling, uprights, stringers and cross braces, in good serviceable condition.

Provide and install as required to insure safety of persons and property and in compliance with all local, State and Federal regulations.

D. Trenches may be widened to provide stable slopes in lieu of sheeting; however, this will not change specified pay limits. Remove sheeting as backfill progresses when safe from collapse.

204.08 Storage of Excavated Materials:

A. Stockpile excavated materials acceptable for backfill and fill adjacent to excavations or as directed. Place, grade and shape stockpiles for proper drainage.

1. Locate and retain soil materials away from edge of excavations. Do not store within drip line of trees indicated to remain.

2. Install silt fence protection on down slope side of stockpile.

3. Dispose of excess excavated soil material and materials in a legal manner when determined by Owner’s Designated Representative not acceptable for use as backfill or fill.

204.09 Excavation for Site Work:

A. Excavate trenches or areas to uniform width down to virgin soil, sufficiently wide to provide ample working room. Remove all existing material and debris.

Prepare the subgrade by the following method:

1. Proof compact the subgrade, in the presence of the Owner’s Designated Representative, with a smooth steel drum non-vibratory compactor with a static weight of at least five (5) tons. Perform proof compaction operations by completing at least six (6)-overlapping passes of the compactor operating in the non-vibratory mode. Excavate all areas, which fail to stabilize, or become unstable after proof rolling, backfill with structural fill material and conduct proof compaction operations as described above.

B. Excavate trenches or areas to depth indicated or required to establish indicated foundation elevations and to support foundations on undisturbed soil. Fill depressions with tamped subbase fill.

204.10 Trench Excavation for Pipes and Conduits:

A. Excavate trenches to uniform width, sufficiently wide to provide ample working room. Minimum width to be pipe and conduit diameter plus one foot, or as directed to provide suitable working room. Maximum width at top of pipe and conduit to be pipe and conduit diameter plus two feet.

B. Excavate trenches to depth required to establish indicated slope and invert elevations and to support bottom of pipe and conduit on undisturbed soil.

Excavate trenches to allow installation of top of pipe and conduit below frost line.

1. For pipe and conduits less than six inches (6") in nominal size, do not excavate beyond indicated depths. Hand-excavate bottom cut to accurate elevations and support pipe or conduit on undisturbed soil.

2. For pipes and equipment six inches (6") or larger in nominal size, shape bottom of trench to fit bottom of pipe for ninety degrees, i.e., bottom 1/4 of pipe circumference. Fill depressions with tamped sand backfill. At each pipe joint, dig bell holes to relieve pipe bell of loads to ensure continuous bearing of pipe barrel on bearing surface.

204.11 Cold Weather Protection:

A. Protect excavation bottoms and sides against freezing when atmospheric temperature is less than thirty-five degrees (35o) Fahrenheit.

204.12 Backfill and Fill:

A. Pipe bedding shall be minimum of six inches (6") in thickness and shall be compacted to minimum 95 percent of Modified Proctor Density (ASTM D1557) using minimum of six passes of mechanical tamper.

B. Trench Backfill: In all pipe trenches suitable selected material shall be filled in around pipe and to height of not less than one (1) foot and to greater height if so directed, over top of pipe. This fill shall be brought up evenly on both sides of pipe in layers of thickness as directed by Owner’s Designed Representative. Each layer shall be tamped and thoroughly consolidated to provide proper support and bearing for pipe and so as not to disturb line and grade of pipe.

C. Backfill excavations as promptly as work permits, but not until completion of the following:

1. Acceptance of construction below finish grade.

2. Removal of concrete formwork.

3. Removal of shoring/bracing and backfilling of voids with satisfactory materials. Cut off temporary sheet piling driven below bottom of structures. Remove in manner to prevent settlement of structure or utilities, or leave in place if required.

1. Removal of trash and debris from excavation.

D. Use structural fill to increase grades within building areas, as interior backfill against foundations and in trenches, as exterior backfill against walls with footing drains, and as exterior backfill where pavement or walkways abut the building.

204.13 Placement and Compaction:

A. General: In gravel pavement and under structures and slabs, each lift (8-inch maximum thickness) of existing subgrade and backfill material shall be thoroughly compacted with minimum of six (6) passes of approved mechanical rolling, or tamping equipment to a minimum of 95 percent of its maximum Modified Proctor Density (ASTM D-1557).

B. In lawn areas and other areas not covered above, each lift of backfill material shall be thoroughly compacted with minimum of six (6) passes of approved mechanical rolling, tamping or vibratory equipment to a range of 85 to 90 percent of its maximum Modified Proctor Density (ASTM D-1557).

C. Aggregate and Crushed Stone: Compact with approved mechanical rolling, tamping or vibratory equipment to consolidate the material to a density acceptable to the Owner’s Designated Representative.

204.14 Field Quality Control:

A. Contractor shall engage a qualified independent geotechnical engineering and testing agency to perform field quality control testing.

B. Quality Control Testing During Construction: Allow testing service to inspect and approve each subgrade and fill layer before further backfill or construction work is performed.

C. Testing agency will test compaction of subgrade and soils in place according to ASTM D 1556, ASTM D 2167, ASTM D 2922, and ASTM D 2937, as applicable. Tests will be performed at the Gatehouse and Bathhouse slab areas at subgrade and at each compacted fill and backfill layer, at least one test for every 200 sq. ft., but in no case fewer than two tests.

D. Testing agency will test compaction of aggregate subbase and crushed stone trail material to 95% of the maximum density as established through the modified proctor compaction test per ASTM D-1557. Tests will be performed at the following locations and frequencies

1. Roadway: At aggregate subbase courses with at least one test for every 250 linear feet of road but in no case fewer than two tests.

2. Gatehouse and Bathhouse Slab Areas: At aggregate subbase course and at least one test for every 200 sq. ft., but in no case fewer than two tests.

E. When testing agency reports that subgrades, fills, or backfills have not achieved degree of compaction specified, scarify and moisten or aerate, or remove and replace soil materials to depth required; recompact and retest until specified compaction is obtained.

F. If, in opinion of the Owner’s Designated Representative, based on testing service reports and inspection, subgrade or fills that have been placed are below specified density, perform additional compaction and testing until specified density is obtained, at no additional costs to Owner.

204.15 Grading:

A. General: Uniformly grade areas within limits of grading under this section including adjacent transition areas. Smooth finish surface within specified tolerances, compact with uniform levels or slopes between such points and existing grades or points where elevations are indicated.

B. Grading Outside Building Lines: Grade areas adjacent to building lines to drain away from structures and to prevent ponding. Finish surfaces free from irregular surface changes and as follows:

1. Lawn or Unpaved Areas: Finish areas to receive 4 inches minimum topsoil to within not more than 0.10 foot above or below required subgrade elevations.

2. Pavements: Shape surface of areas under pavement to line, grade, and cross-section, with finish surface not more than ½ inch above or below required subgrade elevation.

C. Compaction: After grading, compact subgrade surfaces to the depth and indicated percentage of maximum or relative density for each area classification.

204.16 Aggregate Course Placement:

A. General: aggregate course consists of placing material in layers of specified thickness, over proof-rolled subgrade surface.

B. Grade Control: During construction, maintain lines and grades including crown and cross-slope of pavement wearing course.

C. Placing: Place aggregate pavement course material on prepared subgrade.

204.17 Surface Restoration:

A. Where details of surface restoration for lawns, pavement, etc., are not shown on plans or specified elsewhere, all surfaces shall be restored to original condition.

204.18 Erosion Control:

A. Provide erosion control methods in accordance with/as shown on plans and specifications to prevent erosion and sedimentation during earthwork operations.

204.19 Maintenance:

A. Protect newly graded areas from traffic and erosion. Keep free of trash and debris.

B. Repair and re-establish grades in settled, eroded and rutted areas to specified tolerances.

C. Where completed compacted areas are disturbed by subsequent construction operations or adverse weather, scarify surface, reshape and compact to required density prior to further construction.

D. Settling: Where settling is measurable or observable at excavated areas during general project warranty period, remove surface (pavement, lawn or other finish), add backfill material, compact and replace surface treatment. Restore appearance, quality and condition of surface or finish to match adjacent work and eliminate evidence of restoration to greatest extent possible.

Payment

204.20 Payment for lump sum items will be prorated based on percentage of work completed.

Work shall include all material, labor, and appurtenances necessary for the completion of earthwork operations including, but not limited to the following: excavation and embankment, embankment and backfill compaction, backfilling with native or imported materials, rock excavation, trench excavation material and labor, excavation for all buildings, temporary shoring, protection of adjacent work, barricades and protection devices, and disposal of unused materials.

552.08 Delivery.

(a) Truck mixer/agitator.

Add the following:

Do not exceed 130 total revolutions at mixing speed, including both initial mixing and remixing. Do not exceed 300 total revolutions, including both mixing and agitating speed.

552.09 Quality Control of Mix.

Add the following after the first paragraph:

At least 2 weeks prior to the start of concrete placement operations, arrange a pre-concrete placement conference. Coordinate attendance with the CO and any applicable subcontractors.

Be prepared to discuss and/or submit the following:

(1) Proposed concrete placement schedule.

(2) Review approved concrete mix design and determination of batch weights.

(3) Discuss Section 153, Contractor Quality Control, minimum frequency schedule for process control sampling and testing (to be performed by the Contractor).

(4) Discuss batching, mixing, placing, and curing requirements.

(5) Discuss Subsections 106.03, Certification, and 106.05, Statistical Evaluation of Material for Acceptance.

552.11 Handling and Placing Concrete.

Add the following after the forth paragraph:

Use an approved form release agent to produce a minimum of staining, air holes, and hydration discoloration.

552.12 Construction Joints.

Add the following at the end of the first paragraph:

Provide form cleanout ports at construction joints.

552.16 Finishing Plastic Concrete.

(c) Texturing.

(4) Exposed aggregate finish

Add the following at the end of the first paragraph:

Construct a 5.0 ft x 5.0 ft (minimum) job site sample at a location approved by the Engineer using the same concrete that will be used for the permanent work. Construct a maximum of three samples to demonstrate the proposed process and final texture to the satisfaction of the Engineer.

Power wash the exposed aggregate surface 2 weeks (minimum) after curing to remove curing compounds, laitance, oil, dirt or other foreign particles. Allow the concrete to dry a minimum of 24 hours prior to applying a penetrating type protective sealer in accordance with the manufacturer’s instructions. Provide those instructions to the Engineer before pressure washing.

552.16 Finishing Plastic Concrete.

Add the following after (4):

(c) Texturing.

(5) Stamp and color finish

A. Colored & Imprinted Concrete: Integral concrete color, imprint tools and patterns, release agent, and curing and sealing agent shall be manufactured by L.M. Scofield Company, 4155 Scofield Road, Douglasville, Georgia, 30134, (770) 920-6000, or approved equal. Areas designated for colored and imprinted concrete shall consist of the following:

1. Colored & Imprinted Concrete Pavement:

a. Color: ‘CHROMIX Admixtures for Color-Conditioned Concrete’, Color shall be ‘Shadow Gray’; Submit 2” x 2” concrete color square samples for approval;

b. Pattern: Imprint pattern shall be ‘Fractured Earth’Random Interlocking Pattern;

B. Release Agent: Release agent shall be ‘Lithochrome Antiquing Release’, or approved equal;

C. Curing & Sealing: Curing and sealing agent shall be ‘Scofield Cureseal-W’, or approved equal;

D. Joint Sealant: Joint sealant coloring to match colored concrete. Submit color samples for approval. Comply with joint sealer manufacturers' printed installation instructions.

1. Use masking tape where required to prevent contact of sealant with adjoining surfaces which otherwise would be permanently stained or damaged by such contact or by cleaning methods required to remove sealant smears. Remove tape immediately after tooling without disturbing joint seal.

2. Clean off excess sealants or sealant smears adjacent to joints as work progresses by methods and with cleaning materials approved by manufacturers of joint sealers and of products in which joints occur.

3. Protect joint sealers during and after curing period from contact with contaminating substances or from damage resulting from construction operations or other causes so that they are without deterioration or damage at time of Substantial Completion. If, despite such protection, damage or deterioration occurs, cut out and remove damaged or deteriorated joint sealers immediately and reseal joints with new materials to produce joint sealer installations with repaired areas indistinguishable from original work.

E. Non-Slip Additive: For all imprinted concrete surfaces, Contractor shall apply a non-slip anti-slip powder per manufacturer’s recommendations. Non-slip additive shall be applied integral to the curing and sealing application.

552.18 Loads on New Concrete Structures.

Add the following paragraph:

Do not allow public traffic on the bridge until approaches, curbs, and bridge rail are completed and in-place. Erect barricades at each end of bridge spans when road approaches allow vehicles to drive directly onto the structure.

Ensure that the aperture size for all geogrids is between ¾ to 3 inches.
