SECTION 011000 - SUMMARY
PART 1 - GENERAL
1.1 SUMMARY

1.2 CONTRACT DESCRIPTION
A. Work of the Project includes renovation of water and electrical utilities at Dolly Copp Campground, White Mountain National Forest. Without limiting the full scope of work required for the project, the following listing is provided to identify the major work items involved:
1. Water:
a. Installation of sand separators in both primary wells.
b. Installation of new water supply piping from primary wells to storage tank as indicated on drawings including pipe, fittings, valves, meters, testing and disinfecting. Existing water supply system to be abandoned.
c. Modifications to existing water storage tank including new water supply connection, new water distribution system connection, new access hatch, internal piping modifications, internal surface coating, testing and disinfecting.
d. Installation of new water distribution system from storage tank to site as indicated on drawings including pipe, tubing, fittings, valves, curb stops, faucets, RV hook-ups, services to existing buildings, stubs to future buildings, testing and disinfecting. Existing water distribution system to be abandoned where replaced with new.
2. Electrical:
a. Provision of new underground primary power conduits with pull cords, bases for primary power sector cabinets, concrete bases for utility pad mounted transformers, any required primary power in ground pull boxes, bollards at primary power sector cabinet locations and at pad transformer locations, and primary power conduits through horizontal bore, all per the serving utility's standards.
b. Provision of new underground telephone conduits with pull cords, any bases required for telephone pedestals, any required in ground pull boxes, and telephone conduits through horizontal bore, all per the serving utility's standards.
c. Provision of new underground telephone service conduits with pull cords from new pedestals to within 5 feet of buildings indicated to receive future services and with risers capped at buildings specifically noted in the Scope of Work.

011000 - Summary
d. Provision of new electrical distribution structures complete with meter bases/sockets and blank covers, to utility standards where noted in the Scope of Work and as detailed on Contract Drawings.
e. Provision of new underground conduits with NO wiring between new pad transformers and new electrical distribution structures, and/or to within 5 feet of indicated existing and/or new buildings, and any other structure indicated on Contract Drawings.
f. Provision of new underground conduits with pull cords from within 5 feet of electrical distribution structures and to within 5 feet of future and existing toilet buildings.
g. Provision of all conduits to distribute power from within 5 feet of the electrical distribution structures and to within 5 feet of the recreational vehicle sites future RV power distribution "hitching post", and between RV power "hitching posts" noted on the Contract Drawings.
h. Protection of existing control conduit and wiring between existing Well House at Well #2 and existing reservoir and Well #2 building while new water line is installed. It is intended that the existing conduit and wire shall remain in service for control of the wells when this project is completed.
i. Coordination with the serving utility companies (power and telephone) and other Contractors involved with other aspects of the overall project.
j. The Contractor shall plan and execute his work in a manner that does NOT remove and/or damage any existing overhead and/or underground telephone and/or power infrastructure. All existing lines shall be repaired or replaced by the Contractor at no added cost to the Owner or other parties if they are damaged during construction. Any damage to lines owned and maintained by the serving utilities will be repaired by the utilities if damaged, with the costs paid by the Contractor at his expense. Utilize Dig Safe procedures prior to any excavation as existing lines indicated on Contract Drawings are known to be of questionable accuracy and may not indicate all installations presently in operation and to be maintained.
k. Field coordinate final positions of all transformer bases, sector cabinet bases, telephone pedestals, bollards, and similar items with the Utilities and Contracting Officer.
l. Field coordinate final positions of future RV power distribution "hitching posts" and electrical distribution structures with the Contracting Officer before starting installations of associated equipment and conduits.
m. Obtain all permits and approvals required, including final inspections and/or progress inspections by any representatives of the serving utilities and any local, state, or federal agency involved with the project so as to leave the facility installations completed and operational in accordance with the intent of the Contract Documents.
1.3 WORK BY THE GOVERNMENT OR OTHERS
A. If Government-awarded contracts interfere with each other due to work being performed at the same time or at the same Site, the Government will determine the sequence of work under all contracts according to "Work Sequence" and "Contractor's Use of Site" Articles in this Section.

B. Coordinate Work with utilities of the Government and public or private agencies.
1.4 CONTRACTOR'S USE OF SITE AND PREMISES
A. Limit use of Site and premises to allow:
1. Government occupancy.
2. Use of Site and premises by the public.
B. Construction Operations: Limited to areas identified by the Government.
C. Time Restrictions for Performing Exterior Work: All work shall be performed between 7 a.m. and 6 p.m. during week days only, except in the case of emergency.
D. Construction Plan: Before start of construction, submit three copies of construction plan regarding access to Work, use of Site, and utility outages for acceptance by the Government. After acceptance of plan, construction operations shall comply with accepted plan unless deviations are accepted by the Government in writing.
1.5 WORK SEQUENCE
A. Construct Work in phases during construction period. Coordinate construction schedule and operations with the Government.
B. For Construction Occurring Between May 15 and October 15:
1. Contractor shall have the option to close half of the campground to the public, while maintaining full access to the other half. The demarcation line shall be the bridge on the main road between Brook Loop/Little Meadow and Hayes Field/High Woods.
2. Limited outages of water and electrical services (24 hour maximum duration) are acceptable, within the open portion of the campground.
3. Water and electrical service outages, within the open portion of the campground, shall be coordinated with the Contracting Officer a minimum of 48 hours prior to the service outages.
4. The contractor shall phase work to avoid conflicts with the operation of the campground, and shall submit a construction sequence to the Contracting Officer which will demonstrate how water and electrical service will be maintained during this period.
C. For Construction Occurring Between October 15 and May 15
1. The entire campground shall be closed to the public.
2. Water and electrical service outages can be scheduled for the entire campground at the liberty of the contractor.
D. Sequencing of Construction Plan: Before start of construction, submit three copies of construction plan regarding phasing of demolition, renovation, and new Work for acceptance by the Government. After acceptance of plan, construction sequencing shall comply with accepted plan unless deviations are accepted by the Government in writing.

1.6 GOVERNMENT OCCUPANCY
A. The Government will occupy Site premises during entire period of construction.
B. Cooperate with the Government to minimize conflict and to facilitate the Government's operations.
C. Schedule the Work to accommodate Government occupancy.
1.7 SPECIFICATION CONVENTIONS
A. These Specifications are written in imperative mood and streamlined form. This imperative language is directed to Contractor unless specifically noted otherwise. The words "shall be" are included by inference where a colon (:) is used within sentences or phrases.

SECTION 012000 - PRICE AND PAYMENT PROCEDURES
PART 1 GENERAL
1.1 SECTION INCLUDES
A. Application for Payment.

1.2 APPLICATION FOR PAYMENT
A. Submit three copies of each Application for Payment on EJCDC C-620 - Contractor's Application for Payment.
B. Content and Format: Use Schedule of Values for listing items in Application for Payment.
C. Submit updated construction schedule with each Application for Payment.
D. Payment Period: Submit at intervals stipulated in the Agreement.
E. Submit submittals with transmittal letter as specified in Section 013300 - Submittal Procedures.
F. Substantiating Data: When Contracting Officer requires substantiating information, submit data justifying dollar amounts in question. Include the following with Application for Payment:
1. Current construction photographs specified in Section 013300 - Submittal
Procedures.
2. Partial release of liens from major Subcontractors and vendors.
3. Record Documents as specified in Section 017000 - Execution and Closeout
Requirements, for review by the Government, which will be returned to Contractor.
4. Affidavits attesting to off-Site stored products.
5. Construction Progress Schedule, revised and current as specified in Section 013300
- Submittal Procedures.
1.3 CHANGE PROCEDURES
A. Submittals: Submit name of individual who is authorized to receive change documents and is responsible for informing others in Contractor's employ or Subcontractors of changes to the Work.

B. Carefully study and compare Contract Documents before proceeding with fabrication and installation of Work. Promptly advise Contracting Officer of any error, inconsistency, omission, or apparent discrepancy.
C. Requests for Interpretation (RFI) and Clarifications: Allot time in construction scheduling for liaison with Contracting Officer; establish procedures for handling queries and clarifications.
1. Use CSI Form 13.2A - Request for Interpretation for requesting interpretations.
2. Contracting Officer may respond with a direct answer on the Request for
Interpretation form EJCDC C-942 - Field Order, or CSI Form 13/6A - Change Order Request (Proposal).
D. Contracting Officer will advise of minor changes in the Work not involving adjustment to Contract Sum/Price or Contract Time by issuing supplemental instructions on EJCDC C- 942.
E. Contracting Officer may issue CSI Form 13/6A including a detailed description of proposed change with supplementary or revised Drawings and Specifications, a change in Contract Time for executing the change with stipulation of overtime work required and with the period of time during which the requested price will be considered valid.
Contractor will prepare and submit estimate within 15 days.
F. Document requested substitutions according to Section 012500 - Substitution Procedures.
G. Stipulated Sum/Price Change Order: Based on CSI Form 13/6A and Contractor's fixed price quotation or Contractor's request for Change Order as approved by Contracting Officer.
H. Unit Price Change Order: For Contract unit prices and quantities, the Change Order will be executed on a fixed unit price basis. For unit costs or quantities of units of that which are not predetermined, execute Work under Work Directive Change. Changes in Contract Sum/Price or Contract Time will be computed as specified for Time and Material Change Order.
I. Work Directive Change: Contracting Officer may issue directive, on EJCDC C-940 - Work Change Directive signed by the Government, instructing Contractor to proceed with change in the Work, for subsequent inclusion in a Change Order. Document will describe changes in the Work and designate method of determining any change in Contract Sum/Price or Contract Time. Promptly execute change.
J. Time and Material Change Order: Submit itemized account and supporting data after completion of change, within time limits indicated in Conditions of the Contract.
Contracting Officer will determine change allowable in Contract Sum/Price and Contract Time as provided in Contract Documents.
K. Maintain detailed records of Work done on time and material basis. Provide full information required for evaluation of proposed changes and to substantiate costs for changes in the Work.

L. Document each quotation for change in Project Cost or Time with sufficient data to allow evaluation of quotation.
M. Change Order Forms: EJCDC C-941 - Change Order.
N. Execution of Change Orders: Contracting Officer will issue Change Orders for signatures of parties as provided in Conditions of the Contract.
O. Correlation of Contractor Submittals:
1. Promptly revise Schedule of Values and Application for Payment forms to record each authorized Change Order as separate line item and adjust Contract Sum/Price.
2. Promptly revise Progress Schedules to reflect change in Contract Time, revise subschedules to adjust times for other items of Work affected by the change, and resubmit.
3. Promptly enter changes in Record Documents.
1.4 UNIT PRICES
A. Authority: Measurement methods are delineated in individual Specification Sections.
B. Measurement methods delineated in individual Specification Sections complement criteria of this Section. In event of conflict, requirements of individual Specification Section govern.
C. The Government will take measurements and compute quantities accordingly. Provide assistance in taking of measurements.
D. Unit Quantities: Quantities and measurements indicated on Bid Form are for Contract purposes only. Quantities and measurements supplied or placed in the Work shall determine payment.
1. When actual Work requires more or fewer quantities than those quantities indicated, provide required quantities at contracted unit sum/prices.
2. When actual Work requires 25 percent or greater change in quantity than those quantities indicated, the Government or Contractor may claim a Contract Price adjustment.
E. Payment Includes: Full compensation for required labor, products, tools, equipment, plant and facilities, transportation, services and incidentals; erection, application, or installation of item of the Work; overhead and profit.
F. Final payment for Work governed by unit prices will be made on basis of actual measurements and quantities accepted by Contracting Officer multiplied by unit sum/price for Work incorporated in or made necessary by the Work.
G. Measurement of Quantities:
1. Measurement by Weight: Concrete reinforcing steel, rolled or formed steel, or other metal shapes will be measured by handbook weights. Welded assemblies will be measured by handbook or scale weight.

2. Measurement by Volume: Measured by cubic dimension using mean length, width, and height or thickness.
3. Measurement by Area: Measured by square dimension using mean length and width or radius.
4. Linear Measurement: Measured by linear dimension, at item centerline or mean chord.
5. Stipulated Sum/Price Measurement: Items measured by weight, volume, area, or linear means or combination, as appropriate, as completed item or unit of the Work.
1.5 ALTERNATES
A. Alternates quoted on Bid Forms will be reviewed and accepted or rejected at the Government's option. Accepted Alternates will be identified in the Government- Contractor Agreement. The Government-Contractor Agreement may identify certain Alternates to remain as Government option for a stipulated period of time.
B. Coordinate related Work and modify surrounding Work. Description for each Alternate is recognized to be abbreviated but requires that each change shall be complete for scope of Work affected.
1. Coordinate related requirements among Specification Sections as required.
2. Include as part of each Alternate: Miscellaneous devices, appurtenances, and similar items incidental to or necessary for complete installation.
3. Coordinate Alternate with adjacent Work and modify or adjust as necessary to ensure integration.

SECTION 012500 - SUBSTITUTION PROCEDURES

1.2 QUALITY ASSURANCE
A. Contracts are based on products and standards established in Contract Documents without consideration of proposed substitutions.
B. Products specified define standard of quality, type, function, dimension, appearance, and performance required.
C. Substitution Proposals: Permitted for specified products except where specified otherwise. Do not substitute products unless substitution has been accepted and approved in writing by the Government.
1.3 PRODUCT SUBSTITUTION PROCEDURES
A. Contracting Officer will consider requests for substitutions only within 30 days after date established in Notice to Proceed.
B. Substitutions may be considered when a product becomes unavailable through no fault of Contractor.
C. Document each request with complete data, substantiating compliance of proposed substitution with Contract Documents, including:
1. Manufacturer's name and address, product, trade name, model, or catalog number, performance and test data, and reference standards.
2. Itemized point-by-point comparison of proposed substitution with specified product, listing variations in quality, performance, and other pertinent characteristics.
3. Reference to Article and Paragraph numbers in Specification Section.
4. Cost data comparing proposed substitution with specified product and amount of net change to Contract Sum.
5. Changes required in other Work.
6. Availability of maintenance service and source of replacement parts as applicable.
7. Certified test data to show compliance with performance characteristics specified.
8. Samples when applicable or requested.
9. Other information as necessary to assist Contracting Officer's evaluation.

012500 - Substitution Procedures
D. A request constitutes a representation that Bidder or Contractor:
1. Has investigated proposed product and determined that it meets or exceeds quality level of specified product.
2. Will provide same warranty for substitution as for specified product.
3. Will coordinate installation and make changes to other Work that may be required for the Work to be complete with no additional cost to the Government.
4. Waives claims for additional costs or time extension that may subsequently become apparent.
5. Will coordinate installation of the accepted substitute, making such changes as may be required for the Work to be complete in all respects.
6. Will reimburse the Government and Contracting Officer for review or redesign services associated with reapproval by authorities having jurisdiction.
E. Substitutions will not be considered when they are indicated or implied on Shop Drawing or Product Data submittals without separate written request or when acceptance will require revision to Contract Documents.
F. Substitution Submittal Procedure:
1. Submit requests for substitutions on CSI Form 13.1A Substitution Request-After the
Bidding/Negotiating Stage.
2. Submit three copies of Request for Substitution for consideration. Limit each request to one proposed substitution.
3. Submit Shop Drawings, Product Data, and certified test results attesting to proposed product equivalence. Burden of proof is on proposer.
4. Contracting Officer will notify Contractor in writing of decision to accept or reject request.
1.4 INSTALLER SUBSTITUTION PROCEDURES
A. Contracting Officer will consider requests for substitutions only within 30 days after date established in Notice to Proceed.
B. Document each request with:
1. Installer's qualifications.
2. Installer's experience in work similar to that specified.
3. Other information as necessary to assist Contracting Officer's evaluation.

SECTION 013000 - ADMINISTRATIVE REQUIREMENTS
1.1 SECTION INCLUDES
A. Coordination and Project conditions.
B. Preconstruction meeting.
C. Site mobilization meeting.

F. Closeout meeting.
1.2 COORDINATION AND PROJECT CONDITIONS
A. Coordinate scheduling, submittals, and Work of various Sections of Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later.
B. Verify that utility requirements and characteristics of operating equipment are compatible with building utilities. Coordinate Work of various Sections having interdependent responsibilities for installing, connecting to, and placing operating equipment in service.
C. Coordinate space requirements, supports, and installation of mechanical and electrical Work indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit as closely as practical; place runs parallel with lines of building. Use spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
1. Coordination Drawings: Prepare as required to coordinate all portions of Work.
Show relationship and integration of different construction elements that require coordination during fabrication or installation to fit in space provided or to function as intended. Indicate locations where space is limited for installation and access and where sequencing and coordination of installations are important.
D. Coordination Meetings: In addition to other meetings specified in this Section, hold coordination meetings with personnel and Subcontractors to ensure coordination of Work.
E. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within construction. Coordinate locations of fixtures and outlets with finish elements.

013000 - Administrative Requirements
F. Coordinate completion and clean-up of Work of separate Sections in preparation for Substantial Completion and for portions of Work designated for the Government's occupancy.
G. After the Government's occupancy of premises, coordinate access to Site for correction of defective Work and Work not complying with Contract Documents, to minimize disruption of the Government's activities.
1.3 PRECONSTRUCTION MEETING
A. The Government will schedule and preside over meeting after Notice of Award.
B. Attendance Required: Contracting Officer, the Government, appropriate governmental agency representatives, major Subcontractors, and Contractor.
C. Minimum Agenda:
1. Execution of the Government-Contractor Agreement.
2. Submission of executed bonds and insurance certificates.
3. Distribution of Contract Documents.
4. Submission of list of Subcontractors, list of products, schedule of values, and
Progress Schedule.
5. Designation of personnel representing parties in Contract, the Government and
Contracting Officer.
6. Communication procedures.
7. Procedures and processing of requests for interpretations, field decisions, field orders, submittals, substitutions, Applications for Payments, proposal request, Change Orders, and Contract closeout procedures.
8. Scheduling.
9. Critical Work sequencing.
D. Contractor: Record minutes and distribute copies to participants within 5 days after meeting, with copies each to Contracting Officer, the Government, and those affected by decisions made.
1.4 SITE MOBILIZATION MEETING
A. The Government will schedule and preside over meeting at Project Site prior to Contractor occupancy.
B. Attendance Required: Contracting Officer, the Government, Contractor, Contractor's superintendent, special consultants, major Subcontractors.
C. Minimum Agenda:
1. Use of premises by the Government and Contractor.
2. The Government's requirements and occupancy.
3. Construction facilities and controls provided by the Government.
4. Temporary utilities.
5. Survey and building layout.
6. Security and housekeeping procedures.

1.5 PROGRESS MEETINGS
A. Schedule and administer meetings throughout progress of the Work at maximum monthly intervals.
B. Contracting Officer will make arrangements for meetings, prepare agenda with copies for participants, and preside over meetings.
C. Attendance Required: Job superintendent, major Subcontractors Contractors and suppliers, and Contracting Officer, the Government, as appropriate to agenda topics for each meeting.
D. Minimum Agenda:
1. Review minutes of previous meetings.
2. Review of Work progress.
3. Field observations, problems, and decisions.
4. Identification of problems impeding planned progress.
5. Review of submittal schedule and status of submittals.
6. Review of off-Site fabrication and delivery schedules.
7. Maintenance of Progress Schedule.
8. Corrective measures to regain projected schedules.
9. Planned progress during succeeding work period.
10. Coordination of projected progress.
11. Maintenance of quality and work standards.

1.2 SUBMITTALS

A. Listings: Reading from left to right, in ascending order for each activity. Identify each activity with applicable Specification Section number.
B. Diagram Sheet Size: 24 inches high x 36 inches wide.
C. Scale and Spacing: To allow for notations and revisions.

A. Prepare network analysis diagrams and supporting mathematical analyses using critical path method.

1.3 SUBMITTAL PROCEDURES
A. Transmit each submittal with CSI Form 12.1A - Submittal Transmittal.
B. Sequentially number transmittal forms. Mark revised submittals with original number and sequential alphabetic suffix.
C. Identify: Project, Contractor, Subcontractor and supplier, pertinent Drawing and detail number, and Specification Section number appropriate to submittal.
D. Apply Contractor's stamp, signed or initialed, certifying that review, approval, verification of products required, field dimensions, adjacent construction Work, and coordination of information is according to requirements of the Work and Contract Documents.
E. Schedule submittals to expedite Project, and submit electronic submittals via email as PDF electronic files. Coordinate submission of related items.
F. For each submittal for review, allow 15 days excluding delivery time to and from Contractor.
G. Identify variations in Contract Documents and product or system limitations that may be detrimental to successful performance of completed Work.
H. Allow space on submittals for Contractor and Contracting Officer review stamps.
I. When revised for resubmission, identify changes made since previous submission.

1.7 ELECTRONIC CAD FILES OF PROJECT DRAWINGS
A. Electronic CAD Files of Project Drawings: May only be used to expedite production of Shop Drawings for the Project. Use for other Projects or purposes is not allowed.
B. Electronic CAD Files of Project Drawings: Distributed only under the following conditions:
1. Use of files is solely at receiver's risk. Contracting Officer does not warrant accuracy of files. Receiving files in electronic form does not relieve receiver of responsibilities for measurements, dimensions, and quantities set forth in Contract Documents. In the event of ambiguity, discrepancy, or conflict between information on electronic media and that in Contract Documents, notify Contracting Officer of discrepancy and use information in hard-copy Drawings and Specifications.
2. CAD files do not necessarily represent the latest Contract Documents, existing conditions, and as-built conditions. Receiver is responsible for determining and complying with these conditions and for incorporating addenda and modifications.
3. User is responsible for removing information not normally provided on Shop Drawings and removing references to Contract Documents. Shop Drawings submitted with information associated with other trades or with references to Contract Documents will not be reviewed and will be immediately returned.
4. Receiver shall not hold Contracting Officer responsible for data or file clean-up required to make files usable, nor for error or malfunction in translation, interpretation, or use of this electronic information.
5. Receiver shall understand that even though Contracting Officer has computer virus scanning software to detect presence of computer viruses, there is no guarantee that computer viruses are not present in files or in electronic media.
6. Receiver shall not hold Contracting Officer responsible for such viruses or their consequences, and shall hold Contracting Officer harmless against costs, losses, or damage caused by presence of computer virus in files or media.

1.8 SHOP DRAWINGS
