The items requested in Attachment 1 are Name Brand or Equal. The name brand description is used solely as a guideline for this request and it is known that other products are commercially available that fit the Governments need. This is a product that we know will fit in size and function, but shall not limit the Government from accepting any offers that meet or exceed these specifications.

1 Evaluation Factors for Award

An offer will be selected for award based on the “best value” to the Government. This selection will be based on an integrated evaluation of the technical and price proposals as described below.

1. Factor 1. Delivery Date

a. Proposed plan of action for delivery will be ability to meet required delivery date. Evaluation will be based on meeting or not meeting required delivery. You will not be evaluated higher for an earlier delivery date

b. If delivery dates cannot be met offers will be ranked in the order of offered delivery dates.

2. Factor 2. Technical Evaluation

a. Technical evaluation will be based on the size and capabilities of offered product(s).

b. Rating will be in order of rank:

1. Outstanding
2. Excellent
3. Good
4. Acceptable
5. Unsatisfactory

3. Factor 3. Past Performance

a. Past performance will be determined past on any relevant past performance submitted, CPARS, and PIPPRS

b. Past performance will be ranked as satisfactory, or unsatisfactory.

c. If no past performance history is available you will be ranked as satisfactory.

4. Relative Importance of Evaluation Factors.

The combined weight of factors, delivery is significantly more important that technical, technical is slightly more important that price, Past performance must be satisfactory.
