AGAR 452.215-73 POST AWARD CONFERENCE (NOV 1996)

A post award conference with the successful offeror is required. It will be scheduled and held within 5-8 days after the date of contract award. The conference will be held at the Hebo Ranger Station or the headquarters of the Siuslaw National Forest, Corvallis, OR.

(End of Clause)

FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 3 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 8 days after issuance of Notice to Proceed.

The time stated for completion shall include final cleanup of the premises.

GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN

The Government will conduct inspections of each unit to determine work quality. Initial inspections will consist of a 100 percent visual inspection and will be based on adherence to contract technical specifications. The Government will also install a series of circular plots as specified by each District. Plots will be randomly located throughout each sub-item to obtain a representative sample of the work. Plots will generally be 1/50th acre.

The following data will be collected on each plot:

(a) Number of trees that should have been brushed

(b) Number of trees that were brushed

(c) Number of satisfactory brushed trees

(d) Number of deficient trees (see definitions)

The following deficiencies will be considered in determining performance quality:

1. Natural trees, brush and red alder not completely severed from the stump or not severed below the lowest live limb, except when prevented by obstacles (e.g. rocks, logs);

2. Red alder not cut within 15 feet of a leave tree;

3. Brush height exceeding the maximum 4 inches above the ground or obstacles;

4. Live limbs encroaching, on the four-foot radius, up to an eight foot vertical clearing;

5. Cut vegetation left suspended above the ground and/or over the leave tree;

6. Leave trees that are damaged during the cutting operation.

After inspection of all plots for a sub-item, the quality of release shall be calculated as follows:

(# of satisfactory trees/# of trees that should have been brushed) X 100 = Performance Quality %

Quality below 90 percent will be deducted from payment (See Payment clause). When inspection results are below 80 percent, payment will not be made until the deficiency has been corrected by the Contractor. Note: Minimum acceptable quality is 80 percent.

Reinspections after rework will be made in the same manner as the first inspection, but on different plot lines. The Contractor shall pay for inspections necessitated by the rework.

Reinspection of Release Upon Contractor Request

If original inspection results are unacceptable to Contractor, the Contractor shall submit a reinspection request in writing within three (3) calendar days of the original inspection notification.

For reinspections without rework, the same inspection procedure will be used following a different plotline. If the reinspection shows less than 5 percent variance from the first inspection, the Contractor shall pay the cost of the reinspection and results of the reinspection will be averaged with the results of the first inspection to determine payment. If the reinspection shows more than 5 percent variance from the first inspection, the Government shall bear the cost of the reinspection and results of the reinspection will be used to determine payment.

(End of clause)

UNSATISFACTORY PERFORMANCE

If the percentage of satisfactory work falls below 80 percent, the Government will immediately notify the Contractor in writing and order improvement of the quality of future work. If the quality of future work is not raised above the 80 percent within two consecutive workdays after receipt of notice in writing of unsatisfactory work, the Contractor's right to proceed may be terminated and the contract considered in default. Repeated failure to perform work at or above 80 percent acceptable performance shall also be considered reason for contract termination and default action.

REWORK AND REINSPECTION AFTER REWORK

When inspection results are below 80 percent and the deficiency is correctable, payment will not be made until the deficiency has been corrected. Reinspection after rework will be made in the same manner as the first inspection but on different plot lines. The Contractor shall pay for inspections necessitated by the rework.

SECTION 1

GENERAL

ITEM 1.1 – Stand Density Management (Release)

1.1 Scope of Contract

The purpose of this solicitation is to secure services to release brush and red alder on 67 acres on the Hebo Ranger District, Siuslaw National Forest, Tillamook and Lincoln Counties. The Contractor shall furnish all technical expertise, labor, equipment, surpervision, transportation, operating supplies and incidentals to perform the work as specified in the solicitation.

1.2 Location and Description

The area covered by this solicitation is shown on the attached vicinity and unit maps. A more detailed map can be purchased at the Hebo Ranger Station. Most boundaries are easily identified by cutting lines, ridges, flagging, blue sale area tags, etc.

Many Forest Service spur roads may be overgrown with vegetation making them narrow and brushy. In addition, many Forest Service key and spur roads have been “storm proofed” or had waterbars installed;

therefore a high clearance vehicle is recommended. Contractors are advised to visit the sites to assess road access and unit complexities.

SECTION 5

PERFORMANCE WORK STATEMENT, TASKS AND CRITICAL SUBTASKS

5.1 Brush/ Red Alder Release Technical Specifications

Task Order Unit #’s 2.1 through 2.6 - Brush and Alder Release shall be performed around planted trees identified under “Year & Species Planted” on the “Detailed Unit Information Sheet” at the spacing indicated and as defined below. The majority of the planted trees have a florescent ribbon attached to the tube, bamboo, or a branch making it easier to locate them. In TO unit # 2.3, the planted western hemlock (WH) trees will not be tubed, but will have one four-foot bamboo next to the planted tree, with a florescent ribbon tied on the bamboo or on a planted WH tree branch. On the ground, some of the planted trees have cleared the height of the brush as defined below in 5.1.1. (6); and may not require any brush release. Release sapling size red alder within 15 feet of a planted tree, if and when encountered as defined below in 5.1.1. (2).

5.1.1. Specifications for Brush/Alder Release in Plantations

1. The Contractor shall cut all brush, natural tree seedlings and fern vegetation within four inches of the ground and for a four-foot radius, surrounding each tree needing released. Radius is measured from bole of tree. This includes clumps of natural regeneration seedlings less than 2 inch in diameter at breast height.

2. The Contractor shall cut sapling size Red Alder when encountered within a 15 foot radius surrounding each planted tree where the alder is not less than 2 feet tall or greater than 3 inch in diameter at breast height. Radius is measured from bole of tree.

3. The Contractor shall not damage existing tree seedlings during the cutting operation.

4. The Contractor shall ensure cut hardwoods, excess natural conifers and brush are completely severed from the stump with a level cut.

5. The Contractor shall leave no cut vegetation suspended above the ground by the released trees.

6. The Contractor shall cut the brush and hardwoods around planted conifers except where the following occurs: Douglas-fir having at least 3 branch whorls above the highest surrounding brush, and western hemlock and western red-cedar, having leaders at least 3 feet or greater above the surrounding brush.

7. The Contractor shall cut the crowns or branches of any brush or hardwood, exceeding the 3 inch alder cut limit when it is encroaching on the four foot radius; to the limits of a vertical cylinder eight feet in height surrounding each tree to be released.

8. The Contractor shall cut all Scotch broom along the road prism and landing areas, before departing.
