SECTION 1
GENERAL
ITEM 1.7 – Animal Damage Control
1.1 Scope of Contract
The purpose of this solicitation is to secure services for tube maintenance or removal on 149 acres on the Hebo Ranger District, Siuslaw National Forest, Tillamook, Lincoln and Yamhill Counties. The Contractor shall furnish all labor, equipment, surpervision, transportation, supplies and incidentals (except those designated as Government-furnished) to perform the work as specified in the solicitation.
1.2 Location and Description
The area covered by this solicitation is shown on the attached unit and vicinity maps. A District map is available for purchase at the Hebo Ranger Station. Most boundaries are easily identified by cutting lines, draws, ridges, flagging, etc.
Many Forest Service spur roads may be overgrown with vegetation making them narrow and brushy. In addition, many Forest Service key and spur roads have been “storm proofed” or had waterbars installed;
therefore a high clearance vehicle is highly recommended. Contractors are advised to visit the sites to assess road access and unit complexities.
SECTION 3
GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES
The property and services provided by the Government are listed below. The Contractor shall inform the Government when supplies are needed and both parties shall schedule a time to meet at the warehouse where the Government will issue the needed supplies to the Contractor. The Contractor is responsible for safe handling and transport of supplies to the work sites.
The Contractor shall be liable for all loss or damage of such delivered Government-furnished property until completion and final acceptance of work required under this contract. All unused Government furnished material shall be returned to the Government in the original packaging and in good condition.

PERFORMANCE WORK STATEMENT, TASKS AND CRITICAL SUBTASKS
5.7. Animal Damage Control or Tube Maintenance/Removal Technical Specifications
Task Order units 1.1 and 1.2 – Shall receive complete Tube Removal activities as specified below in
5.7.2. (e). No flagging required.
Task Order units 1.3 through 1.18 – Shall receive Tube Maintenance or Reinstallation as specified below in 5.7.1 through 5.7.4. The Hebo Ranger District only applies tubes to planted western red cedar and Douglas-fir trees unless noted on the “Detailed Unit Information Sheet” under Additional Information. A florescent ribbon shall be tied to the bamboo or tube on trees treated; either on or near the top of the bamboo or tube, on trees less than 72” (6 feet) tall. Tubes shall be removed from trees 6 feet and taller; measured from the uphill side, using a 6’ bamboo as a measuring device, is acceptable.
On unit #’s 1.3 and 1.4; tubes shall be removed from DF trees 4 feet and taller. A florescent ribbon shall also be tied to a branch on those trees where a tube is removed, due to its height, to indicate treatment accomplished. On unit # 1.15; 48”X 6.5” tubes have been applied during past applications due to heavy browsing, and this practice will continue, to ensure survival on this one acre, where needed.
5.7.1. Tube Application
One application per planted tree shall be applied. The understory stem density of units or areas range between 50 and 100 trees per acre. Tree density may vary from acre to acre. The number of applications per acre (maintenance or reinstallation) shall not be materially increased or decreased beyond the average spacing distance specified in the Detailed Unit Information Sheet. Tree spacing may not be uniform within the units.
Care shall be taken to prevent damage to the seedlings when the tube is placed over the seedling; when placing the foilage (limbs and terminal) inside the protector, or when removing the protector from the tree. All foliage shall be placed inside tubes. A seedling with skinned bark, broken, or restricted terminal leader is not acceptable.
5.7.2. Tube Maintenance
a) Tube Lifting - Previously installed tubes shall be raised or lifted to at least 8 inches above the top of the terminal. Terminals that have grown out the side of the tube shall be slipped back inside the tube without damaging the terminal. If the terminal cannot be safely pulled through the tube, the use of a sharp tool can be used to release the terminal by cutting the tube wider;
then the tube separation shall be reconncected with twist ties, or replaced with a new tube. A minimum of 3 full rotations of each twist tie is required. If tubes are attached to a 4’ bamboo and to raise them would not meet the above (8 inch above terminal) specification; at least one 6’ bamboo will be installed on trees over 36”; and two 6’ bamboos on trees over 48”.
b) Terminal Maintenance - Previously treated western red cedar (WRC) and Douglas-fir (DF) trees that have obstructed terminals from existing protection devices shall be freed so the terminal and upper laterals are placed back into the protective device so the tree is free to grow upward and inside the device.
c) Protector Maintenance - Straighten, resecure, replace or reinstall protectors as required by the condition of the protector so the tree is free to grow. All protector material damaged beyond use shall be replaced with Government-furnished materials. Squashed, collapsed or bent tubes shall be replaced with a new well-shaped round tube.
d) Bamboo Maintenance – Previously installed bamboo must be able to provide vertical support for the seedling or it shall be reinstalled or replaced to ensure stability. Broken bamboo will be replaced.
Bamboo stakes that are damaged (split vertically from the top or in the ground) during installation shall be replaced. Damaged stakes are not acceptable and if found, otherwise creditable trees will be considered as unsatisfactory.
e) Tube Removal – Removal of tubes on trees will be by hand using any or all of the following methods:
Cutting with knives or scissors, or by gently lifting the tube off of the tree. Tubes are to be carefully lifted or cut off of the young trees to prevent damage. Removed tubes shall be left next to or near the tree it was removed from, except when removed near a stream or wet area. Those tubes shall be deposited at a distance of 30 feet away and/or upslope of the stream or wet area.
If a tubed tree is found to be dead, pull the tube, with or without the bamboo, off and lay it on the ground.
5.7.3. Bamboo and Tube Installation
Bamboo shall be driven into the ground so that it and the tube are stable and a florescent ribbon will be tied to it to indicate installation/maintenance completed; this will also assist in locating seedlings during brush release activities. The top of the tube shall be at least 8 inches above the leader. Replace/reinstall damaged, collapsed, or missing tubes. Two wire twist ties shall be used per bamboo to attach tube securely approximately 6 inches from the top of the tube and 8 inches from the bottom, and preferably below a node on the bamboo. The tube is attached to the bamboo with the twist ties and the bamboo is outside of the tube.
5.7.4. End Result of Tube Application
The completed application shall be vertical. A maximum lean from vertical, measured from the top of the 30” tube equates to no more than 2 inches, is allowed occassionally.
