( c ) General Guidelines for Submittals:
Submittals are required by their corresponding specifications (basic reference & detailed requirement). Work requiring submittals shall not begin until submittals have been approved.
Submittals shall include the following:
Date and Revision Dates.
Project Name and Contract Number.
Names of Contractor, Subcontractor, Supplier, and Manufacturers.
Field Dimensions and Relation to Adjacent Structures.
Contractor's stamp, initialed or signed, certifying review of submittal, verification of field measurement and compliance with contract documents.
Manufacturer's requirements:
Supply manufacturer's catalog sheets or brochures with diagrams, schedules, or performance charts.
Illustrations shall be clearly marked to identify pertinent materials or models, dimensions, and clearances required. Supplement standard drawings to provide information unique to this project.
Approval or Rejection Time Allowance:
Submittals will be reviewed and either approved or rejected by (SEE (b) ABOVE).
H-6 MOISTURE SENSITIVE SOILS
Contractors are cautioned that the roadway structure is designed so that the completed road will support highway legal loads during a limited use season. Construction equipment often subjects the uncompleted roadway structure to loadings it is not designed to support. This is especially critical during periods of excessive moisture. Materials on this project are sensitive to excessive moisture and will require careful selection and scheduling of equipment to permit efficient operation. Any damage resulting from operations, which renders the material unsuitable for use or results in potential siltation of streams, will be corrected by the Contractor at Contractor's expense.

The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawns, or other natural features or any other improvements in the work area unless specifically authorized by the Contracting Officer. Unless otherwise provided herein, the Contractor shall confine contract operations to within the areas designated in contract documents.
b. Protection of Streams, Lakes, and Reservoirs. The Contractor shall take sufficient precautions t o prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumens, calcium chloride, silt, or other harmful materials. Mechanical equipment shall not be operated in live streams without written approval of the Contracting Officer.
c. The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer, and damage to vegetation or structures outside the clearing limits shall be repaired as directed by the Contracting Officer.
H-8 EROSION CONTROL MEASURES
a. Contractor shall minimize sediment laden water from entering the stream. Install check dams and sediment fences as necessary to minimize the entry of silt-laden water into streams or other water bodies.
b. The work area on the streamside of the abutments shall be isolated from freely flowing water, as agreed to in the dewatering and sediment control plan. All erosion control measures agreed to in the erosion control plan shall be approved in place prior to commencement of construction activities.
H-9 OPERATIONS AND POLLUTION CONTROL
a. Operations shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).
b. Pollutants such as fuels, lubricants, bitumen, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or waste from concrete or aggregate operations shall not be allowed to enter live steams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.
c. Mechanized equipment shall not be operated in live streams without written approval by the Contracting
Officer.

Such plan shall meet applicable EPA requirements (40 CFR 112) including certification by a registered professional engineer.
f. Vehicle equipment maintenance, refue ling, and fuel storage shall be separated from the stream by a minimum of 150 feet. Vehicles/equipment operating within 150 feet of a stream shall be inspected daily for fluid leaks, and repaired if necessary. A separate staging area will be designated on the ground by the CO at a location meeting these requirements.
H-10 CLEANING OF EQUIPMENT
Cleaning of Off-Road Equipment used by the Contractor for contract work shall be conducted outside the boundary of any National Forest Service land prior to moving each piece of equipment onto the project. The
Contractor shall notify the Forest Service prior to moving each piece of equipment onto the project. Upon request from the Forest Service, arrangement will be made for Forest Service to inspect each piece of equipment prior to it being placed into service. The Contractor shall use cleaning methods necessary to ensure equipment is free of all attached mud, dirt, and plant parts. If noxious weeds are present at a project site, cleaning may also be required before moving between locations within the same project. These measures will assist to prevent the introduction/spread of the seeds of noxious weeds onto National Forest land. The Contractor shall certify in writing, compliance with the above requirements.

If the placement of an economic recovery sign conflicts with newly installed higher priority signs, traffic signals, temporary traffic control devices, or other priority devices, the economic recovery sign should be relocated. Due to public safety concerns, economic recovery signs should not be allowed at the following locations :
On the front, back, adjacent to, or around any traffic control device, including traffic signs, signals, changeable message signs, traffic control device posts or structures, or bridge piers
At key decision points where a driver‘s attention is more appropriately focused on traffic control devices, roadway geometry, or traffic conditions. These locations include, but are not limited to, exit and entrance ramps, intersections controlled by traffic signals or by stop or yield signs, highway-rail grade crossings, and areas of limited sight distance.
