B.3 SCOPE OF CONTRACT

(a) The USFS has a requirement to acquire one (1) to ten (10) new production commercial off the shelf (COTS) aircraft to operate primarily in a multi-mission capacity.

This acquisition is part of the continuing modernization of the USFS Working Capital Fleet (WCF). The aircraft will perform the following missions:

(1) Air Attack/Air Tactical Mission

(2) Forest Health Protection

(3) Reconnaissance/Patrol/Survey

(4) Infrared (IR) Imagery

(5) Additional Missions

(b) This solicitation is intended to procure a multi-mission airplane that is appropriate to support various U.S. Forest Service missions. There are mission equipment options that can be proposed but are not mandatory to propose. These options are contained in B- 6(d) Optional Mission Equipment.

(c) This contract includes the manufacture, assembly, integration, test, certification, and delivery of a minimum of one (1) to a maximum of 10 (ten) new production 14 CFR Part 23 airplane certificated under 14 CFR Part 21. The aircraft shall be a new airframe and components; not a retrofit or remanufacture or assembled from used parts. New shall be defined as less than 25 hours total airframe time, free of defects and with all maintenance and inspection items current and/or complied with. The delivery of aircraft includes: systems/production engineering, subsystem procurement and/or manufacturing, system integration, configuration management, project management, Quality Assurance, testing, aircraft delivery/Government acceptance and warranties.

B.4 CONCEPT OF OPERATIONS: MULTIPLE-MISSIONS AND PERFORMANCE

REQUIREMENTS

(a) Below are definitions as defined by current policy, guides, and subject matter experts for some of the missions that will make up the multi-mission role for aircraft purchased.

(b) Missions:

(1) Forest Health Protection Forest Health Protection aviation programs include aerial detection survey (ADS) and remote sensing (RS) missions to evaluate the health of our forests with the key interests of: “1) Personnel and public health and safety and 2) Healthy forests now and into the future.” The aircraft used for these missions are typically configured with capabilities for aerial photography, sensing, or other specialty equipment. ADS missions operate approximately 2,000’ AGL in grid or contour flight pattern, and RS is typically grid pattern.

Swath widths vary from 1 to 6 miles depending on flight pattern, visibility, terrain, and sensor capability. Total flight crew for ADS and RS ranges from 2-4 persons. Operational altitudes range from approximately 3,000’ to 15,000’ MSL for both ADS and RS with higher altitudes possible for RS.

(2) Air Attack/Air Tactical Mission. The Air Attack Mission consists of a pilot qualified for Air Tactical Missions and an Air Tactical Group Supervisor (ATGS).

The aircraft orbits in the fire traffic area (FTA) at a minimum of 2,500’ AGL or a minimum of 1,000’ above the airtanker orbit altitude at 150 KIAS or less. The ATGS supervises all other aircraft over a wildfire while being in constant contact with ground firefighters and communicating with the local dispatch. The ATGS is always an experienced firefighter, and assists the Incident Commander and other personnel on the fire in formulating strategy and tactics in accordance with incident objectives.

(3) Reconnaissance/Patrol/Survey. These flights are conducted in order to locate or detect fires or provide natural resource surveys over large and remote areas.

Aircraft can typically survey an entire forest or other area of responsibility in several hours.

(4) Infrared (IR) Imagery. IR imagery missions gather information for the firefighters and Incident Command Team to use for tactical decision making and situational awareness. Depending on the sensor installed, the aircraft may fly this mission during the day or night to detect fires and spot fires, identify hotspots, and gather information and intelligence regarding the present location of the fire to provide to the ground in real-time. The systems have also been used effectively to provide guidance for the delivery of firefighting suppressants. In 2013, the FS implemented a night air attack platform coupled with IR imagery to provide oversight and imagery for the night helicopter operations in southern California. This mission is typically flown at a lower altitude than IR Mapping and can be combined with the Air Attack platform orbiting the FTA at a minimum of 2,500’ AGL or a minimum of 3,500’ AGL if the aircraft is not operating in the Air Attack role.

(5) Additional Missions. In addition to the special missions listed above, FS aircraft are used for a variety of other missions including, but not limited to, administrative use flights, pilot training/proficiency flights, cargo transport, law enforcement, and research. These missions typically follow the standard flight profile (take-off, cruise at a high altitude, and landing) and may not require special maneuvers, except for law enforcement and research which may require lower altitudes and passes over an area of interest depending on the mission objective. FS aircraft are also used in unpredictable, emergency situations such as accident investigations, emergency cargo/equipment delivery, and audit teams when commercial services are not available or cost effective to transport the team or equipment.

B.5 CERTIFICATIONS AND APPROVALS

(a) The Multi-Mission Aircraft shall be a new manufacture (less than 25 hrs), turbine single-engine powered, 14 CFR Part 23 airplane certified in Normal Category.

(b) The Multi-Mission Aircraft shall:

(1) Be an FAA Type Certificated 14 CFR Part 23 airplane in accordance with Part 21.

(2) Hold a FAA Airworthiness Certificate issued under 14 CFR Part 21.183.

(3) Be Certified for Visual Flight Rules (VFR), Instrument Flight Rules (IFR), and for flight into known icing conditions in accordance with 14 CFR for all weather operations, including day and night operations, and icing conditions IAW 14 CFR Part 23.1419.

(4) Have a maximum Gross Take-Off Weight (GTOW) not to exceed 12,500 lbs.

(5) The Multi-Mission Aircraft must have an OEM inspection program that ensures continued airworthiness while performing the missions defined in Section B-4.
