EVALUATION FACTORS FOR AWARD

132 Amendment 03

(4) Organizational Experience – Experience is a matter of the number of opportunities an Offeror has had to do similar work and to encounter the kinds of problems that the Contractor is likely to encounter in the performance of this contract. Offeror’s experience will be evaluated using considerations such as organizational experience, key personnel qualifications and experience (ie Management Personnel, PICs and Maintenance Personnel. Key Personnel must meet all minimum requirements).

(5) Business/Price Proposal – Each unit price proposed shall be evaluated to determine its reasonableness for effort proposed and to determine the demonstrated understanding of the level of effort and equipment needed to successfully perform these services.

Award may not necessarily be made to the Offeror submitting the lowest priced offer.

The Government reserves the right to make cost/technical trade-offs that are in the best interest of the Government.

The hypothetical quantities for flight hours are for price evaluation purposes only and do not represent any actual quantities to be ordered.

The non-price factors, when combined, are approximately equal to price. The non-price factors and sub-factors are of equal importance.

The Government may award multiple firm fixed-priced contracts with economic price adjustments. Award decisions will be made and executed for each contract line item number. An Offeror must be awarded at least one of the contract line item numbers 1 through 6 in order to also be awarded Item No. 7 (See Section B). Item No. 7 may not be the only item awarded to any Offeror.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement (base year) per Contract Line Item (ie per aircraft offered). This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive at the total price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

M.3 EVALUATION QUANTITIES--INDEFINITE DELIVERY CONTRACT (AGAR 452.216-72)

(FEB 1988)

To evaluate offers for award purposes, the Government will apply the offeror's proposed fixed-prices/rates to the estimated quantities included in the solicitation, and will add other direct costs if applicable.
