Certification Basis
The aircraft will be in Bail status from the USCG to the USFS for the duration of the IOC contracts or until the aircraft are delivered to Program Depot Maintenance (PDM) or delivered to the USAF for installation of the Retardant Delivery System (RDS).
The USFS will self-certify the aircraft as airworthy under the definition of 14 CFR 1 public use aircraft. The basis for self-certification of airworthiness will utilize the USCG PG-85-00-70A Aircraft Configuration Control Board Process Guide, Technical Airworthiness Assurance Certification Process to maintain configuration control and make airworthiness determinations that comply with governing documents and requirements. Final airworthiness authority and approval of the ACCB 2 Full Airworthiness Certification will be by the USFS and in accordance with FSM 5700 and FSH 5709.16.
