B.1 SCHEDULE OF ITEMS

(a) Description of Pricing

(1) Offeror’s must provide pricing for all items and be capable of providing the following complement of personnel:

(2) Contract Line Item Numbers (CLINs) for the first year are identified as Item 1, CLINs for the second and third year are identified as Item 2 and Item 3 Respectively. Sub CLINs are identified as X.A, X.AB, X.B etc. (where X is equal to the contract year) as determined by the specific items for each year.

(3) Guaranteed Items: Items identified in the schedule of Items below as “Guaranteed” under “Quantity” are guaranteed to be ordered for the first year of the contract as well as subsequent option years, provided the contract is renewed for the option year.

(4) Estimated Items: Items identified in the Schedule of Items blow as “Estimated” under “Quantity” are not guaranteed to be ordered under the contract and will be ordered via a separate Task Order to the contract if/when the need becomes known.

(5) Back Shop Crew: The estimated timeline for the Back Shop Crews are our best guess as to when the crew will be needed. However, the need may change with respect to the date needed. Once ordered the crew will remain on contract to for back shop support for the remainder of the contract provided the last option year is exercised by the Government.

(6) The Primary Crew will support both IOC Fire Season and IOC Non Fire Season as described in the solicitation/contract. During IOC Fire Season crews will work a minimum of nine hours per day with extended standby being paid for all ordered hours worked over the nine hours each day. Pricing for the IOC Fire Season shall be priced on the basis of nine hours per day seven (7) days per week (relief personnel required during IOC Fire Season). During IOC Non Fire Season, crews will be required to work eight (8) hours per day, five days per week (excluding holidays) and Extended Standby will be paid for all ordered hours worked over eight (8) hours per day. No relief crews are required during IOC Non Fire Season. Pricing for IOC Non Fire Season shall reflect eight

(8) hour days, five days per week excluding holidays.

(7) Secondary and Back Shop Crews will be required to work eight (8) hours per day, five (5) days per week (Monday – Friday (excluding holidays)) and Extended Standby will be paid for each ordered hour worked over eight (8) hours. Pricing for Back Shop Crews shall reflect eight (8) hour days, five days per week excluding holidays.

B.2 BACKGROUND

(a) The 2014 National Defense Authorization Act (NDAA), Sec 1098 directed the transfer of seven HC-130H aircraft from the U.S. Coast Guard (USCG) to the U.S. Air Force (USAF) for modifications, to facilitate subsequent transfer to the U.S. Department of Agriculture for use by the Forest Service (USFS) Director of Fire and Aviation Management (FAM) for multiple missions including Initial attack of wildland fires, large fire support, flight crew training and other missions as deemed necessary to the USFS. The Act’s language also directed transfer of initial spares and necessary ground support equipment for the HC-130H once the USFS takes possession of the aircraft. The sparing and GSE will not be transferred to the USFS to support USCG bailed aircraft during the Initial Operating Capability (IOC) however, the USFS will have access to USCG sparing and GSE.

(b) During IOC up to two (2) USCG HC130H aircraft will be bailed to the USFS and operated.

One aircraft will be equipped with a US Forest Service owned Modular Airborne Fire Fighting System (MAFFS II) and will be employed for limited retardant dropping use during the 2015 field season and other missions outside that period. The second will be utilized for flight crew training until it is delivered to Programed Depot Maintenance.

(c) The multi-mission aircraft equipped with the MAFFS II system will cease operations when the first of the seven HC-130H aircraft are transferred to the Forest Service with the NDAA directed gravity retardant delivery system (RDS) installed. It is the intent of the Forest Service to have all flight crew and maintenance activities of the bailed and transferred HC130H aircraft provided by contracted sources in a Government Owned and Contractor Operated (GOCO) business model.

B.3 SCOPE OF CONTRACT

(a) The resulting contract will provide for Contractor Logistic Support (CLS) Services of HC- 130H multi-mission aircraft at McClellan Air Park, (MCC) California. Services will be for the IOC period of the USFS HC-130H project. The estimated flight hours are approximately 200 hours in 2015, following years may increase by up to 50% based on need and fire season severity. The requirement is to provide organizational level aircraft maintenance services to include scheduled, unscheduled maintenance,and back shop support of HC-130H aircraft. Additonal aircraft maintenance or aviation related duties may be assigned. The aircraft will be maintained in accordance with the current USCG maintenance programs and procedures for the HC-130H.

Maintenance management and direction of contract maintenance personnel will be provided by the USFS / USCG project team in association with USCG Air Station Sacramento and the USCG Aviation Logistics Center (ALC) in Elizabeth City NC.

(b) The USFS HC-130H aircraft are used for multiple missions including initial attack of wildland fires, large fire support, flight crew training and other missions as deemed necessary to the USFS. The aircraft and fixed maintenance facility will be at MCC. When at a location other than MCC, maintenance discrepancies that are grounding issues will cause the aircraft to remain at the deployed, location until the discrepancy is corrected.

(c) Initially, this contract will support two HC-130H aircraft. Future needs will be determined by the Government however the maximum number of aircraft supported at any one time will be two aircraft.

(d) The contractor shall provide the aircraft maintenance and logistical support necessary to meet the requirements of this solicitation and resulting contract in support of the U.S. Forest Service HC-130H multi mission aircraft, equipped with a MAFFS II system during IOC. The contractor shall provide maintenance personnel and equipment at the USFS facility located on the McClellan Air Park (MCC) California USA. The contractor shall also provide associated maintenance and logistics support at other locations as determined by the Forest Service when the aircraft does not return to MCC due to maintenance or other issues. Work shall be directed by the USFS and USCG maintenance personnel assigned to the USFS HC-130H IOC project.

(e) The establishment of a good working relationship between the Contractor and Government is essential to the success of this contract. The Contractor’s employees' cooperation, professionalism, and positive attitude are required to establish the necessary relationship that must exist to successfully complete this contract. Additionally, the aircraft will be operated by a contracted aircrew. The establishment of a good working relationship between the contractors is also essential to the success of this contract.

(f) The Government has interagency and cooperative agreements with other Federal and State Agencies and private landholders. Aircraft supported by this contract may be dispatched under this contract for such use.

B.4 AERONAUTICAL MAINTENANCE MANAGEMENT SYSTEM AND APPLICABLE

DOCUMENTS AND DIRECTIVES

(a) The HC-130H aircraft shall be maintained in accordance with all applicable Coast Guard Bi- Level (organizational and depot level) maintenance requirements as well as USAF requirements for aircraft that perform the MAFFS mission. Technical Airworthiness Assurance is directed by the USCG Aircraft Configuration Control Board process. This process ensures safety, mission effectiveness, configuration control, life cycle support, and the continued airworthiness of the aircraft. A majority of these maintenance requirements and functions are covered in the following Coast Guard, Air Force, and USFS policy, directives, manuals, and process guides:

(b) The Contractor shall comply with all required documents and their direction necessary to sustain the HC-130H aircraft during this contract. The USCG policy, manuals, process guides and directives will remain foundational to the USFS aeronautical maintenance management system in order to maintain the same aeronautical maintenance management system as the USCG for these aircraft throughout their service with the USFS.

(c) The Contractor shall accomplish all USCG maintenance requirements in accordance with USCG directives. These actions are accomplished by performing inspection, repair, modification, preservation, testing, and condition or performance analysis. There will be additional inspection and maintenance requirements due to the MAFFS II installation and the airtanker mission being performed. All inspection and maintenance actions will be generated from the current USCG aircraft management systems. The computerized systems that the CG uses to accomplish flight and maintenance operations is Asset Logistics Management Information System (ALMIS), which is comprised of Electronic Asset Logbook (EAL), Asset Computerized Maintenance System (ACMS), and Technical Manual Application System

(TMAPS).

(d) Utilization of ALMIS, EAL, ACMS, and TMAPS by the Contracted maintenance personnel is mandatory and critical to safe and efficient maintenance management. The Contractor shall accurately document and report all maintenance data in ALMIS. The importance of accurate data reporting and management review must be emphasized at all levels of the maintenance organization. Personnel provided shall have a proficient working knowledge of ALMIS, EAL and ACMS requirements, procedures, and capabilities. Training on ALMIS, and TMAPS will be provided prior to work commencement.

B.5 LOCATION OF WORK

(a) The work specified in this SOW shall be primarily performed at a Government Facility at McClellan Airfield, Sacramento, CA. The Government may dispatch the maintenance crews to other locations to support USFS operations IAW B.7.

(b) The Government reserves the right to require Contractor personnel to “sign-in” upon entry and “sign-out” upon departure from the Government facilities. Certain Government agencies may have security requirements, which necessitate the use of building access passes. No direct charges to any order or order issued under a contract may be made for personnel or facility security clearances. The contractor will make all necessary arrangements for parking and access to the USFS ramp facility with local airport authorities.

B.6 TECHNICAL REQUIREMENTS

The Contractor shall hold an ISO 9000 certification, and where applicable operate in accordance with the certificate during the life of this contract.

B.7 OFF-SITE SUPPORT

(a) At the direction of the Government, Contractor personnel will be required to deploy to other airtanker bases or locations during periods when the aircraft is deployed to another Airtanker Base or other operational needs established by the Government. Upon notification of the need to travel, the contractor is responsible to set up all travel requirements to support the maintenance mission.

This includes, but is not limited to any vehicles required, or air travel. Provisioning the maintenance crew with appropriate tools will be coordinated with the USFS Project Inspector (PI). The Contractor may be required to supply tools and equipment for off-site support as outlined in Exhibit 1.

(b) When Government provided equipment is utilized for off-site support the Contractor is required to obtain GSE, special tools, and parts from USCG or USFS approved sources and transport to the AOG aircraft directed by the USFS PIs. Due to the nature of the Aerial Firefighting Mission the contractor should make all necessary arrangements to have the aircraft available as soon as practicable with respect to safety of flight, USCG policy and procedures, DOT regulations, and duty requirements of this contract. Travel to the AOG aircraft should commence no later than 12 hours after the notification of AOG aircraft and proceeded with limited delay. Delays in acquiring the necessary GSE, special tools, parts or other associated requirements due to availability and priorities of the USCG may delay the return to service of the AOG aircraft. The USFS COR or PI will be notified of expected delays outside the control of the contractor.

B.8 IOC MAINTENANCE PERIODS

(a) There are two maintenance periods addressed in this contract, IOC Fire Season and IOC Non Fire Season.

(b) IOC Fire season will consist of the dates identified in the Schedule of Items. At the discretion of the Government the IOC fire season may be extended up to 45 days.

(c) IOC Non Fire Season will consist of all other times not covered by IOC Fire Season.

B.9 ADDITIONAL ON DEMAND CAPACITY

(a) The Government reserves the right to order one or more of the Additional on Demand (AOD) personnel identified in the Schedule of items in accordance with Ordering at C.11. Once ordered, the additional personnel shall be available to support ordered service within 24 hours of notification. AOD personnel must meet the same experience and qualification requirements as the primary position.

(b) The Government will continuously monitor its needs to ensure the proper number of positions and mix of skills are being acquired. In the event that the Government requires changes to either the skill mix, the number of positions, or additional logistical support the Contracting Officer will notify the Contractor and negotiate the change.

B.10 CREW COVERAGE

(a) The number of persons required will be the minimum complement of personnel while performing under this contract as required in the schedule of items. Additional positions may be offered to staff and support the USFS Multi Mission HC-130H aircraft.

(b) The Contractor is required to have all positions on site for each day of the IOC Fire Season and five days a week during the IOC Non Fire Season. Acceptable work schedules to meet 7 day coverage during IOC Fire Season, duty limitation, and the minimum complement of personnel may be 12 days on, 2 off or 6 days on 1 off.

Other schedules may be offered that meet the minimum complement of personnel while maintaining 7 day coverage and duty limitations. The Contractor shall provide relief personnel as necessary to provide seven day per week coverage during the IOC Fire Season.

(c) When AOD capacity is ordered by the Government the minimum complement plus the AOD personnel will be required. Duty limitations will apply to AOD personnel when ordered to support maintenance functions.

B.11 DUTY LIMITATIONS

(a) Within any 24-hour period, personnel shall have a minimum of 8 consecutive hours off duty immediately prior to the beginning of any duty day. Local travel up to a maximum of 30-minutes each way between the work site and place of lodging shall not be considered duty time. When one way travel exceeds 30-minutes, the total travel time shall be considered as part of the duty day.

(b) Mechanics shall have two (2)-24 hour time periods off duty during any 14-day period.

(c) Duty includes standby, work, or alert status at any location.

(e) Duty time does not include time when released from duty.

(f) Duty time will include all hours between release and call back if a return to duty or call back is required.

(g) Mechanics may be removed from duty for fatigue or other causes created by unusually strenuous or severe duty before reaching duty limitations.

(h) The mechanic shall be responsible to keep the Government apprised of their ground duty limitation status.

(i) AOD, relief, or substitute mechanics reporting for duty under this contract shall be required to furnish a record of all duty time during the previous 14-days.

B.12 WORK HOURS

(a) Typical work hours during IOC fire season are seven days a week from 0800-1800.

However, in order to support the USFS’s operational schedule and aircraft availability the schedule may vary. The work hours for the Contractor employees under this contract will typically fall outside of the standard eight (8) hour day, Monday – Friday and will include extended standby, weekends, and night work. The contract personnel will work rotating or irregular shifts scheduled by the USFS COR/PI based on maintenance requirements. To ensure a fully mission capable aircraft there will be no set days off for personnel. It is the contractor’s responsibility to work with the PI and COR to ensure duty requirements of this contract are met while maintaining staffing levels directed by the USFS.

(b) Typical work hours during the IOC Non Fire Season are Monday through Friday, 0800-1630.

Due to the multiple missions the aircraft is available for, work hours during off season times may involve rotating or irregular shifts as scheduled by the USFS PI and COR to ensure the aircraft is fully mission capable.

B.13 NIGHT OPERATIONS AND OTHER MISSIONS

Flight operations for firefighting will not be performed at night. The contractor shall, at the direction of the USFS PI, perform routine and non-routine maintenance to ensure the aircraft is available by 0900 the following day. Training or other missions may be flown at night during the IOC Non Fire Season. The contractor shall provide maintenance personnel at the direction of the USFS PI to ensure the aircraft is available for other missions including flight training, aircraft relocation, cargo or passenger flights. The Government reserves the right to initiate other mission flights on short notice, day or night.

B.14 WEEKENDS AND HOLIDAYS

The contractor will ensure that during the IOC Fire Season the maintenance requirements of the aircraft, as directed by the USFS PI, are met regardless of weekends or Federal Holidays.

During the IOC Non Fire Season a standard 40 hour work week will be utilized and holidays will normally be off duty and not paid under this contract. At the Governments discretion, during the IOC Non Fire Season maintenance personnel may be required to work on weekends or holidays to meet multi mission requirements. The Extended Standby rate will be paid for all work hours worked on the holiday or weekend during IOC Non Fire Season. The USFS PI and USFS CO will coordinate with the contractor to ensure maintenance schedules are met.

B.15 IOC NON FIRE SEASON AFTER HOURS CALL BACK

The contractor shall, as necessary, provide response within 24 hour for weekends, holidays, and after normal duty hour for mission support during the IOC Non Fire Season period.

B.16 CONTRACTOR SPONSORED FUNCTIONS

All Contractor company functions (training, social gatherings, etc.) shall be conducted outside business working hours, at the Contractor’s expense and not at the Government facility.

B.17 GOVERNMENT SPONSORED FUNTIONS

(a) USFS sponsored functions are not deemed to be part of the Contractor’s normal duties.

This does not include mandatory training sponsored by the government.

(b) Limited Contractor safety briefings (15 minutes or less) in conjunction with assigned duties, on an as required basis, are acceptable during the work day. These work briefings shall be coordinated with the Government representative on site and shall not be scheduled more than once per day, as deemed appropriate by the Government.

B.18 GROUND CHECKS AND FLIGHT CHECKS

The Contractor shall request agency ground checks or functional check flights upon identification of maintenance that would require such checks. The Government will provide qualified pilots to conduct ground checks and flight checks to complete the corrective maintenance and verify the aircraft is fully mission capable following corrective maintenance requiring ground runs or flight checks. Contract maintainers are prohibited to perform ground run/checks and APU operation unless designated by the CO.

B.19 FLIGHT OPERATIONS

Contract maintainers will not fly aboard MAFFS configured aircraft. Contractors may be required to fly on agency approved aircraft in support of an USFS aircraft requiring maintenance away from MCC.

B.20 CONTRACTOR PROGRAMS AND POLICIES

(a) Tool Control Program.

The Contractor shall possess a tool control policy and program that meets current COMDTINST M13020.1 and National Aerospace Standard (NAS) 412 to manage and account for every tool used to maintain the aircraft. The program shall ensure that all tools used for aircraft maintenance have been properly accounted for following each maintenance action on each aircraft. All tools shall be visually accounted for before the aircraft is maintenance released and certified as airworthy. A labeling or numbering system should be assigned to identify each toolbox and should provide foam cutouts for each tool in every toolbox to allow for quick and easy visual inspection. Contractor’s mechanics shall include the applicable toolbox under the corrective action section EAL to identify the toolbox used for that maintenance. In the event that the contractor discovers a missing tool, all aircraft shall immediately be grounded until the tool is located or a complete and thorough inspection of each aircraft present confirms that there are no tools in the aircraft. Special tools and larger tools that do not fit into a tool box can be stored within the maintenance shop spaces, so long as there is an accountability program set up to ensure that they are not left in the aircraft following maintenance. When utilizing Government tools and equipment the applicable Tool Control Programs shall be followed.

(b) Foreign Object Damage (FOD) Program.

The Contractor shall possess FOD program and procedures that meets current NAS 412.This program shall address FOD prevention during aircraft maintenance in USFS facilities and during flight line maintenance. The program shall also address FOD prevention in run-up areas and ramp areas. It shall include a requirement to report and investigate FOD Incidents. The program shall also incorporate control of hardware, personal items, and debris created during contract maintenance activities.

(c) Confined Spaces Program.

The contractor will establish, maintain, and utilize an Aircraft Confined Space Program in accordance with federal, state, and local regulations. It is the responsibility of the contractor to ensure all Contractor employees performing under this contract maintain adherence to their Confined Space Program.

(d) Aircraft Towing Procedures.

The Contractor will possess procedures for aircraft towing including a tow supervisor, pre-tow briefing, tow crew compliment, towing speeds, obstacles, towing in congested areas, signaling, tow vehicle operations, and tow bar installation and removal. The procedures shall also include training requirements, letters of authorization, and training re-currency requirement. The Contractor is responsible for training Contractor employees in these procedures. Reference

B.21 HAZARDOUS MATERIALS

(a) The contractor is responsible to ensure compliance with all Federal, State, and Local Hazardous Materials and Hazardous Waste regulations.

(b) The contractor will utilize existing USCG Air Station Sacramento Hazardous Materials/Hazardous Waste policies and procedures. The contractor is responsible to train employees in local standards for hazardous waste and chemical procedures as defined in CGAS instructions

B.22 CONTRACTOR PROVIDED EQUIPMENT AND TOOLS

(a) Basic Aircraft/Maintenance Tools

The contractor shall provide basic tools for each technician based on the technician’s qualifications and area of expertise (AMT/AET). Tools for each technician shall be controlled IAW the Contractor’s tool control program.

(b) Special Tools and Test Equipment

(1) The Contractor shall own and have available special tools and test equipment as listed in Exhibit 1.The Special tools and test equipment shall be calibrated if required by the special tool and all tools and equipment shall be in serviceable condition. The government will provide all special tools and equipment on an as available basis. In the event that special tools and equipment are not available from the government, the contractor shall make them available.

(2) The Government reserves the right to order special tools, and test equipment at any time during this contract to support the USFS Multi Mission HC-130H. Once ordered, the ordered special tools and/or test equipment shall be on site within 24 hours of the order.

If shipping is required, shipping will be at the Governments expense.

(3) Equivalent special tools and test equipment may be offered with documentation supporting the substitution. Equivalence is subject to Government verification.

(c) Personal Protective Equipment

The Contractor shall provide all Personal Protective Equipment (PPE) for personnel. PPE shall meet OSHA requirements.

(d) Vehicle Support

(1) The Contractor shall provide transportation for maintenance technicians with personal tools while at MCC and while deployed to AOG aircraft and/or other locations.

(2) The Contractor shall provide vehicle(s) capable of transporting maintenance personnel, SE, special tools, large repairable parts including but not limited to aircraft engines in QEC’s, propellers, and built up main tires. Vehicle used to transport SE, engines, propellers or other sensitive cargo must meet the requirements of the USCG, limitations of the applicable cargo, and DOT requirements.

B.23 CALIBRATION PROGRAM

The Contractor shall ensure that an effective calibration program is implemented for assigned equipment and tools. Commercial activities in the local vicinity are generally capable of providing the service necessary. The contractor shall maintain records that account for the calibration, maintenance, and custody of each piece of test equipment and special tools. Interval tracking shall be accomplished using local or calibration facility tracking list. At a minimum all calibrated tools and equipment shall be calibrated every 12 calendar months unless otherwise governed by another more restrictive calibration program.

B.24 CONSUMABLES

(a) Consumables (examples: greases and lubricants) will be provided by the Government. The Authorized Chemicals List is attached in Exhibit 3.

(b) The Government may from time to time require the Contractor to purchase minimal equipment or consumables valued at less than $10,000 during the life of the contract. If the Contractor is required to purchase equipment at the direction of the Government, the Contractor will be reimbursed in accordance with paragraph.C.11.

B.25 SHELF LIFE PROGRAM

The contractor shall have a shelf life program that ensures no out dated consumables are used in the servicing, maintenance and inspection of the aircraft, assemblies, and components of the USFS IOC HC-130H program. The Contractor is responsible for ensuring that all consumables are acceptable for use in the aircraft in accordance with the above program. Outdated consumables shall be disposed of as directed by the Government.

B.26 PARTS, COMPONENETS, ASSEMBLIES AND HARDWARE

(a) All component/assembly maintenance, overhaul, repair, and testing will be performed in accordance with USCG policy and procedures and coordinated with the USFS PI in conjunction with the USCG ALC and Sacramento CG Air Station. The Contractor will assist USCG personnel in the maintenance, repair, overhaul, and testing of components, and assemblies such as propellers, engines, quick engine change (QEC) units, and other items as directed by the USFS PI. This work may be performed away from the USFS facility in the local area (at McClellan Airfield) and will not be considered off site support.

(b) Parts and components shall be ordered through USCG ALMIS and coordinated with the USFS PI. Assemblies, components, and line replaceable units that are removed or require maintenance will be handled in accordance with USCG policy and procedures coordinated with the USFS PI and USCG ALC USFS HC-130H Product Line in Elizabeth City NC.

(c) Hardware such as standard fasteners, specialty fasteners, and other general hardware will be provided by the government.

B.27 SHIPPING AND RECEIVING

(a) Shipping and receiving of contractor supplies such as consumables, tooling, and equipment when requested by the government will be at the expense of the government and will be performed by the Contractor.

(b) Shipping and receiving of parts, components, and assemblies from the USFS facility to the USCG ALC will be accomplished in accordance with USCG policies and procedures at the expense of the Government and will be performed by the Contractor.

B.28 PERSONNEL MANAGEMENT

(a) The Contractor shall appoint one Lead Mechanic as primary point of contract for the Government. That individual shall have the ability to represent the Contractor in all matters except those that affect time or price.

(b) The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with the appropriate combination of education, training, and experience, as defined in the position descriptions below. The Contractor shall be responsible for the employment, training, guidance, and supervision of qualified personnel to accomplish the work assigned.

B.29 GOVERNMENT PROVIDED TRAINING

(a) Contractors shall attend USCG/USFS provided training during normal work hours, as directed by the USFS. The USFS will provide training to the contracted mechanics detailed in Exhibit 4. This training will be required for all Contractor personnel performing under the contract. Location and time of the training will be coordinated with the CO and is to be completed prior to performing maintenance on USFS HC-130H aircraft.

(b) Replacement contract personnel must receive training at the Contractor’s expense and will be provided at a time mutually agreed to by Contractor and the CO.

B.30 CLS CONTRACTOR PROVIDED TRAINING

Contractor provided training on Government time shall be authorized in advance by the CO and will be at the Contractor’s expense and limited to one (1) hour per month. Additional required training, not on Government time, for Contractor personnel may be conducted off site at the Contractor’s expense; however the Contractor shall provide a workforce minimum of 100%,…
