OF
PROJECT DESCRIPTION:
Although vegetation is undergoing rapid change, predictions by DeVelice (2001) show tall shrub abundance, and therefore moose habitat, to be relatively stable over the next 75 years. This is based on the inference that willow communities represent 50% of all tall shrub dominated vegetation of the west Copper River Delta. Although the total tall shrub habitat is to remain relatively stable, the open tall shrub class is predicted to essentially disappear. If the closed tall shrub class has a lower willow component or is less valuable to moose than the open tall shrub class, then significant losses of moose forage could occur.
The Moose Winter Range Improvement Project was developed to improve wintering habitat for moose on the west Copper River Delta.
OBJECTIVES:
Reduce the amount of alder and spruce
Encourage vigorous re-growth of willow
Increase moose forage in the core moose winter range
SCOPE:
The purpose of this contract is to have the contractor furnish all labor, equipment, fuel, oil, transportation and supplies to perform wildlife habitat improvement work on approximately 100 acres on the Cordova
Ranger District of the Chugach National Forest.
The bidder is strongly encouraged to inspect the project work area and make their own estimates of amount of vegetation to be treated. The government has provided estimates of treatment area acreage. It will be assumed that the bidder is satisfied as to the nature of the work to be performed and the character of all conditions to be encountered. The attached maps are intended to show only the general size and location of the project.
PROJECT LOCATION:
It is anticipated that at approximately 100 acres will be cut within two units: the 22 Mile Unit
(Fig. 1) and the North Landfill Unit (Fig. 2). The approximate acreage of the 22 Mile unit is 87 acres and the North Landfill Unit is 36 acres. The exact acreage to be cut from these polygons will be determined by the contracting officer and is dependent on accessibility and buffers around fish and wildlife habitat areas. Access to this unit may require crossing of anadromous streams for which permits will be required. The location of each unit in relation to each other is shown in figure 3.
TECHNICAL SPECIFICATIONS:
Timing: Activities may occur from December 1 to April 30th
Unit Identification: Unit boundaries are flagged with pink and orange flagging
Stipulations
S1. Additional live or dead trees may be marked as leave trees or identified by the Forest Service. These will be identified with blue flagging.

S2. Retain standing dead trees that have evidence of existing wildlife nesting.
S3. If an active northern goshawk nest is found during project activities, do not treat the area within 660’ of the nest and notify the COR.
S4. If a bald eagle nest is found during project activities, do not treat the area within 330’ of the nest and notify the COR.
S5. Maintain all live spruce and cottonwood >10” dbh
S6. During the course of the project if any surface or sub-surface features or artifacts are located, project work will cease in that area and the COR will be contacted immediately.
S7. No cutting will occur outside of the areas marked
S8. Hydroaxing will occur on ground that is frozen to support equipment without resource damage and a frost depth of at least 4 inches.
S9. Snow depth must be less than 1.5 feet.
S10. Contractor will provide a temporary bridge or until ice is strong enough to support the equipment to cross sloughs and waterways if an alternative route cannot be established.
S11. The USFS will obtain he permits for crossing anadromous streams. The contractor will be required to attain any other necessary permits to access the units.
CONTRACT OPERATIONS: Contract operations may proceed anytime after issuance of the Notice to
Proceed, adhering to the timelines associated with each unit. The COR must be notified at least 3 days in advance of beginning work.
PRE-WORK CONFERENCE: Prior to mobilizing manpower to the project location(s), the contractor will participate in a pre-work conference. At the pre-work conference, terms and specifications of this contract will be reviewed.
CONTRACT DEFAULT: A Contractor’s failure to comply with all the terms, specifications and production schedule of this contract may result in a declaration of contract default by the government. In the event that a default action occurs, the government at its sole discretion may award the contract to the next highest qualified bidder.
METHOD OF MEASUREMENT: All linear and area measurements required under this contract will be measured on the horizontal plane.
RE-MEASUREMENT: Re-measurement of the acreage under this contract will be made upon the written request of the Contractor. If re-measurement indicates a difference of not more than 5 percent from the original measurement, the Contractor shall bear the actual costs of the re-measurement.
Payments will be based on the second measurement. No adjustment will be made for a difference of one acre or less.
CONTRACT PAYMENTS: The contract will be bid and payments made on a per-acre basis. At the time of receiving bid quotations, the RCA disclosed the fact that Bid quantities (number of acres) are approximate estimates at the time of receiving bid quotations and that Contract payments will be based on acreage determinations from field traverses around pre-felling units. These field traverses will be conducted by the COR or his designated field representative for administration of this contract. Invoices may be submitted monthly for unit /subunit completion for partial payments
GOVERNMENT FURNISHED PROPERTY: There is no Government furnished property.
