Hydro ax Services Amendment 0001
Pre Proposal meeting
AG-0120-S-13-0044
Hydro Ax Services
1. Pre Proposal meeting and site visit for hydro ax services on the Cordova RD was held on 16 July 2013. Maps have been provided showing the proposed location for approximately 100 acres.
2. Responses are to be submitted to me by 2:00 on 2 August. These may be sent by email or mail/hand delivered to 161 East 1st Ave, Door 8 in Anchorage.
3. Award will be based upon a best value acquisition. See pages 33 – 35 of the solicitation that states what information must be submitted with your response.
· Technical Approach – provide narrative explaining the ktr has a clear understanding of the work to be performed. Include make and model of equipment to be used. Submission of photos of equipment is encouraged.
· Personnel Resumes describing qualifications of individuals working on this project.
· Relevant Past Performance.
4. The period of performance is from 01 Dec 2013 thru 30 April 2015. A minimum of 50 acres must be performed each year but contractor is encouraged to complete more acres if weather conditions permit. Activities must end by 30 April of each year.
5. No economic price adjustment for the increase of fuel throughout the contract period will be allowed. Companies are to compute the anticipated change in fuel prices in the unit price.
6. The actual amount of acres awarded will depend upon the prices received. Unit prices Awarded in the past have ranged from $500.00 - $550.00.
7. Technical specifications are provided on pages 2 & 3. Note that hydro ax services will occur on ground that is frozen to support equipment without resources damage and when a frost depth of at least 4”. Snow depth must be less than 1.5 feet. The COR has the final determination when conditions are allowable for the work to be performed. The actual starting date may be delayed if these conditions are not met. Contractors need to be aware if work is started when the above conditions exist and then warm up – this will require equipment to be remobilized, at no additional cost to the government.
8. Permits were discussed. The USFS will obtain the permits for crossing anadromous streams.
9. The contractor is required to include any snow removal on their unit price. If significant snow fall occurs, it is unlikely that the contractor will be performing hydro ax services at that time.
10. Amendment 0001 will include an updated wage determination 1996-0372, Revision 27, dated 06/19/2013. The hourly rates remain the same but fringe benefits have increased.
11. The USFS will be responsible for ribboning off the perimeter of the work area prior to the contractor starting work.
12. Companies responding to this solicitation must be registered in SAM (System for Award Management) prior to award. The government reserves the right not to award to a company if SAM registration will result in an extended delay to complete the registration.
13. The companies participating in the meeting were: Wilson Construction of Cordova, AK and Alaska Land Clearing of Anchorage, AK.
