Questions asked AG-0120-S-12-0045
1. Can a company that is a large business concern and is owned by an Alaska Native Company (ANC) submit a proposal as a prime contractor?
FS Response: No. An ANC is not necessarily a small business concern. They still have to meet the size standards under the NAICS 541330 - $14.0 million.
2. What % of the work is a prime contractor required to perform on each task order?
FS Response: The small business concerns that are selected as one of the IDIQ contractors will have to do 50 percent of the work. When reviewing the proposals, the USFS will verify the labor mix to ensure they comply with FAR 52.219-14, Limitation on Subcontracting. The burden of proof is on the prime. They will submit resumes of their key personnel and identify their subcontractors that will be utilized during the life of the contract.
3. Please provide the names and addresses for the six current IDIQ contractors whose contracts expire on 11/30/2012.
FS Response: See attached list.
4. Will the majority of the task orders be performed on the Tongass National Forest or the Chugach National Forest?
FS Response: In the past 3 years the majority of the work was performed on the Tongass National Forest. However, there is no guarantee where the majority of the work for the base year and option periods will be performed.
5. What is the average dollar amount of the task orders awarded in the past 3 years?
FS Response: The Tongass and Chugach National Forests awarded 19 task orders totaling $3,193,008.30 for an average of $168,053.06.
6. Will a Pre-Proposal meeting be held?
FS Response: Yes. See details on page 40, paragraph L.5 of the solicitation:
