Pre-Proposal Meeting Notes AG-0116-S-15-0013 Cascade Creek Stewardship May 6, 2015 10:00am Alaska Time Teleconference Number: 907-586-7554

Attendees:

Catherine Powell, CO Barth Hamberg, COR Brad Hunter, Inspector - Absent Paul Olson, Inspector

Questions:

1. Do you know where the rock is being sourced? Offeror’s must source the rock themselves.

2. Do you have barge and helicopter contacts for Petersburg? It is recommended that Offeror’s do their own research into barge and helicopter contacts.

3. What is the percent of performance and payment bonds? Performance and Payment bonds will be required from the successful Offeror within 10 days after award. These will be in the amount of 100%.

The Bid Bond or Bid Guarantee is 20% or 3 million whichever is less.

4. MSPA - If I don’t employ Migrant or Seasonal Workers do I have to go through this process to obtain a number? This applies to Contractors who employ Migrant or Seasonal Workers as defined in the contract clauses.

5. Bridge - is the new bridge in same location as old bridge? The new bridge is downstream from old bridge. It is not in the same location. The staircase may overlap on the site of the bridges on north side.

6. Flagstone rock material, is there a source? There are commercial sources in Petersburg. Reid Brothers has provided rock in the past.

7. Stump removal and large tree removal-may we use blasting materials? This is in the rest areas. Rest area 2A, sheet 14. The Forest Service has not precluded the use of explosives. There are many ways to use explosives. We anticipated stump removal by hand removal. Any blasting plan must be approved.

There is also the Preservation of Landscape clause and impact on public use to consider.

Notes to Potential Offerors:

Contractor’s responsibility for trail closure Section 904—Maintenance for Traffic

904.01 General. Before any suspension of work, take precautions necessary to prevent damage to the project, such as temporary detours, approaches, crossings, or intersections, and make provisions for normal drainage and to minimize erosion.

Pre-Proposal Meeting Notes AG-0116-S-15-0013 Cascade Creek Stewardship May 6, 2015 10:00am Alaska Time Teleconference Number: 907-586-7554 The Cascade Creek Trail will remain open to the public during construction activities except during helicopter operations over the trail, blasting operations, or while construction hazards are present.

Provide a notification of closure times to the COR 10 days prior to the closure. During closures, provide a professional-appearing “Trail Closed” sign and barriers at the trailhead and provide verbal warnings to the public when the trail and staging area are closed.

Potential Offeror’s are strongly encouraged to do a site visit.

FAR 52.236-3 Site Investigation and Conditions Affecting the Work (Apr 1984)

(a) The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to

(1) conditions bearing upon transportation, disposal, handling, and storage of materials;

(2) the availability of labor, water, electric power, and roads;

(3) uncertainties of weather, river stages, tides, or similar physical conditions at the site;

(4) the conformation and conditions of the ground; and

(5) the character of equipment and facilities needed preliminary to and during work performance.

The Contractor also acknowledges that it has satisfied itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from the drawings and specifications made a part of this contract. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.

(b) The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.

Potential Offeror’s should carefully review Section L and M for technical proposal instructions and evaluation criteria. Email and/or fax proposals are acceptable. Bid guarantees must be original.
