AG-0109-S-17-0073 EXCURSION INLET BRIDGE REPLACEMENT
QUESTIONS AND ANSWERS
08/23/2017
Q1. Where the Ford crossing is do you think this is shallow enough for track equipment and Dump trucks to cross?
A1. The minimum estimated depth of the stream is 3-5 feet and the water is fast moving turbulent water. Conditions of stream flow are unknown for the time period of construction. The bridge is closed to vehicular traffic at this time. It is advised that the contractor plan to transfer equipment across the bridge after it is launched and temporarily put in place. Pit development will be required on both sides of the bridge during construction. An empty dump truck can pass over the bridge after it is set in place temporarily. Other construction equipment including a 27,000 lb backhoe can be transported across to the far side of the bridge for earthwork. A copy of the bridge closure notice is attached.
Q2. On compaction, does this need to be density tested or do you think the F.S. will agree to an agreeable amount of passes with track and diesel plate equipment to be acceptable?
A2. Please refer to Section 204.11 Part D and E of the Forest Service Supplemental Specifications for compaction requirements.
Q3. While talking to the Acrow representative, he said he would be providing a daily rate for their person to be on site. Is the contractor or the F.S. responsible for the cost of Acrow personnel?
A3. The contractor is responsible for the cost of Acrow personnel.
Q4. I talked to The Ocean Beauty Cannery, they did say they would provide a waste area for the old bridge timbers. They are checking on if they will provide waste area for unusable excavation. If they cannot, will the F.S. allow us to waste on F.S. land if we slope and seed?
A4. There is no USDA Forest Service land at Excursion Inlet. The Forest Service has an easement for the road only. All waste areas must be coordinated with Ocean Beauty or Haines Borough.
Q5. Is there a way to find out the height of the proposed bridge depth/height from Acrow Corp. of America?
A5. Please see page 8 of the drawing package.
Follow up to Q5. I see the dimensions but there is an asterisk on sheet 8 which states in the lower left corner " *NOTE: Dimensions are based on assumed ......prior to ordering materials."
I see on page 7 they give an elevation to set the sill, but no top of deck elevation.
Follow up to A5: Per the Forest Service Bridge Engineer, the 3’9” dimension shown on sheet 8 is true to within 1/8 inch.
Q6. Is the Forest Service providing all of the equipment needed for launching the bridge?
A6. Page 52 of the FS Supplemental Specifications shows a preliminary list of all launching nose parts being provided by the Forest Service. This list should be used for proposal submission and pricing purposes.
Follow up to Q6. A packing list of components delivered to AML for barge shipping of government furnished bridge components was posted to FBO on 8/22/2017.
Q7. This question is a follow up to Q1. On your answer to question 1 equipment crossing. We spoke to Acrow, their engineer is supposed to be getting back to us on moving equipment across bridge when it is

08/23/2017 only temporarily placed. He said the engineer would need to review this. Did Forest Service get this reply from an Acrow Engineer and did Acrow say that those weights referred to in answer (1) are acceptable?
A7. The Forest Service did not get this reply from Acrow. A revised response to the original question/answer is provided:
A7. Revised response to Q1/A1. The bridge cannot be decked and driven on while it is on the temporary rollers as the rollers are not intended to support the weight of the bridge with the decking.
Contractors may choose to perform work on the far side of the bridge after bridge construction or make a water crossing with Government approval as stipulated in the contract terms.
Q8. This question is a follow up to Q2. Referring to the Class Rip Rap needed for this contract, it says commercial source. To clarify will we need to import this material and will not be able to overshoot the unclassified borrow in the two pits to obtain this Rip Rap?
A8. The Forest Service cannot confirm, based field investigations, whether the rock type and rock joints exposed in the rock outcrops will fracture to oversize pieces as specified for riprap. Locally sourced riprap that meets contract specifications is acceptable. In a previous project at Excursion Inlet, the contractor imported rock to use for riprap in reconstructing the road a number of years ago.
