AG-0109-S-17-0001 31 January 2017 Questions to the USG

RFP Section # RFP Page # Question # Statement / Question(s):

C (2) – 27 (g) 74 Q-1 The RFP states if the helicopter becomes unavailable for use and helicopter operations are not possible for an entire day (56/56 helicopter unavailability), the vessel daily rate will be paid at 40% of the vessel daily availability rate.

This penalty appears excessive and not proportional for what the costs are for the helicopter versus the full complement of the vessel. Regardless of the helicopter availability the vessel will be continuing their full support and arguably will be putting more strain on the vessel. Inspections, Insurance, Satellite

Voice/Internet Service, Fuel Consumption, Cleaning Service and Accommodations are still provided at a high level of service throughout the Exclusive Use Period.

Will the USFS remove this cross utilization penalty, keep the vessel and helicopter penalties separate to match the CLIN pricing structure provided?

UFSF RESPONSE: The reduction in the daily rate for the boat in the case of helicopter unavailability is not a penalty.

It reflects a reduced value to the Forest

Service for periods when personnel are unable to meet mission requirements

(perform field work). Payment arrangements between a prime and subcontractor is a matter solely at the discretion of the parties involved (not the

Government). It should be noted that this unavailability will not be assessed for CO approved scheduled aircraft maintenance up to two calendar days during the helicopter MAP (see C-5(14)).

Is it assumed that at the end of the 24-hour period when the helicopter is unavailable that the USFS crew will be removed at that time along with the pilot and mechanic, and that

USFS RESPONSE: Not necessarily. The crew would likely stay onboard if the aircraft is expected to return to service or if other aircraft services are being arranged (see C-27(e)).

C-7 36, 40 Q-2 Can the USG confirm necessity to file flight plans when using the flight following with the agency?

USFS RESPONSE: Yes, the contractor is required to file a flight plan and use flight following.

Exhibit 3 78 Q-3 Please confirm the USG will accept life straws / water filtration systems instead of water purification tablets?

USFS RESPONSE: Yes, the USFS will accept life straws/water filtration systems.

Exhibit 3 79 Q-4 Do we need to have a fuel pump since we will be fueling off of the boat?

USFS RESPONSE: The contractor is required to have a fuel pump as listed in

Exhibit 3 anytime a fuel pump is needed.
