4. Change requirement for boat cruising speed

(see Q/A document, Q-4). Section C(2) - 4(b)(1) is deleted in its entirety and replaced with the following:

"The vessel shall be capable of maintaining a transit schedule in keeping with the pace of survey work being conducted. This may require periods of 24 hr/day operations."

No other changes are made at this time including the date and time set for receipt of proposals.

If awarded the contract and using a subcontractor for a portion of that contract, can payment be issued through (ABS or IPP) directly to the subcontractor, or must it be payable only to the contractor who was awarded the job?

USFS Response: The Forest Service can only make payment to the contractor receiving the award—also known as the

“prime”. The prime contractor is responsible for making payment to any subcontractors in accordance with the terms and conditions in the contract.

USFS Response: 1. There are no print specifications such as margin size. However, any efforts to keep a proposal reasonably readable is appreciated.

2. Double sided printing is preferred; and

3. Use of index tabs are at the discretion of the offeror. However, any efforts to delivery organized, easily readable proposals is appreciated.

USFS Response: Yes, the government will accept the suggested change to C(2) – 4(b)(1).

Offerors are encouraged to include enough information in their proposal to support the vessel’s ability to provide this capability.

Economic Price Adjustment

Amendment 2

Exclusive Use Helicopter and Vessel/PNW Research Station

AGENCY APPROVED CLAUSE: ECONOMIC PRICE ADJUSTMENT-HELICOPTER

FLIGHT RATE/VESSEL DAILY AVAILABILITY RATE

(a) Hourly Rate for Helicopter. Hourly rate will be adjusted annually at time of exercising each option period based on the most current helicopter flight rate chart published by the

National Interagency Fire Center. That chart can be found at the following link:

Note: While this chart show appears on the Type I and Type II webpage, Type III helicopters are also listed on the flight rate chart.

(b) Daily Rate for Vessel. The price of diesel fuel (marine diesel #2) is set at a price per gallon of $2.55. The diesel fuel price is based on an average of the lowest unit price for diesel fuel in the areas listed below. Adjustments in the daily rate for the vessel offering will be established using the average of the lowest unit price for diesel fuel (1,000 gallon price, dock delivered, including all taxes and surcharges) available in the following locations:

(1) Homer, AK

(2) Ketchikan, AK

(3) Juneau, AK

(4) Seattle

The adjustment to the fuel portion of the daily rate for the vessel offering will be determined by multiplying the proportional change in fuel price (increase or decrease) by the percent of the daily rate that pertains to fuel costs. For example: If the daily rate for the vessel is

$1000, and 15% of the rate pertains to fuel, then $150.00 of the daily rate pertains to fuel cost. If the established fuel rate was $2.00 a gallon but the average price of fuel goes to

$3.00 per gallon (based upon the annual market survey), that would be an increase of 50%, and the fuel portion of the daily rate would increase from $150.00 to $225.00 ($150.00 multiplied by 1.5 or an increase of $75) making the daily rate for the vessel $1,075.00.

Conversely, if the price of fuel goes down to $1.00 per gallon, the fuel portion of the daily rate would be $75.00 ($150.00 multiplied by .5 or a decrease of $75), and the daily rate for the vessel would be $925.00.

The rate established in the solicitation will be the established fuel rate for the base period.

An initial adjustment to the daily rate incorporating the adjustment for fuel will be made at the time each option period is exercised based on an annual market survey conducted by the Contracting Officer within 60 days before expiration of each contract period (base or any option). No adjustment will be made unless the average fuel price goes up or down by

$0.50 or more since the last adjustment.
