Denise Murphy began with around the room introductions. One caller did not identify. Denise reviewed the agenda items identified in the text box above.
Denise polled each attendee after reviewing the following: Section E-1, Instructions to Offerors-Commercial items; Section E-2 Evaluation Criteria-Commercial Items; Registration in System for Award Management and Electronic Invoicing in Invoice Processing Platform and Aviation Business System. No questions were asked.
Denise noted all information shared during the call will be posted in an amendment.

Exclusive Use Type III Helicopter/Vessel Services
PreProposal Conference Call 17 January 2017 – 1pm
This is a re quest for proposals issued under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Items and it is a small business set aside under NAICS code 481211 NonScheduled Chartered Passenger Air Transportation. The small business size standard is 1,500 employees. The prime contractor does not need to be a Passenger Air Transportation company (e.g. helicopter charter provider). However, the Prime Contractor must meet the requirement to qualify as a small business with 1,500 employees or less and be able to comply with 52.219-14 Limitations on Subcontracting clause.
Proposals are due by 2 pm Alaska time on 14 Feb 2017. Proposals may be 1.) hand-carried or 2.) sent by mail (USPS or FedEx). The addresses for hand delivery and mailing can be found in Section E. Faxed and emailed proposals will not be accepted.
Offerors shall acknowledge all amendments to the solicitation with their proposal. An amendment will be issued documenting this meeting.
What to submit: Reference Section E-1, Instructions to Offerors—Commercial Items.
How will proposals be evaluated: Proposals will be evaluated based on the evaluation criteria identified in Section E-2 Evaluation Criteria-Commercial Items
In order to be eligible for award, contractors shall be registered in the System for Award Management and the certifications and representations need to be filled out. The registration must be active.
The successful contractor will be required to submit invoices electronically through the Invoice Processing Platform (IPP) for the boat. Invoices for the helicopter will be processed through the Aviation Business System (ABS). (Reference sections C-28 Payment Procedures and C(2) – 28 Vessel Payment Procedures.) Registration in the IPP and ABS systems will be required.
Talk about specifics of the requirement.

Denise reviewed all the questions emailed prior to the conference call and provided the Forest Service response. The questions and answers included in a separate document that is attached and made a part of these notes (five pages). Each attendee was polled after reviewing each question and answer. There were discussions for the questions listed below:
The following clarifying questions were asked regarding the emailed questions:
Q-5: Dave Jones (Maritime) asked: Would flight time in Aleutians be acceptable?
Brendt Mueller and Jim Lucas responded that generally, yes, time flying in other areas with similar terrain and weather would be acceptable, but ultimately it is up to the Helicopter Inspector Pilot.
Q-8: Denise added that the CORs on this contract will be designated in writing by the CO and the contractor will receive copies of this designation.
Q-10: From Dave Mastolier (Support Vessels of Alaska): Would you accept a current marine survey to fulfill those needs?
Brendt Mueller’s response: As long as the marine survey has everything that the Forest Service is asking for as far as safety and other plans, then yes, it should.
Q-11: Brendt Mueller stated that interested contractors should look at Section E-2 A2 Organizational Capability description for the information expected in the response provided in the E6 questionnaire.
Denise then opened the discussion up for any other clarifying questions.
Dave Mastolier (Support Vessels of Alaska): Our other question was in regards to the fuel price.
Brendt answered that the Forest Service would be conducting a fuel survey. Denise stated that the Forest service will post the final version of the Economic Price Adjustment as an amendment and it will include the price for fuel (vessel) in the base year of the contract. Nancy then also pointed out that it is documented in the solicitation- the fuel adjustment schedule will be once per year, at the time an option year is exercised.
Meeting ended at approximately 1331.

USB charging ports will typically be used by the front seat passenger (typically USFS Crew Leader), and forward facing passenger in the back seat, opposite side of the aircraft from the pilot (typically USFS Helicopter Manager)
Use of USB power cable for portable devices should not interfere with pilot controls
C-10 (a) 39 Q-3 What special use missions will be performed on this contract?
• Vessel Take-offs/Landings
• Mountainous Terrain
• Helitack transport (due to the mutual acceptance of choosing unimproved landing areas)
• External Loads (if option is selected)
• Operating below 500 ft (with the unimproved landings)
Basically anything that is identified on an agency pilot qualification card implies a special use mission from B-13.

C-10 (a) 39 Q-4 Please provide a list of typical helicopter missions for this contract and description of each.

C-12 45 Q-5 The RFP states that pilots need a minimum of 50 PIC hours of Southeast Alaska Coastal Flying. Would flight time in comparable locations be accepted as equivalent?
See section C-12 (d), note #2. This is at the discretion of the Helicopter Inspector Pilot.
C-12 (2) 43 Q-6 Please provide a definition or description of a tactical flight mission for this contract.
The use of ‘tactical’ in this section refers to a typical ‘operational’ flight, as described above.
C-26 58 Q-7 The RFP makes reference to the Crew Duty Schedule. Given the remote logistics and largely coordinated efforts with the customer, what is the preferred crew rotation for the Aviation Staff to meet the other staff movements?
No preference. Note that government agency personnel will likely be on an 8 to 11 day rotation during the contract period.
C-26 (1) 58 Q-8 The RFP states that requests to reposition or release the helicopter must be approved by aviation management staff. Who are the aviation management staff for this
Agency Aviation Management Staff include but are not limited to: Helicopter Managers, Contracting Officers and Contracting Officer’s Representatives contract, where are they located, and what is their relationship to contract leadership personnel, and to personnel aboard the vessel?
(COs and CORs), Unit Aviation Officers, among others. These personnel are located throughout Alaska and PNW.
C(2)-4 (A) (1) 63 Q-9 The requirement currently states “…a minimum of 12 government agency personnel plus a helicopter pilot and helicopter mechanic.” If more than 12 Government personnel are to be on board, then only an Inspected vessel or ORV could perform the work. Can we have clarification that "no more than 12 Government personnel" will be on board?
USFS contacted the US Coast Guard Sector Juneau, Chief, Inspection Division, on 1/17/2017 to verify the following:
1) The government project work to be supported by helicopter and vessel services under the USFS contract resulting from this solicitation may be supported by an Oceanographic Research Vessel for the purposes of compliance with 46 CFR 188.10-
53. The biological work we are doing can be supported from an ORV, according to the regulations.
2) The government agency personnel on board the vessel, in addition to the helicopter pilot and helicopter mechanic all count as "persons in addition to the crew." On an ORV, persons in addition to the crew are limited to 16. On an Uninspected Passenger Vessel, persons in addition to the crew are considered passengers and are limited to 12 if the vessel is over 100 gross tons or limited to 6 if the vessel is 100 gross tons and under.
Because the business need is for a minimum of 12 agency personnel plus two contracted helicopter support personnel, we would not be able to use an Uninspected Passenger Vessel without an ORV designation. We would be able to use an Inspected Passenger Vessel or an Oceanographic Research Vessel.
C(2)-20 (d) & (e)
72 Q-10 Will uninspected vessels still fall under the requirements of these two sections (C(2)-20 (d) & (e))?
Uninspected Passenger Vessels may not be subject to the USCG inspection requirements under the CFR references in C(2)-20(d) & C(2)-20(e). However, contractors proposing uninspected vessels are encouraged to provide documentation to demonstrate the condition of marine and electrical engineering details on the vessel. See section C(2)-2 for required vessel certifications.

survey will determine the fuel rate for the Base Year. The fuel rate for option years will be determined prior to the time each option is exercised.
E-1 (b) 129-130 Q-12 The proposal organization instructions call for the aircraft and vessel support plans in two places: Sections A1 c. and A2 c.
Should these plans be included in the proposal twice?
Eliminate the E6 questionnaire requirement under A1c (technical capability), but leave it under organization capability under A2c.
