Q&A for POW Bridge Removal
Contract Clauses and Terms questions:
Q.1-Pa rt1-the Schedule- Note 1- "Bond Premiums shall be included in 151(01) Mobilization.”
Should the bidder anticipate that Government will require performance and payment bonds upon award , so that costs can be added to Item 151(01)?
A. Yes performance and payment bonds are required and the cost can be added to Mobilization.
Q.2-This acquisition is 100% Small business set-aside. Does Far 52.222-23 (b) apply for minority and female participation under EEO?
A. This does apply to Small business set-asides.
Q.3-Section H-1 (b)- Provide RlO Special Project Specifications
A. The Forest service supplemental specifications (FSSS) that are included in the solicitation include both, the Tongass NF. Special Project Specifications and the Region 10 Special Project Specifications.
Q.4-Section H-4- Contractor's use and maintenance of Existing Roads: Is contractor allowed to block off and restrict public traffic to accessing the roads where bridge removals are to take place?
A. Yes, the contractor will be able to restrict motorized public traffic to both bridge sites.
The MBS on FS rd. 3005000 is behind a locked gate which restricts public motorized traffic on the road. The successful contractor will be given keys to the gate and asked to keep the gate closed.
Are there any limitations for use of the roads to perform this work in any Road Order at this time? Refer to FSSS-104.06
A. There is a significant load restriction in place on the MBS Bridge at MP 2.78 on the 3005000 C. 1. (3) Removing and transporting one ninety one foot steel modular bridge (Modular Bridge Systems). All untreated wooden components of this bridge deck are rotten and become property of the Contractor and require disposal off the National Forest.
It is expected that the bidder will identify in their technical proposal, how they will safely cross this bridge with the equipment necessary to accomplish this work.
Q.5-Section H.9- Stream Crossings: New Timing Window as a mended in Amendment 01, 5/01/14 On the 3005000 Rd @ mp.2.78 says timing window of July 1 8 to August 1 5. New work list per amend 01, shows timing wi ndow for this crossing June1 5 to
a. July 15. What is correct timing window for the removal of 91' MSB Bridge at this site?
A. The Table in the H-9 is correct July 18th to Aug 15.
Q.6-Section H-12- Says sample for of Activity Report in Section J. No Section J included with this RFP.
A. Section J is on page 21 of the solicitation. The Activity Report is attached to this amendment.
Q.7-Section I-FAR 52.215-8 (b) Order of Precedence, differs from H-1 Order of precedence.
Which one is correct for any resultant contract?
A. H-1 is superseded by Section I FAR 52.215-08.
Q.8-Section L.9- (a ) (S) - Separate Technical proposal indicated in M.2 Evaluation factors and sub- factors. Is bidder required to submit an additional technical proposal, or is Experience and Capability Questionnaire form that is included with the RFP sufficient for this proposal?
A. Section M, 1. General, states “The technical proposal when combined with the relevant past performance is more important than price. “
Q.9-What is the weight of the 91" MSB Bridge on the 3005000 Rd @ MP 2.78? A K
Commercial Vehicles requires weight to determine load and or restrictions for permit to haul over State highway to Thorne Ba y.
A. The weight of the individual bridge components are not known to the Forest Service. Since the wooden components are rotten and become the property of the Contractor (for disposal off The National Forest) it is not anticipated that the wooden portion of the bridge will be hauled to the Thorne Bay Sort Yard. The metal components can be accurately measured and their weights estimated.
Q.10-Road repairs are needed to access the bridge site (Cutthroat) for the 91' MSB structure.
Approx . 200 If from the bridge site the road is sloughed off, rock base settled. Current road comes in at 45 degrees, can accommodate a pickup truck now, but Tractor& bridge haul trailer cannot make it through this area to bridge site. Repair of this area is not listed on work list. How does the Government intend to address this area?
A. If a repair is needed in this area then the Contractor should include it in their Technical proposal. The cost of the proposed repair would be incidental to the Lump Sum Pay Item for this Bridge removal.
Q.11-How far from the 91' MSB at Cutthroat are the Government furnished sill logs and (2) bridge stringers located?
A. The Bridge sills and stringers will be located, felled and bucked to length by the Govt.
They will be adjacent to the 3005000 road between MP 0.0 and MP 2.78
Q.12-Road reconditioning is required from mp. 2.78 To mp 6.93 on the 3005000 Rod, past the 91'
MSB Bridge. This work will need to be done prior to removing the bridge. Contract states to use rock from the culvert removal excavation. Since it is dangerous to run trucks back and forth over the structure to haul any additional roc k, if needed, can a contractor use government furnished rock from existing pits on the other side of the bridge for reconstruction material if necessary?
A. Yes, barrow from quarries on the far side of the bridge can be used in the reconditioning work.
Q.13-Because of rotten wood components on the 91’ MSB Bridge, steel plates will be required for a safe surface to move heavy equipment over the bridge to do the work past the bridge. Does the government have anything in stockpile that would allow for a safe surface? If contractor has to supply this as a safety measure, how does contractor get paid for this?
A. If steel plates are to be used to accomplish this work the contractor should include this in the technical proposal and the cost is incidental to the Lump sum pay item for the work it is associated with.
No, The Government doesn’t have steel plates in stockpile for this work.
Q.14-FSSS-Section 303-Roadway Reconditioning-303.03 and 303.04 say to repair soft & unstable areas and repair holes according to sub-Section 204.07. Section 204 is deleted in its entirety and replaced. Is 204.07 applicable to Section 303?
A. FSSS 204 is deleted and replaced with a different specification Section which doesn’t include supplemental specification 204.07, in this case since the supplemental specifications do not replace the parent specification FP-03 204.07. The reference found in
303.03 and 303.04 to 204.07 applies to FP-03 204.07
Q.15-3005200 Rd- from mp 0.07 to mp 1.7- Some of the CMP removals have much deeper fills than listed on the work list. Will the government pay for additional excavation, if quantities exceed 15% for these fills?
A. No additional payment will be made. Please see the applicable Specification below.
Measurement Terms and Definitions, FP-03 Section 109.02 (h)
Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as “ALL.” Estimated quantities of lump sum work shown in the contract are approximate.
Q.16-At the Harris River site you have a temp crossing to access the 90’ Hamilton Bridge. Will you allow the existing culvert to be cleaned out and re-installed temporarily, or can contractor install a 20’ contractor furnished Big R structure to use as a temporary measure to access the 90’ bridge?
A. The Forest Service will consider other methods proposed. However this crossing is not part of the Title 16 permit, so in stream work here would require separate Title 16 concurrence from the State. A 20 foot Bridge may or may not be long enough if the Banks continue to erode.
1.8 557(03)Temporary Crossing installation and removal @ MP 0.32 on Road 2024100
Lump Sum
C.1. Project Scope.
(a) The intent of the contract is to relocate large bridges and perform road maintenance and minor construction activities. Prospective Bidders are strongly urged to visit all work sites prior to bidding. Work includes;
1. Installing and removing a temporary crossing at MP 0.32 of Rd. 2024100 (this work is to facilitate the removal of another bridge). A Government furnished thirty foot Glulam bridge is available in the Thorne Bay Sort yard if the successful bidder chooses to use it for this crossing. Other methods proposed will be considered.
Q.17-Does the root wad under the 90’ Hamilton Bridge get removed? If so, where does it need to be taken?
A. No, the root wad is to be left in the river.
Q.18-Do you have a date as to when the 90’ Hamilton Bridge is to be delivered to Rowan Bay on Kuiu? Because of its weight and length for deck loading and weight balance, the bridge will require to charter large barge from Ketchikan to POW to Rowan Bay, and back to Ketchikan.
Smaller barges from Ketchikan, Wrangell and Petersburg cannot haul due to weight balance on deck. The cost to the Government for transporting will be approx.$65,000, for this structure. Will the Government consider not transporting this 90’ Hamilton Bridge in this RFP?
A. The Bridge is needed on Kuiu Island for an existing contract. The bridge needs to be moved this field season. The Government will not consider dropping this move from this RFP.
Q.19-On the Road 3005000 from mp 2.78 through mp. 6.93 Roadway Reconditioning, can the surface be cat finished?
A. Yes, see FSSS 303.04 below.
303.04 Roadbed Reconditioning. Repair holes and unstable areas according to Subsection 204.07.
Incorporate borrow into low spots, reshape road surface to restore original road prism including crown. Walk in existing road surface with dozer or excavator tracks for compaction. Remove all slide material, trash, wind thrown logs, tops, limbs, and other organic debris from the road bed.
Dispose of waste material as directed on the ground by the engineer.
