Pre-Proposal Meeting 10 May 2010

The following items were discussed in the Pre-Proposal meeting conducted on 10 May 2010:

1. Pre-Proposal meeting held for solicitation AG-0109-S-10-0004 for the Two-Phase Design-Build for the Forestry Science Lab in Juneau, AK. The purpose of this meeting was to provide an opportunity for all interested parties to discuss the solicitation that has been posted on FBO. We discussed each question that was asked prior to this meeting. These questions and responses will be posted on FBO with the record of these meeting notes.

2. A list of participants in who attended by telephone and in person at Forest Service office in Anchorage will be attached to these notes. At the beginning of the meeting all participants were informed that the meeting was being tape recorded.

3. We discussed Phase One of this solicitation. The contracting Officer indicated that comments pertaining to Phase Two will not be addressed in this meeting.

4. This solicitation is issued as a Request for Proposal. The Forest Service will evaluate the proposals that are received. It is each offeror’s responsibility to include all of the required information stated in the solicitation. As indicated in the contract provisions, the government has the right not to conduct discussions on Phase One.

5. Responses must be submitted to me at 3301 C Street Suite 300, Anchorage, AK 99503 by 2:00 pm (AK time) on Wednesday 2 June. Refer to Section L (page 40 & 41) of the solicitation and question # 8 which provides information pertaining to the submission of the proposal. If your proposal is hand carried it must be received prior to 2:00 on the response date. If your proposal is submitted by Fed Ex, Express mail or regular mail and are received after 2:00 these will not be considered late.

6. As indicated in the solicitation package, all questions must be submitted in writing. Questions must be submitted to me prior to Friday of this week; however, please note that page 40 “Submission of Proposal” paragraph C states that any questions during the period of 05/15/2010 thru 05/31/2010 must be submitted to Deb Strickland. Her email address is dstrickland@fs.fed.us. I will be out of the office during that time so all questions must be referred to Deb. Deb’s phone number is: (907) 586-7902. Depending upon the type of question that is asked, the Contracting Officer will determine if a response will be provided to all potential contractors by posting on FBO or if a response will only be provided to the company who asked the question.

7. Paragraph C(3) of that paragraph also states that questions received less that 5 days prior to the date for opening of the proposals may not be answered. It is your responsibility to submit timely questions. Any questions asked after 28 May will not be answered.

8. Prices are not to be submitted as part of the Phase One technical proposal.

9. Upon completion of the evaluation of Phase One responses, the names of the short listed companies who are chosen to participate in Phase Two will be posted on FBO.

10. The response date is 02 June 2010 (Wednesday) at 2:00 pm. Amendment 02 will included a correction to amendment 01 that indicated the response date of 03 June.

11. Amendment 02 will be issued to update a new Davis Bacon Act wage determination.
