Two-Phase Design-Build Forestry Science Lab Amendment 04
Please confirm, Factor 4. Technical Qualifications, item B asks that all previous and current projects referenced anywhere within the proposal be accompanied by all performance evaluations or facility owner documentation. Additionally a Past Performance reference check has been supplied by the USDA.
Forest Service: The number of past performance questionnaires provided shall not exceed a total of 10 contracts. This shall include any (but not necessarily all) of the contracts listed in Factors 2 & 4.
The Proposal asks for five past projects per team member resume (a minimum of 17 positions are specified) in Factor 1. That’s a minimum of 85 performance evaluations.
Forest Service: Responses to Factor 1 are needed for the Forest Service to evaluate the professional qualifications of the contractor's team members by reviewing resumes and completed projects that indicates the experience of these individuals. The Note indicated in Factor 1 requires a maximum of five (5) completed projects but offerors have the opportunity to provide a lesser number if they feel the necessary experience has been demonstrated in their response.
Section 2A request performance evaluations for a maximum of 10 relevant projects. That’s 10 performance evaluations.
Forest Service: Up to a maximum of 10 performance evaluation using the attached questionnaire does not seem excessive.
2B is not limited in the number of examples that can be provided.
Forest Service: No minimum/maximum number is specified. Offerors must provide sufficient information in their technical proposal so the Forest Service can review and evaluate the offeror's experience and knowledge in the stated areas. Page 41 of the full solicitation package (or page 21 of the return package) indicates the maximum size of Phase 1 submittal is 50 pages.
2C & D require the team to speak to past projects – again unlimited in the number of examples.
Forest Service: No minimum/maximum number is specified. Offerors must provide sufficient information in their technical proposal s the Forest Service can review and evaluate the offeror's experience and knowledge in the stated areas. Page 41 of the full solicitation package (or page 21 of the return package) indicates the maximum size of Phase 1 submittal is 50 pages.
5A requires a list of all current commitments of all team members for projects over $50,000 – again this will be a long list of projects.
Forest Service: Limit the total current projects (for both the subconsultant/subcontractor) with a design fee of greater that $50,000 to a maximum of 10 contracts.
5B asks for experience on project delivery on several different topics – again this could generate a long list.
Forest Service: Up to a maximum of 10 contracts shall be provided.
Is it the intent of the USDA to require in excess of 150 performance evaluations? Since the performance evaluations require the response to be sent directly to the USDA representative, will the USDA be providing a list of those evaluations received to the teams for cross checking purposes?
Forest Service: As indicated above the number of past performance questionnaires provided shall not exceed a total of 10 contracts. As indicated in amendment 02 the responses to the questionnaire must be received prior to 02 June. These responses will be provided to the Forest Service evaluation team and evaluated with the technical proposals.
