About this file
This is a Questions and Answers document (Q&A #3) issued by the Department of the Air Force on 13 May 2026 for an Enhanced Use Lease (EUL) Request for Lease Proposal (RFLP) for an Alaska AI Data Center project. The document addresses inquiries from prospective lessees regarding three Air Force installations: Joint Base Elmendorf-Richardson (JBER), Eielson Air Force Base, and Clear Space Force Station.
The Q&A provides clarification on site-specific requirements and constraints. Notable answers include: JBER Sites 2 and 5 are eliminated from the project and should not be included in proposals; perimeter security fencing at JBER Site 1 must adhere to UFC 4-022-03 standards; timber sale proceeds and associated costs (~$30k survey/cruise and $15k sales execution) may be deductible from timber harvest revenues but should not be assumed without sufficient forestry account funding; water wells may be drilled on JBER sites (excluding Site 1) with permits required, with existing wells on the Richardson side ranging from 145 to 166 feet in depth; and none of the proposed EUL sites are located on North Anchorage Land Agreement (NALA) property. The document indicates that additional questions and answers for general items, JBER, Eielson AFB, and Clear SFS will be released at a later date.

JBER AFB - Questions and Answers
Remaining JBER questions will be released at a later date.
Remaining JBER answers will be released at a later date.
60 Sites 2 and 5: Please advise when the 11th Airborne Div. will determine if they need these lands for training. If a project is proposed for these lands under this RFLP – How will this possible future need be evaluated?
JBER sites 2 and 5 are eliminated from the project. Do not include these parcels in any proposal.
61 Site 1: Please advise technical details for the JBER perimeter security fencing requirements.
Fencing would need to adhere to the requirements given in UFC 4-022-03.
62 Sites 2 and 3, Timber sales: The RFLP indicates a timber survey/cruise cost of ~$30k is required and $15k for the timber sales process, and then all proceeds of the timber harvest would be deposited in the account of DAF forestry. Please advise if the cost of these costs can be deducted from the timber sales amount for this purpose.
It may be possible but should not be assumed. Sufficient funds would need to be present in the JBER forestry account at the time to cover the cost of the timber cruise and the execution of the sale.
63 Excluding Site 1: Is it possible to drill water wells on these sites for potable water to be used for bathrooms? Has any well drilling exploration for sub-surface water been performed on this base? If so, what are the approximate depths for the aquifer.
The existing wells on the Richardson side of the Base range from 145’ to 166’ in depth. Well permits will be required.
64 Site 3: Can you provide details of the North Anchorage Land Agreement (NALA) for this property.
Upon further review, none of the proposed EUL sites are on NALA land.
