C. As part of the design, the contractor shall provide options for tank configuration and placement. This includes:
● Options for a 10,000 gallon UST, 10,000 gallon Above Ground Tank (AST), or two 5,000 gallon AST’s.
● Tank location with preferences of tank(s) placement as close to the generator room as possible with ability to fill tank(s) without building entry.
● Whether it is more suitable to have shop built AST(s) or field constructed AST(s).
5. STATEMENT OF WORK (REPLACE UNDERGROUND STORAGE TANK (UST))
I. BACKGROUND
A. The Sam Nunn Federal Building currently has the following fuel storage tanks: (1) UST with a capacity of 10,000 gallons, contains diesel fuel, and is constructed of double-walled FRP with interstitial leak detection. Underground piping is constructed of steel and is single wall. It is located in the rear west facing portion of the building near the loading dock.
The UST system was installed at the time that the building was constructed, in about 1995. The UST system is approximately 24 years old. Fuel is pumped from the UST by two submersible turbine pumps (STPs) located side-by-side, inside the UST. The STPs are accessed by way of a containment sump/ manway (STP sump) located on top of the UST. Both STPs operate (turn on and turn off) at the same time when there is a demand for fuel in the generator room. Fuel from the UST is pumped to a day tank located in the generator room. During operation of the generators, a constant supply of fuel from the day tank is supplied to each of the three generators through individual supply lines connected to each generator’s fuel pump. The individual generator fuel pumps continually circulate fuel from the day tank to the generator and back to the day tank via individual return lines. Float switches located inside the day tank turn the STPs on and off, as needed, to maintain the proper fuel level in the day tank. Excess fuel in the day tank drains via gravity back to the UST through a 3-inch return line. Inside the STP sump, the two STPs are manifolded to a single 2-inch steel supply line that feeds the day tank. A 3-inch steel return line from the day tank enters the STP sump and connects directly to the UST.
B. The project is to remove and replace the existing UST listed in paragraph 5.
1. A above. The UST shall be replaced with a new double-walled, fiberglass

If located inside the building tank(s) shall be as close to the generator room as possible. Tank(s) will have overfill prevention, containment berm and lockable fuel box/port located outside the building for ease of delivering fuel
C. This project shall be done on a design/build basis.
