1. Describe the firm’s and the proposed lead team member’s previous design and construction administration experience for projects similar in size and scope to this project.
Logan Simpson Design Inc. (Logan Simpson) is pleased to submit our RFQu response under the Landscape Architectural discipline. Founded in 1990, Logan Simpson is a nationally recognized firm with more than 170 staff members who strive to co-create a healthy and resilient future. Our staff includes professional landscape architects and designers; community, recreation, and environmental planners; cultural resource specialists;
graphic designers; GIS analysts; and public involvement specialists. Our collective experience, combined with creative talent, results in very satisfied clients, proud communities, and industry awards. Logan Simpson has six offices, including three in Arizona (Tempe, Tucson, and Flagstaff). We have completed more than 2,300 design and planning projects throughout the Intermountain West. Most of our clients are public agencies, particularly cities; county, state, and regional agencies; and non-governmental organizations (NGOs) of all sizes. Selected relevant examples of our work are represented by the projects and graphics in this proposal. Because of the size and breadth of our design and planning groups, Logan Simpson can meet any demanding schedule or complete any required design or planning task.
Logan Simpson’s team will be guided by Principal Landscape Architect and Contract Manager Wayne Colebank, who has more than 45 years of experience in design across a broad array of project types with an emphasis on water conservation and water quality. Our proposal highlights six project managers/key staff members, each with more than 20 years of experience in design and construction administration. Wayne and our other professionals share a passion for contributing to man-made and natural environments. They have worked side by side with multiple planners, designers, clients, and contractors to see our designs brought to life.
Logan Simpson has available resources and staff to take on Arizona Department of Administration’s (ADOA’s) On-Call. Our staffing is carefully managed to ensure we maintain excellence at all times, even during growth periods; our internal corporate structure is designed to support additional professional staff, as needed. Based on our long history of success with multiple other on-call contracts, we are confident that our landscape architects will meet ADOA’s delivery needs, regardless of the project size or type.
In addition to the key personnel identified in Attachment 3-B, Logan Simpson is supported by design and planning staff in our other five offices.
Our 78-person Tempe office includes seven Arizona-licensed landscape architects, four designers, and five planners. We anticipate meeting this contract’s needs through our Tempe staff. We can also assign an additional six landscape architects, two designers, and six planning staff from our other offices as needed to provide additional staff, apply specific expertise, and utilize other resources to meet the technical demands and schedule for all tasks assigned to us.
Please note that in accordance with RFQu sections 5.8 and 5.9, neither Logan Simpson nor its officers have held any contracts or subcontracts that have been terminated for cause. We are legally qualified to contract with the State. Logan Simpson has distributed ownership guided by a committed group of principals and shareholders, which provides firm financial stability, and has never filed for reorganization or bankruptcy.
We regularly complete concurrent, multi-year projects, many that range between $200,000 to $2 million in value. Based on our success with previous and existing contracts, we are confident that our firm has more than enough financial resources to meet the needs for this contract. Confidential financial statements can be made available upon within five days of the request, per the RFQu.

DESIGN PHILOSOPHY
Logan Simpson’s ecologically-based design philosophy supports our company’s mission—Working Together to Guide Responsible Change— and results in responsive solutions to the natural, cultural, and built environments that work with natural biosystems, limit overall water use and energy impacts, and reduce long-term maintenance and costs.
We aim to achieve a symbiosis between ecological and social-cultural systems while providing highly interesting and functional spaces usable for the diversity of community interests. Comprehensive stewardship is baked into our thinking, which results in resilient and sustainable designs that harmonize with nature and community values and culture.
We are devoted to creating designs that result in viable and productive landscapes over many years. Our design ethos and experience is a manifestation of Logan Simpson’s broader vision for corporate responsibility to our planet.
Across offices, our design studios work collaboratively, striving for innovation, placemaking, environmental stewardship, and resilient, sustainable design solutions. Our capabilities span the practice of landscape architecture, from master plans to highly detailed site design. Our design team is well-balanced and includes experienced landscape architects and talented landscape designers specializing in all aspects of our projects, including native plant inventory, site layout/ design, 3-D modeling/graphics, green infrastructure, site feasibility, and post-design/construction administration. We plan, design, and oversee the construction of all types and sizes of buildings and facilities; infrastructure projects; parks, trails, and recreational facilities;
streetscapes and roadways; and environmental restoration plans. This broad experience has given us a keen appreciation of the realities of implementation that are associated with recommendations made at a policy and vision plan level.
DESIGN EXCELLENCE
Logan Simpson strives for design excellence, and we have received numerous industry awards for our projects. When recognized by our peers and other professionals, we celebrate these achievements with our clients, their communities, and the dedicated team members who bring the projects to fruition. QUALITIES, SKILLS, CAPABILITIES, AND CHARACTERISTICS UNIQUE TO
LOGAN SIMPSON
A Multidisciplinary Approach to Design Logan Simpson specializes in sensible, practical solutions, even on complex projects. Our landscape architects routinely work with our in-house and subconsultant teaming partners to create a holistic view of our projects and offer our clients ease and efficiency in managing a single contract for complementary services. Logan Simpson’s landscape architecture practice is complemented by our experience managing and working with architectural- and engineering-oriented multidisciplinary teams throughout all phases of project development.
It is not uncommon for us to have architects, engineers, and other disciplines as subconsultants. We regularly work with contractors on Job Order Contracting (JOC), design-bid-build, design-build, and CMAR project delivery methods, and our staff has provided construction administration services on hundreds of projects. To facilitate this collaboration, we are proficient in the use of MicroStation and AutoCAD design software programs; fluency in both platforms is not common among landscape architects.
An Exceptional Range of In-House Specialists and Services Logan Simpson’s 13 landscape architects routinely draw upon an array of in-house skills and expertise to inform our ecologically based design philosophy. They work closely with our community planners, environmental specialists, and cultural resources staff, as needed and depending on the project, to ensure that our designs reflect each project’s environmental and social context so that the project’s vision and values are represented. This type of collaboration is important throughout a project’s lifecycle, especially when working on resource-rich or culturally significant projects. Some examples of the added knowledge and expertise Logan Simpson can offer include:
Community Planning. Our community planners work with our designers to ensure we understand how our projects fit within each community’s planning context, its expressed values, cultural context, and vision for the future—as well as within the client agency’s mission.
Public Involvement. Our designers often collaborate with our planning staff to identify innovative ways to engage meeting participants and stakeholders. We frequently use immersive techniques that make participants feel they are “inside” a project, providing an opportunity to viscerally experience the effects of any proposed projects or activities.
Environmental Planning. Logan Simpson’s environmental staff includes specialists in National Environmental Policy Act (NEPA) planning, biology, Clean Water Act permitting, visual resources, wildfire, and invasive species. Our designers often work with these experts when designing a project to understand its environmental context, how the project may affect environmental resources, and how our designs might lessen environmental impacts.
Cultural Resources. Our cultural resource staff, which is one of the largest in the southwestern United States, help our designers understand the cultures that are affected by our projects and identify meaningful ways to gather input that allow us to produce culturally sensitive designs.
Certified Arborist/Water Harvesting Practitioner. Judy Mielke is a landscape architect, certified water harvesting practitioner, and certified arborist with more than 40 years of experience designing landscapes in the desert Southwest. She is a recognized expert on the use of native plants and author of the award-winning book Native Plants for Southwestern Landscapes (University of Texas Press, 1993).
A skilled project manager, Judy takes designs from initial concept through construction documentation and has provided construction observation for dozens of projects.
A Cohesive Team Design Team Leadership and Collaboration. We understand that the Request for Qualifications does not require that we offer a team that includes a range of professional expertise that design projects often require. Logan Simpson has well-established, longstanding relationships with most of the firms that provide planning, architectural, engineering, and construction-oriented services in the state. We frequently serve as both a subcontractor and the prime firm on teams that include engineers, architects, and other disciplines. Our landscape architecture staff work on all types of projects throughout Arizona. We pride ourselves in operating as a collaborative team where the best ideas and practices are shared freely to enhance the work. We are confident that our relationships in the design and construction industry, coupled with the skills and knowledge of our landscape architects will allow us to seamlessly and successfully collaborate with any consultants that we are asked to lead or are paired with.

Resilience and Sustainability Resilience. Logan Simpson is proud to be a leader in designing projects that help our clients build resilience against disasters, emergencies, and the challenges of a changing climate. For example, under the Environmental Protection Agency’s (EPA’s) Community Change Equitable Resilience Technical Assistance program, Logan Simpson was one of four consultants nationwide selected to provide technical assistance to communities in seven western states and American Samoa.
The 20 recipients of our assistance included nonprofit organizations, municipalities, and tribes. The program’s goal was to assist these communities in addressing the impacts from climate change, such as flooding, excessive heat, air pollution, and the need for resilient housing and buildings, including refuge facilities. In addition to climate change, design solutions addressed human health, pollution reduction, mobility, and transportation. We conducted site visits and held workshops to assess the challenges and to identify solutions, developed conceptual design approaches and initial cost estimates, and produced a design and technical recommendations report for each project. These skills, knowledge, and experience will be applied to any tasks or projects assigned to Logan Simpson.
Sustainability. The principle of sustainability is ingrained into our design philosophy, which is reflected in our portfolio. We have worked on many projects that adhere to LEED principles and/or our projects have earned LEED certification, including Phoenix’ Fire Station #50, the first city structure to be awarded LEED Certification and the Scottsdale Airport Terminal Area, which was certified as LEED Gold. In Fort Collins, Colorado, our design team completed site design and construction administration for the City’s Utilities Administration Building, which was awarded LEEDv4 New Construction Platinum, one of the first Platinum projects in the US. Our sustainable approach includes the use of green stormwater infrastructure (GSI)/low impact development (LID) techniques for stormwater management and the conservation of irrigation water, which is an evaluation criterion for certification.

We have LEED-accredited landscape personnel ready to apply that knowledge and experience to ADOA’s projects. Finally, our designs consider “sustainability” from the perspective of a project’s operations and management; we always consider the client’s resources for future maintenance.
Green Stormwater Infrastructure. Logan Simpson has been a recognized leader for many years in resiliency planning and the promotion and design of green stormwater infrastructure (GSI) in central Arizona.
In 2013, we authored the award-winning Low Impact Development Toolkit for the cities of Mesa and Glendale, a decision-support tool that has been broadly adopted by Arizona communities. Following the success of the Toolkit, Logan Simpson has continued to champion the benefits of LID and GSI through development of the Greater Phoenix Metro Green Infrastructure and LID Handbook (Handbook), which includes design details and specifications. The Handbook has made LID/GSI relatable and understandable to a broad spectrum of designers, government agencies, and lay persons and is regularly cited by municipalities and others as a reference for site development. We are currently working with the Maricopa Association of Governments (MAG) to incorporate selected Handbook details into their Uniform Standard Specifications and Details for Public Works Construction. Principal Landscape Architect Wayne Colebank also led a 40-person committee to update MAG’s landscape and irrigation specifications and details— the first update in nearly 30 years. Additionally, we participate in ASU’s Sustainable Cities Network (SCN) to advance GSI efforts through SCN’s Green Infrastructure Workgroup.
Broad Range of Clients For nearly 35 years, Logan Simpson has served local, state, and federal agencies and private clients throughout Arizona. State clients include the Arizona State Land Department (ASLD), Department of Forestry and Fire Management (DFFM), Arizona State Parks & Trails (ASP&T), Department of Emergency and Military Affairs (DEMA), Department of Environmental Quality (DEQ), and Arizona Game and Fish Department (AGFD). We also work closely with the State Historic Preservation Office (SHPO). In addition to state agencies, we have worked with most of Arizona’s county governments, dozens of municipalities throughout the state, and regional and nonprofit groups that bring together the interests of many agencies and communities. We also routinely work with Tribal nations and private clients responsible for land development, housing, infrastructure, renewable energy, and other types of projects.
Arizona State Land Department. ASLD is a key player in Arizona’s future development. For more than a decade, Logan Simpson has worked closely with ASLD to provide landscape architecture, community planning, environmental analysis, and cultural resources management services in support of the beneficiaries of the Permanent Land Endowment Trust Fund. We understand their planning processes and procedures for assessing the resources and obtaining the clearances for projects within their lands; our work has covered thousands of acres.
Specifically, our landscape architects have completed many Stumpage Fee analyses and native plant inventories in accordance with Instructional Memo No. 12.05 and Policy Memo No. P79-1. We are well positioned to provide superior service should work under this contract involve ASLD, and we currently have a Planning On-Call contract with this important agency. We will continue to work closely with ASLD as needed to meet ADOA’s mission.
Experience on a Wide Range of Project Types Site/Master Planning. Proper master planning must be built on a solid knowledge of a site’s conditions, its resources, the development program, and the regulatory parameters. Many times, this information can be generated through a simple site assessment, while other times a more formal site suitability analysis may be needed to fully understand the factors and considerations that will shape the site or master plan.
In some cases, only one factor may drive the development options available to the owner. Such was the situation when we assessed multiple parcels in north Scottsdale for ASLD; we were asked to define the potential Clean Water Act jurisdictional boundaries of several washes so the available developable areas could be ascertained. In our work for the Department of Forestry and Fire Management, it is necessary to determine what resources occur on the site to allow for environmentally responsible decisions on design and resource management. Allowing a site to “speak” is a time-tested approach to site and master planning.

Equipped with the site information, the planned development program, and the applicable regulatory requirements, planning efforts can begin to develop optional layouts for a successful master plan. Few sites are fully optimal for development so crafting a master plan requires that the designer consider multiple approaches, and maybe some compromises, for achieving a viable master plan. We experienced similar challenges when we developed the site plan for the 18-acre Western Maricopa Education Center (West-MEC) campus on a narrow parcel in Peoria. A different set of challenges occurred on the Rockin’ River Ranch State Park Master Plan in Camp Verde. In that instance, an agrarian setting with multiple historic farm buildings, barns, and livestock pens limited circulation and placement of new facilities and features for expanding tourist visitation. For the ASP&T 100 Cabins project, where up to 100 rental cabins were to be developed across five state parks, each park presented challenges related to providing locations that were functional without detrimentally affecting the site’s existing natural resources, visitation, and operations. In all cases, our creative thinking and collaboration with the design team allowed the program to be satisfied within the site and development constraints.
A master plan can only be successful if it also works at a site scale because it is at this scale that the plan is experienced by human visitors.
At the site scale, the five senses become primary and inform the brain of their collective perception of a site or location. As a result, the interplay of light, color, material, texture, patterns, smells, sounds, and sense of safety determine the overall visitor experience.
For vertical construction projects, outdoor spaces must relate to the surrounding architecture—sometimes in harmony; other times for relief.
The City of Chandler Fire Department Administration Building Plaza, the Scottsdale Airport Commercial Terminal and Conference Center, and the West-MEC Northwest Campus projects demonstrate this point very well. Every day, Logan Simpson’s landscape architects develop designs for outdoor spaces that satiate the human senses by bringing to life a vision that is inspiring and memorable while highly functional and easily incorporating the chosen suite of design elements.
Public Facilities Public works has been the bulwark of Logan Simpson’s design and planning practices since the firm’s inception. We have completed designs for more than 100 civic centers, judicial courts, police facilities, fire stations, libraries, community centers, environmental training structures, public memorials, transportation facilities and maintenance centers, water treatment plants, streetscapes, and rural roadways. This history of public design projects demonstrates that our philosophy and approach to this work is creative, cost-effective, durable, and maintainable for years. Our designs demonstrate our sincere concern for the proper and efficient use of public funds.
Education Facilities. Logan Simpson has decades of experience providing landscape architecture services on more than 150 elementary, high school, community college, and state university campuses. Our experience ranges from master planning new facilities on new sites and infill areas on existing campuses to the evaluation and rehabilitation
