6.0 BACKGROUND:

The Durham County Administration Building I, located at 200 East Main Street in Durham, North Carolina, is a historic, five-story, 105,000 square-foot facility originally constructed in 1916. The building serves as a critical hub for County administrative operations and remains continuously occupied during regular business hours. Due to its age, high public use, and evolving life-safety requirements, Durham County has initiated a comprehensive Emergency Egress Door Improvements Project to modernize exit hardware, improve emergency response capability, and enhance building security.

This project includes significant upgrades to door hardware, electronic life-safety interfaces, restricted-egress systems, and supporting electrical infrastructure. In conjunction with these improvements, the County is issuing this Request for Proposals (RFP) to procure a qualified Security Contractor, under a direct contract with Durham County, to upgrade and integrate the building’s Access Control System (ACS), Video Surveillance System (CCTV), and Wireless Duress System.

The security work is interdependent with general construction work performed under a separate General Contractor (GC) contract. As such, the selected security vendor must work in close collaboration with the General Contractor, County Engineering, DTW Architects & Planners, Edmondson Engineers, J&A Engineering, and all other project stakeholders to ensure seamless integration of security systems with the new egress hardware, electrical pathways, life-safety systems, and architectural modifications.

All work performed under this RFP must strictly adhere to:
