Addendum No. 01 – DCF RFI 2526 057 Comprehensive Child Care Learning Platform
This document is Addendum No. 01 containing written inquiry responses for a Request for Information (RFI) issued by the Florida Department of Children and Families (DCF), Office of Licensing, Child Care. The RFI seeks a comprehensive, integrated child care learning platform to consolidate training, credentialing, and examination services currently delivered through multiple vendors. The platform must support both virtual and in-person learning environments, incorporate regulatory requirements and evidence-based practices, and provide learning management and credentialing functionalities. The RFI addresses statewide operations with specific demand metrics: 262,282 active students, 612 Department staff and administrative roles, and approximately 10,822 licensed facilities across multiple categories. The Department administers 183,276 exams annually, with peak usage periods from late April through August driven by Summer VPK deadlines and new school year onboarding, and a secondary surge in early January. Responses to the RFI are due February 5, 2026 at 1:00 pm via email to the Procurement Officer. The Department may select one or more respondents for virtual demonstrations of products and services. This RFI is for planning purposes only and does not constitute a formal solicitation for offers; any future procurement will follow competitive processes in accordance with Florida Statutes Chapter 287.
No budget has been established for this RFI or any future procurement, and no timeframe for subsequent procurements has been determined. The Department has not identified incumbent vendors or contract values, though it currently utilizes multiple contracted vendors for training and credentialing support. There is no incumbent vendor or specific current contract information provided. The platform must support multiple languages at launch, with courses in English and Spanish, exams in English, Spanish, and Haitian Creole, and a user interface in English. The Department requires WCAG 2.1 AA/Section 508 accessibility compliance, Multi-Factor Authentication, and integration with enterprise systems including licensing systems, document management platforms, payment gateways, and identity management solutions. The Department prefers both bundled pricing and separable line items for platform, operations, proctoring, support, and translation services. Responsibilities for data migration, help desk operations, exam proctoring, and other functions will be defined in any future solicitation. No specific cost drivers, contract value estimates, or implementation timeline have been established.

Section Question Department Response
20 Beacon Systems, Inc.
Is there a statewide unique learner identifier today, or will the new solution establish one?
Currently, each user is issued a system generated and unique “student ID” as the identifier that ties all of the person’s records together. Identifier remains the same even if the person’s name, email or the personal detail changes.
21 Beacon Systems, Inc.
Is credentialing purely automated based on completion + exam pass, or does DCF require human review/approval workflows?
At present, the credential review and approval process rely on manual workflows, with the expectation that selective automation will be introduced to enhance overall efficiency.
22 Beacon Systems, Inc.
Which entities need access and approvals (DCF staff, providers, trainers), and what decision points must be auditable?
Multiple stakeholder groups may require access and approval capabilities, including internal staff and external partners. Department staff, providers, and trainers may require varying levels of access based on their responsibilities.
23 Beacon Systems, Inc. Does DCF require remote proctoring, in-person proctoring, or both?
The Department hasn’t finalized a specific proctoring requirement yet. At this stage, the agency is still gathering details from potential Vendors to understand what proctoring options, remote, in‑person, or a combination, would look like in practice.
24 Beacon Systems, Inc.
What level of identity verification is expected, and who is accountable for exam integrity?
Identity verification should follow industry‑accepted practices such as secure authentication and validated user identity. Responsibility for exam integrity is shared between the platform (technical safeguards) and the Department (governance and oversight).
25 Beacon Systems, Inc.
How will accommodations be handled, approved, tracked, and audited?
Refer to the response to Question #16.
26 Beacon Systems, Inc.
Does DCF require SSO with a state identity provider, and is MFA mandated?
Authentication must align with industry‑standard security practices. This includes enforcing Multi‑Factor Authentication as a baseline requirement. Responsibility for meeting these standards is shared. The platform provider must implement compliant technical controls, while the Department oversees governance, validation, and ongoing adherence.

27 Beacon Systems, Inc.
What “enterprise” systems must the platform connect to (registries, licensing databases, reporting warehouses), and who owns those interfaces?
The platform must support integration with enterprise systems commonly used across the Department and the state. This includes, but is not limited to, licensing systems, document management platforms, payment gateways, identity management/SSO solutions, and other state‑managed databases or services required for program operations. Specific systems and integration points will be confirmed during subsequent phases, but the expectation is that the solution provides flexible, standards‑based integration capabilities (e.g., APIs, web services, secure data exchange)
28 Beacon Systems, Inc.
What accessibility standard is non-negotiable (508/WCAG/VPAT expectations), and who will be accountable for compliance?
Accessibility compliance at the WCAG 2.1 AA/Section 508 level is required. The Vendor maintains responsibility for implementing compliant features, and the Department ensures oversight and policy alignment.
29 Beacon Systems, Inc.
Which languages are required at launch (courses + exams), and what’s the expected approach for ongoing updates?
Currently, at launch, courses must be available in English and Spanish, while exams will be offered in English, Spanish, and Creole. For all future updates, content would be expected to be translated into English, Spanish and Creole before release to ensure consistency across all versions.
30 Beacon Systems, Inc.
Which usage metric drives cost and risk: number of learners, number of providers, exam volumes, proctoring minutes, support tickets?
Cost and risk are shaped by multiple factors, including usage patterns, policy considerations, and operational shifts. At this point, the intent is to keep the model flexible and aligned with industry standard practices with specific cost-drivers to be defined at a later time.
31 Beacon Systems, Inc.
Does DCF prefer a single bundled price (platform + ops) or separable line items (platform, proctoring, support, translation)?
The Department would prefer to have both a single bundle as well as separable line items.
32 Beacon Systems, Inc.
Who approves updates to courses/exams when regulations change, and how quickly must updates go live?
The Department is responsible for final approval of all course and exam updates triggered by regulatory changes. The implementation timeline varies based on the specific requirements and effective dates outlined in the updated regulations.
