52.212-1 ADDENDUM
OFFER PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of offers, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer’s proposal will be evaluated based on two (2) factors::
1. Factor 1 - Price
2. Factor 2 – Technical Proposal
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. SPECIFIC INSTRUCTIONS:
1. FACTOR 1 – PRICE
(A) The offeror shall provide the per unit pricing for the twelve (12) F-16 Tail Paint Stands including all costs associated with first article testing of the first set of stands as well as delivery expenses. All stands will be shipped using Freight on Board (FOB) destination delivery terms in accordance with FAR 47.306-6(a). The offeror’s total evaluated price (TEP) will be calculated by summing together the proposed price (which shall include shipping) of each set of stands. The offeror’s TEP will be used for evaluation purposes. .
2. FACTOR 2– TECHNICAL PROPOSAL - The following technical subfactors will be evaluated in accordance with 52.212-2 and 52.212-2 Addendum of the solicitation. Please describe your capability and experience relating to the following subfactors in a clear, concise manner that excludes inconsistencies. The proposal shall not simply restate or rephrase the Government’s requirement, but rather shall provide convincing rational regarding the offeror’s experience and expertise that will demonstrate the offeror’s capabilities in meeting the Government’s requirement. Offeror’s shall assume the Government has no prior knowledge of their experience and capabilities, and will base the evaluation on the information presented in its proposal. Please limit your Technical Proposal portion of your proposal to a maximum of 10 pages.
a. Subfactor One: Provide evidence of manufacturing the type of equipment described in the Statement of Work (SOW) for a minimum of three (3) years.
b. Subfactor Two: Provide two examples of having previously sold the type of equipment described in the SOW, to the aerospace industry in the last two (2) years.

TECHNICAL EVALUATION CRITERIA
(A) Basis for Award
This acquisition will be made on a Lowest Price Technically Acceptable (LPTA) basis. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by Synopsis Solicitation document. The Government reserves the right to award without interchanges. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if determined necessary by the Contracting Officer. The evaluation process shall proceed as follows:
(B) Evaluation Methodology:
1. Initially, offers shall be ranked according to price from the lowest price to highest based on the Total Evaluated Price (TEP). The TEP will be used for Price comparison and evaluation.
2. Next, the government will review the technical portion of the proposal submitted by the two lowest priced offers on an acceptable/unacceptable basis to ensure the solicitation requirements including all stated terms, conditions, representations, certifications, and all other information required by this solicitation are met. The next lowest priced offeror will only be evaluated if either of the aforementioned offers are found technically unacceptable (and so on). Only proposals deemed technically acceptable will be considered for award.
(C) Price Factor:
1. Completeness- The Government will review the pricing submissions for completeness and compliance with 52.212-1 Addendum of this solicitation.. Incomplete price submissions will NOT be evaluated and the proposal may be eliminated from the competition.
2. Price Reasonableness – The Offerors price proposal will be evaluated using one or more of the techniques outlined in FAR 13.106-3. Generally, adequate price competition will satisfy the criteria for price reasonableness.
3. Total Evaluated Price (TEP) – The TEP will be calculated as the sum of the proposed price for each of the twelve (12) sets of stands.
(D) Technical Factor:
1. The offeror’s proposal will be evaluated for acceptability in accordance with the criteria set forth in this section. The Offeror’s proposal must convey to the Government that the Offeror is capable, possesses adequate technical expertise and experience, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion to meet the needs of the Government. The Government will evaluate the Offeror’s proposal to ensure the requirements in the Statement of Work (SOW) is addressed adequately. The proposal shall explain how the contractor will accomplish/satisfy the requirements. The offeror’s proposal shall NOT simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements outlined in the SOW. If an Offeror merely rephrases/restates the SOW, their proposal will be unacceptable.
2. The Government will evaluate the technical proposals on a pass/fail basis, assigning one of the ratings in the table below. Only those proposals determined to be technically acceptable will be considered for award. .

3. The Proposals shall be evaluated against the following subfactor criteria:
a. Subfactor One: This subfactor will be found acceptable when the offeror’s proposal clearly demonstrates the offeror has a minimum of three (3) years of experience manufacturing equipment similar to the paint tail stands outlined in the SOW.
b. Subfactor Two: This subfactor will be found acceptable when the offeror’s proposal clearly demonstrates the offeror has sold equipment similar to the paint tail stands outlined in the SOW to the aerospace industry in the last two (2) years.
(C) Interchanges:
1. It is the Government’s intent to award without interchanges; therefore, it is imperative that Offerors submit their best terms initially. However, if the Contracting Officer determines it is necessary, interchanges will be conducted.
