About this file

This is Addendum No. 01 to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Wildlife and Fisheries for RFx Number 3000026404 for Live Triploid Grass Carp. The addendum addresses three vendor inquiries received by the July 8, 2026 deadline and provides clarifications regarding delivery locations, stocking schedules, and historical pricing. The procurement calls for 4,000 certified triploid grass carp measuring 8-10 inches in length to be distributed across multiple locations: New Orleans City Park Lake (100 fish), Henderson Lake (300 fish), Burbank Pond (40 fish), Parc Natchitoches (20 fish), Beechwood and Monroe Fish Hatchery (120 fish), with the remainder allocated for unexpected needs or other waterbodies. The bid opening is scheduled for July 22, 2026 at 10:00 AM Central Time. Fish will be delivered through multiple stocking events between October and January 2026-2027, with specific dates and times to be determined by district managers based on waterbody conditions and fish health considerations. The contract term commences October 1, 2026 for a 12-month initial period with two optional 12-month renewal periods available.

The current contractor for this work is Keo Fish Farm Inc., with historical pricing information available through the Louisiana state contract database. All fish must be accompanied by USFWS ploidy certificates obtained during pickup, be disease-free, and in good condition upon delivery. Delivery costs are the responsibility of the vendor and must be included in bid pricing on an F.O.B. Destination basis. All loads must be coordinated with LDWF contact Talon Jeppson at least 10 days in advance. Bid prices must be firm and complete for the entire contractual period if accepted. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder. Louisiana preference provisions apply under La. R.S. 39:1604, and bidders must maintain comprehensive insurance with minimum limits of $1,000,000 per occurrence for Commercial General Liability and $1,000,000 combined single limits for Automobile Liability.

ADDENDUM NO. 01

Your reference is directed to RFx Number 3000026404 for the Invitaon to Bid (ITB) for the State of Louisiana – Live Triploid Grass Carp for LDWF, which is currently scheduled to open at 10:00 AM CT on July 22, 2026.

The following are the Vendor’s Inquiries received by the deadline date of July 08, 2026, and the State’s Responses:

Vendor’s Inquiry #1: As stated in Atachment B - Specificaons, it notes the breakdown of the requested 4000 grass carp to be delivered across 3 main sectors (various public waterbodies, various urban waterbodies, and Booker Fowler Fish Hatchery). For the two sectors listed as various waterbodies, do you have a locaon breakdown for these? Knowing these locaons will help us route to all the stocking areas to be more compeve on overall delivery costs.

State’s Response #1: See graph below:

Waterbody Parish Esmated Quanty

New Orleans City Park Lake Orleans 100

Henderson Lake St. Marn 300

Burbank Pond E. Baton Rouge 40

Parc Natchitoches Natchitoches 20 Beechwood and Monroe Fish Hatchery

Rapides and Ouachita 120

Unexpected/unknown Unknown but may be needed if vegetaon issues in waterbodies occur

Vendor’s Inquiry #2: Second queson, are these fish to be delivered all at once or in mulple stocking events? If it is mulple stocking events, do you have a rough schedule, frequency, and carp quanty breakdown for each event?

State’s Response #2: The fish will likely be delivered through mulple stocking events between October and January. Each locaon may receive its full alloted quanty during a single stocking event. However, the specific stocking dates and mes will be determined by the applicable district manager based on the condion of the waterbody and its ability to support fish health at the me of stocking.

A detailed schedule and quanty breakdown for each stocking event are not available at this me.

Vendor’s Inquiry #3: Also, do you have any public record informaon on what the awarded bid was for this work in previous years?

State’s Response #3: The current Contractor is Keo Fish Farm Inc, and the current contract pricing is available at:
