About this file

Addendum Three for the Green River Correctional Complex Electrical System Upgrades project is issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration. The addendum addresses modifications to the fire alarm and electrical system upgrade project located in Central City, Kentucky, with BCCLT Consulting Engineers serving as the project consultants. The document provides clarifications for specific drawing details, including fiber optic conduit specifications, control module requirements, and installation guidelines for new electrical devices.

The addendum responds to multiple contractor questions regarding installation methods, equipment specifications, and project logistics. Key responses include mandating schedule 80 PVC for underground raceways, confirming that new devices without specific notes are to be new installations, allowing alternative fire alarm system manufacturers that meet performance criteria, and placing site-specific responsibilities on the contractor (such as confirming site access, providing water sources, and removing equipment daily). The document indicates flexibility in some technical specifications, such as permitting single-mode fiber throughout the project and accepting varied fiber and conduit configurations, while maintaining specific technical standards for the electrical system upgrade.

Addendum Number Three

Green River Correctional Complex Electrical System Upgrades Central City, Kentucky

527-CBSL-GC14-00

BCCLT Project No. 24105

This addendum amends Drawings and/or Specifications and/or Addenda for the above title project, as indicated below, and is hereby incorporated into the Contract Documents as part thereof.

Bidders are required to acknowledge receipt of this Addendum in the space provided on the Proposal/Bid form.

Clarifications:

Sheet E003

• Refer to Key Notes 2; This note should read “Provide multimode fiber in (1) ‘conduit’”

Sheet E20J

• Refer to Electrical Plan “Provide (3) control modules to connect tamper and flow switches located in existing fire protection pit located outside within 100’ of office where new FACP is located.

Question:

• Is line boring acceptable means for installing underground raceways versus trenching?

BCCLT Response: Bid as shown on the documents.

• Is 4” HDPE an acceptable underground raceway versus PVC schedule 80?

BCCLT Response: Provide schedule 80 PVC.

• Can fiber conduits transition from underground to aboveground at each building entrance? Then be routed on exterior of building wall and penetrate the wall to the above ceiling space where needed?

BCCLT Response: Bid as shown on the documents.

• Once the fiber conduit is inside the building can the size be reduced from 4”?

BCCLT Response: Minimum conduit size shall be 2” for fiber inside the building.

• Drawing E003 calls out utilizing SM fiber for all backbone infrastructure. However, you are calling out MM fiber going from patch panels to FACP panels. Is this correct?

Are contractors responsible for a fiber-to-fiber media converter here in addition to standard fiber housing and termination materials?

BCCLT Response: Yes.

• Drawing E003 calls out a single strand of fiber in a 1” conduit. Is this correct? Should this be a single pair? What are the expectations here?

BCCLT Response: See Addendum.

• Drawing E20B Note 6 calls (6) control and (6) addressable modules. Do you want

(12) devices per tamper and per flow? Or is the requirement (12) total devices in this location?

BCCLT Response: Requirement is for (6) devices.

• Drawing E20D and others have devices with no sheet note designation of the type of install. Are they re-use back box and raceway, new surface mount, other?

BCCLT Response: Devices without notes are new devices. Contractor is responsible for providing black boxes to all new devices.

• Can you provide ceiling heights for all buildings? Especially those that are open to the second floor and will require all conduit and cabling to be installed overhead and down to the first floor.

BCCLT Response: Contractor shall be responsible for visiting site.

• Please confirm there is an adequate entrance to the yard for trenching/boring equipment.

BCCLT Response: It is the contractor’s responsibility to confirm this.

• Will all the trenching/boring equipment have to be pulled out of the yard every day?

BCCLT Response: Yes.

• Is there a water source on site that can be used to fill tanks for line boring?

BCCLT Response: It is the contractor’s responsibility to provide a water source.

• Can the fiber all be single mode instead of switching from single to multi-mode?

Single mode fiber provides a higher bandwidth and speed.

BCCLT Response: Yes.

• The Fire Alarm Specification, 283111, 2.1, A., lists the basis of design as Edwards type

EST4. Are other, equal systems/manufacturers acceptable?

• BCCLT Response: Other manufacturers are acceptable as long as they can meet the performance criteria.
