About this file

Addendum No. 2 is issued by the City of Bay City Purchasing Department for the JCA Obstruction Removal Bid #24-0118, modifying the original bidding documents dated December 19, 2023. The addendum revises the Unit Price Proposal Form, updates the wage schedule, and modifies bidder qualification requirements. The project involves obstruction removal at James Clements Airport, specifically clearing and tree removal on parcels E11, E12, and the airport property. The Notice to Proceed will be issued between February 12, 2024, and March 8, 2024, with clearing and tree removal on parcel E11 to be substantially completed within 21 consecutive calendar days. A start order for parcel E12 and airport property will be issued around October 1, 2024, with work to be completed by May 23, 2025.

The addendum includes specific changes to the bidding documents, such as deleting and replacing various sheets related to safety and operations plans, construction notes, and obstruction removal details. Bidders are required to submit evidence of MDOT prequalification, with the project including Designated Item Classifications of N2 (200) and H (215). The revised Unit Price Proposal Form includes line items for different parcels and activities, with quantities specified for items such as mobilization, safety and security, clearing and grubbing, erosion control, seeding, and topsoil surface. The wage determination provides detailed labor rates for various construction classifications, including power equipment operators, laborers, and other trades across different Michigan counties.
