About this file

This is Addendum No. 1 to the Request for Proposals issued by the Town of Willsboro, New York, for professional engineering services related to the Willsboro Wastewater Treatment Plant (WWTP) Design Services project. The addendum modifies and clarifies requirements for the design and implementation of expansion of the existing membrane bioreactor (MBR) treatment system at the Town's Sewer District No. 1 facility. The scope of work encompasses advancing the recommended alternative through schematic design, final design, regulatory approvals, bidding, construction administration, and project closeout phases. The selected consultant must utilize the completed Engineering Report dated May 2025 as the basis for design while incorporating any modifications required by regulatory or funding agencies, and must provide all engineering services necessary to maintain project eligibility and compliance with applicable funding requirements.

The project is anticipated to pursue financial assistance through the New York State Environmental Facilities Corporation (EFC), including funding from the Clean Water State Revolving Fund (CWSRF), WIIA, and other available State and Federal funding opportunities. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years. The addendum serves to clarify the RFP requirements and ensure prospective bidders have complete information regarding the project scope, deliverables, and regulatory compliance obligations associated with the WWTP expansion initiative.
