About this file

This is Addendum No. 2 to the Request for Proposals issued by the Town of Willsboro, New York, for wastewater treatment plant design services. The addendum pertains to the expansion and upgrade of Sewer District No. 1's Wastewater Treatment Plant, which currently operates a membrane bioreactor (MBR) treatment process installed in 2019. The Town seeks professional engineering services to advance schematic design, final design, regulatory approvals, bidding, construction administration, and project closeout based on the May 2025 Engineering Report that recommended expansion of the existing MBR treatment system as the preferred alternative. The consultant will be responsible for incorporating any modifications required by regulatory agencies, funding agencies, or changing site conditions while maintaining project eligibility and compliance with applicable funding requirements.

The project is anticipated to be funded through the New York State Environmental Facilities Corporation (NYS EFC), including the Clean Water State Revolving Fund (CWSRF), Water Infrastructure Improvement Act (WIIA) funding, and other available State and Federal funding opportunities. The Town of Willsboro has not previously awarded an identical or substantially similar procurement contract within the past five years. The addendum serves to modify, clarify, or supplement the original RFP terms and conditions, ensuring that all prospective bidders operate under consistent and current requirements for proposal submission and project delivery.

TOWN OF WILLSBORO

ADDENDUM NO. 2

Request for Proposals Wastewater Treatment Plant Engineering Design Services Date Issued: July31, 2026

To All Respondents:

Questions & Responses

The following questions were received regarding the Request for Proposals for the Town of Willsboro Wastewater Treatment Plant Engineering Design Services. The responses below are hereby issued to all prospective respondents and shall be considered part of the solicitation documents.

Question 1

Will the final scoring of the RFP submissions be released to respondents?

Response: No. Following the qualifications evaluation, the Town anticipates inviting the highest-ranked respondent(s) for interviews, as determined appropriately by the Town. The procurement will be conducted in accordance with the Request for Proposals and Addendum No. 1.

Question 2

Is the Town open to alternative cost-saving approaches to address system needs, or should proposals be drafted based only upon the recommended alternative provided in the Engineering Report?

Response: Respondents shall prepare their proposals based upon the Scope of Work identified in the Request for Proposals and the recommended alternative contained in the Engineering Report, which serves as the basis of design for this Project. Any refinements or modifications determined appropriate will be evaluated during the design phase in coordination with the Town, regulatory agencies, and funding agencies.

Question 3

The Engineering Report references a letter from the equipment manufacturer regarding system limitations or deficiencies, which is not included in the listed appendices. Could this information be provided?

Response: The Town acknowledges that the appendix reference identified in the Engineering Report is incorrect. The Town has determined that the information contained within the Engineering Report is sufficient for preparation of responsive proposals. No additional supporting documentation will be distributed at this time.

Question 4

The report states that the system cannot meet biological nutrient removal, while another section indicates that operational reports show the facility can meet nutrient limits but not incoming flow requirements. Can the in-house process sheets or operational reports be provided to verify this?

Response: Operational records maintained by the Town are not required for preparation of a responsive proposal. The Engineering Report and materials provided with the Request for Proposals constitute the basis for proposal preparation. Additional operational information may be made available to the selected consultant, as necessary, during project execution.

Question 5

Please provide clarification regarding the recommended equalization tank sizing, as multiple capacities are referenced throughout the Engineering Report.

Response: The values mentioned in the Engineering Report span two different alternatives.

The Town is seeking qualifications to advance Alternative 6 – Additional MBR Capacity, which includes a proposed 25,000-gallon equalization tank as identified in the Alternative 6 conceptual design and opinion of probable cost. Respondents shall prepare their proposals based upon Alternative 6. Final equalization tank sizing and associated design details will be confirmed during the schematic and final design phases by the selected consultant based upon detailed engineering evaluation and applicable regulatory requirements.

Question 6

The Engineering Report identifies inflow and infiltration (I&I) associated with sump pump connections and references prior I&I investigations. Has this issue been addressed, or will it be addressed, given that Alternative 8 – I&I Remediation was not selected for further consideration?

Response: Inflow and infiltration (I&I) was previously evaluated as part of a separate I&I study completed for the Town. The findings of that study were considered during the subsequent Engineering Planning Grant evaluation, which assessed multiple alternatives to address the Town's wastewater treatment needs. Following completion of the Engineering Planning Grant, the Town accepted the Engineering Report and selected

Alternative 6 as the basis of design for this procurement. The scope of this solicitation is limited to advancing the selected alternative through design, permitting, bidding, and construction administration. Respondents shall prepare their proposals accordingly.

This Addendum No. 2 is hereby incorporated into and made a part of the Request for Proposals. Proposers shall acknowledge receipt of this Addendum in their proposal submissions. Except as modified herein, all terms and conditions of the RFP remain in full force and effect.
