About this file

This is Addendum No. 1 to the formal sealed bid issued by the Incorporated Village of Garden City, New York for Water and Sewer Department Electrical Services (Contract No. 27WSDES). The addendum, issued August 14, 2026 with bids due September 3, 2026 at 11:00 a.m. EDT, modifies three sections of the original contract documents: the Bid Proposal Page (Page 3B), Contract Pages (Pages 5B-5C), and Specification Page (Page 18). The Village seeks electrical services including repair, maintenance, improvements, and emergency work on high voltage electrical panels, transformers, generators/automatic transfer switches, well soft starters, and related electrical equipment at multiple water and sewer pumping stations. All electricians must be New York State licensed, and the contractor must respond within two hours via direct phone contact for emergency work and within 24 hours onsite to diagnose and schedule repairs. Non-emergency work may be scheduled accordingly. The contract specifications require that all hourly rates include a typical electrician response vehicle, tools, and equipment, with specialty equipment such as bucket trucks or cranes available on an as-needed basis subject to advance Village approval.

Bidders must submit pricing for Regular Time (typically 7 a.m. to 5 p.m.), Premium Time (5 p.m. onward and weekends), and Holiday Time hours for both Master Electricians and Electrician Helpers, along with a markup percentage to be charged on materials. New York State prevailing wage rates apply to all labor performed. The addendum requires bidders to acknowledge receipt by returning a completed copy with their bid proposal, signed by an authorized company representative. Each bid must be accompanied by a certified check or bid bond equal to not less than 5% of the bid amount. Wire to Water, Inc. is the incumbent contractor, having been awarded substantially similar electrical services contracts in 2023, 2024, and 2025. The Village reserves the right to reject any or all bids and will not award to bidders unable to demonstrate sufficient experience, adequate financial ability, and organizational capacity. Contractors subject to scheduling cancellations, late arrivals, or no-shows for overtime work face deductions of a minimum of eight hours at the applicable overtime rate.
